Analysis of Informatization Level for Construction CALS (건설CALS의 정보화수준 조사 분석)

  • Ministry of Land, Transportation and Marine Affairs has implemented Construction CALS project for improving informatization level of construction industry and for making construction production system efficient. Construction CALS project has been implemented since 1998, however, there has been no attempt to measure how high the informatization level of Construction CALS is. This study measured the informatization level of Construction CALS by using the evaluation index proposed in the former studies. For measuring the level, this study made questions and selected samples, did survey, and analyzed the survey results. According to the results, Construction CALS is excellent for the fast rehabilitation of system errors, the web-base environment of system, the application of standard classification system, and the development of information strategic plan. This study will contribute to find out the informatization level of Construction CALS precisely.

  • 건설CALS 1998년부터 국토해양부에서 추진하고 있는 정보화사업으로 시스템의 개발 운영과 표준의 개발 운영의 2개 분야로 사업을 진행하고 있다. 건설CALS 표준은 건설정보분류체계, 전자도면작성표준, 도면정보교환표준, 전자문서표준, 디지털 수량산출 교환표준, 건설정보모델(BIM) 작성 납품 공통기준이 있다. 향후 건설CALS 표준은 건설정보 호환을 위하여 정보분류체계의 확장개발과 건설용어의 표준화, 토목분야의 BIM 활성화에 대비하는 토목BIM 표준의 개발이 필요하다.

  • Construction CALS contributed to informatization of public construction sector and to settle construction leaders' mind on informatization of construction project, however, the effect of Construction CALS has reduced as the CALS system has been aged and a plan for spread-out of existing systems has not been established. It is necessary to maximize the effect by developing a future plan after recognizing the current state. This study provided key factors that Construction CALS should take for the bright future by using SWOT Analysis, an useful method to develop a strategy. Considering interior and exterior environments surrounding Construction CALS through investigating existing studies, this study deduced twenty five strength, weakness, opportunity and threat points, and finally this study proposed fourteen critical success factors. The results of this study made a significant contribution to decision of the milestone that Construction CALS should take.

  • As it was developed to korea standard of the CAD Drawing in Construction CALS/EC for the productivity Improvement in Construction Industry and efficiency rising of construction management. it is high time to design the standard system in water resources. The purpose of this study is to establish the strategies for standard system of drawing information in water Resources parts for construction CALS/EC. This study is to analyse the existing construction drawing standards including CMS, CMMS, drawing guideline of a water Resources public institution, ISO, US National CAD Standard, Japanese Standard. As a result of the analysis, this study proposes the prime structure of the water Resources drawing information standard to support construction CALS/EC. For the establishment of standard system in real practice, this study establishes the numbering system to joint the current standard system for a water Resources order institution and to keep construction CALS/EC. In conclusion, the standard system of drawing information is proposed as a fundamental frame to water Resources parts of construction CALS/EC.

  • 건설부문의 정보화를 위해 국토해양부는 건설CALS(Continuous Acquisition & Life-cycle Support)사업을 추진하고 있다. 건설CALS란 건설사업의 설계, 시공, 유지관리 등 전 과정의 생산정보를 발주자, 관련업체 등이 전산망을 통하여 교환 공유하기 위한 정보화 전략이다. 건설CALS사업은 시스템 개발 부문과 건설정보 표준화 부문으로 구분할 수 있는데, 개발된 시스템으로는 건설사업관리시스템(건설사용, 발주기관용), 시설물유지관리시스템, 건설인허가시스템, 용지보상시스템, 건설CALS포탈시스템 등이 있다. 건설CALS시스템에는 건설사업의 공정관리, 원가관리, 안전관리 등의 많은 기능이 있음에도 불구하고 최근 그 중요성이 부각되고 있는 환경관리 기능은 없는 실정이다. 본 논문에서는 건설CALS시스템의 현황을 분석하고 환경관리가 가능한 체크리스트와 매뉴얼을 개발하여 시스템으로 구현하기 위한 방향을 제시하고자 한다.

  • The Korean government is making an effort to win the advance and international competitiveness of construction by changing Construction Industry into Knowledge-based information industry through Construction CALS. However, systematically obstructive factors and recession make participation of private construction companies in Construction CALS sluggish. The purpose of this paper is to suggest incentive program to induce participation of private construction companies in Construction CALS. Before setting up the direction of incentive program, the level of informatization in Korean Construction industry was grasped. Evaluation category for the discriminate application of incentives was defined and available incentive program was suggested.

  • Ministry of Land, Transportation and Marine Affairs(MLTM) has implemented Construction CALS project for improving productivity of construction industry and for making construction project management efficient by responding to informatization and knowledge base society in 21st century. CALS has beeb applied successfully to projects form MLTM, however, the outcomes of Construction CALS hasn't been recognized. In addition, there is no way to find how high the level of Construction CALS is when it is compared with other SOC informatization projects. This study found out the informatiziation level of Construction CALS by using the evaluation index proposed in the former study, and by comparing with other sectors. The evaluation on the level was implemented in the three parts such as informatization infrastructure(network, hardware, standardization, data, informatization, informatization security), informatization utilization(information usage, IT performance), and informatization support(informatization goal, organization of informatization, informatization investment, informatization education), and then, this evaluation was compared with "Assessment for level of industry information system", "Assessment for level of small and midium sized industry information system", and "IICI(Informatizaion Index for the Construction Industry)". With the result from the comparison, this study produced superior factors and inferior factors for each sector. These results are expected to be useful for prioritizing budget allocation by finding out the informatization level of Construction CALS.

  • Recent construction projects consist of large and complex facilities, which project management information system (PMIS) is used for managing construction cost and schedule. The ministry of land, transport and maritime affairs (MLTM) is using a continuous acquisition and life-cycle support (CALS) system for managing the public construction projects. This study attempts to survey some problems of the CALS system in practical application, and then suggests the new functions to improve practical application of the CALS system. All functions in each menu were analyzed in the practical application aspect. All projects ordered from MLTM should use the CALS system as a PMIS, but the practical application is limited in partial functions and special working group. And the utilization of system is focused on simple tasks and report process. One of main reason is that the system is using numerical data rather than graphical data. This study suggests new functions and a visualized management method that can improve the practical applicability using a 4D object in each current functions.
