본 논문은 BIM기반 건설공사 진척관리 시스템의 개발 방향을 제안하는 것이다. 이를 위해 일차적으로 기존 4D 진척관리프로그램인 Synchro 4D와 Navisworks를 분석을 하여 문제점을 도출했다. 이를 극복하고자 국내실정에 맞는 방안 및 공정과 3D객체 연계의 효과적 방안을 제안하였고 예상공정과 실제공정의 시각적 비교 기능 및 통합건설정보관리 기능 추가를 제시하여 이 프로그램의 본 목적인 효율성 증진을 위해 향상된 진척관리 방식을 제안하고자 하였다.

Currently, unlike domestic market It is trend that world construction market scale is increasing continuously but Experts who need in International Construction Market are insufficient absolutely. Despite the amount of orders received continuously increased, Experts who needed for overseas construction market are lacking. And we need to examine that Experts who needed for overseas construction market an supplied to the country. It is time to make decision how can we supply them to the country. Consequently, this project will study Educational programs of the past for Training International Construction Experts, provide the solutions breeding International Construction Experts.

In order to derive the success factors of a Mega-scale national project, this study conducted a questionnaire survey on experts participating in the Yongsan National Park development program to obtain critical success factors in the program definition phase. AHP analysis was performed for each category through a survey of experts participating in the definition phase of the Yongsan park development program to derive relative importance. The categories were classified into program strategy, process, and people, and the importance between categories was people, strategy, and process in that order. In addition, as for the 27 critical success factors in the program definition phase, the program manager's competency and leadership, environmental and cultural property survey planning, program management plan preparation, operation and maintenance philosophy, and integrated program office showed high priorities. Therefore, in promoting the Yongsan Park development program, we propose a strategy for selecting and focusing on the critical success factors with high priorities in the program definition phase proposed in this study.

건설사업정보화(CALS)는 국토교통부에서 1998년부터 추진한 정보화사업으로 건설사업정보시스템의 확충 운영과 건설정보표준의 고도화, 건설기술정보 확충 기능개발 등 3개 분야로 사업을 진행하고 있다. 건설사업정보시스템과 건설정보표준 성과물의 지자체 확대보급 계획은 있으나 지자체용 프로그램 개발이 미흡한 실정(일부 광역단체는 자체적으로 건설사업관리, 시설물관리, 용지보상 등을 개발 운영 중이나 대부분 지자체에서는 시스템을 미보유)이다. 전산자원의 활용도 제고와 시스템 정보표준의 개발 운영 예산의 효과적인 집행을 위해 종합적인 사업추진 방안을 위한 기초조사가 필요하다.

Since the global financial crisis, the Korean domestic construction market has continuously experienced downturns, and the Korean domain construction firms'profitability has been persistently deteriorated. Domestic construction firms have rapidly advanced to overseas markets exclusively for the construction contract packages. However, the profitability for the construction contracts has been lower compared to engineering or project management contracts. One of the critical issues the Korean firms have faced was project management capability across all phases in project execution. Even though several project management capability assessment tools were introduced, most tools were applicable to a wide variety of industry sectors rather than construction industry. Project management capability assessment tool specifically applicable to domestic CM firms was developed through this research, in order to assess project and program management capabilities and improve the competitiveness in overseas market Also, the correlation between project, programs, and the CM infrastructure were identified. The CM firms were divided into two groups according to the size of the business, and both were evaluated at the project and the program level based for the 9 different criteria. The project management capability assessment tool developed for the CM firms can be used for self-assessment to distinguish the strengths and weaknesses of each company at the project and program level. In addition, the current status of each group can be identified by spotting improvement areas for the management capabilities.

제8대 시 도회장이 새롭게 구성됨에 따라 전국 시 도회는 시 도회장을 중심으로 본격적인 활동에 들어갔다. 본지는 향후 3년간 시 도회를 이끌어갈 전국 시 도 회장으로부터 사업계획을 들어 보는 자리를 마련했다. 이번호에는 회원사의 적극적인 지지로 3차에 걸쳐 회장을 역임하고 있는 김재홍 울산 경남도회 회장을 만나보았다.

내전 후 전쟁 상처를 복구 중에 있는 이라크는 주택, 인프라, 사회 서비스망 구축의 필요에 따라 지난 2010년 이라크 기획청(Ministry of Planning, MOP)이 이라크의 삶의 질 개선을 위한 국가개발계획(Iraq National Development Plan, 2010 ~ 2014)을 수립하고 15개 주정부와 쿠르드 자치정부 지역에 100만호 주거 시설 제공을 위한 국가 주택 프로그램을 발표했다. 이에 따라 2017년까지 주택과 교통인프라, 에너지, IT, 의료, 보안 등에 걸쳐 총 2,750억불(약 300조원)을 이라크 재건사업에 투자할 계획이다. 또 2030년까지는 에너지 분야에 5,000억불 투자 등 정유공장, 발전소, 도로, 인프라, 공공시설 및 군시설 등 다양한 분야에 최소 7,000억불에 달하는 예산을 투입할 예정이다. 한화건설은 지난 2012년 80억 달러 규모의 이라크 비스마야 신도시 건설공사를 수주해 우리나라 해외건설 역사상 최대 규모의 프로젝트 기록을 세웠다. 또한 이 계약으로 우리나라 해외건설 누적 수주액 5,000억 달러 돌파에 크게 기여했다. 윤창기공(주)(대표 백종윤)는 비스마야 현장에서 PC 플랜트 현장의 기계설치공사와 하우징 현장의 기계설비 및 소방공사를 담당하고 있다. 본지는 이라크 현장에 있는 윤창기공(주) 정몽준 소장과 김용우 소장을 이메일로 만나 보았다.

일반적으로 공사현장에서 발생하는 건설소음은 주변 생활환경을 해치는 중요한 원인으로 대두되고 있으며, 최근에는 건설공사 주변에 거주하는 주민들로부터 많은 민원을 낳고 있다. 따라서 최근에는 각종 공사 시 설계 및 시공단계에서부터 건설 소음에 대한 영향평가를 실시하여 규제기준치를 초과하면 방음벽 설치나 기타 방음 대책 등에 대한 적극적인 검토 및 보완을 요구하고 있다. 이러한 관점에서 본 연구는 건설 현장고 인접해 사업계획 승인단계에 있는 현장을 대상으로 음향시뮬레이션 프로그램을 이용하여 건설 소음도를 예측하였다. 이러한 연구는 향후 각종 건설 현장과 소음 영향평가, 방음대책 수립 시 중요한 자료를 제공할 시스템으로 예상된다.

건설업은 위험요소가 많은 업종 특성상 높은 재해발생율을 보이면서 정부에서도 많은 투자와 노력을 기울여 왔으나, 건설안전수준은 크게 향상되지 못하고 있다. 반면 선진국에서는, ISO에서 품질경영시스템과 환경경영시스템을 도입한 이후, 안전경영시스템에 대한 논의가 활발히 추진되고 있으며 안전에 관한 국가규격을 제정하는 등 안전활동이 크게 발전해 있다. 우리나라에서도 금년 7월부터 KISCO 2000프로그램이 시행되었지만, 건설업은 적용에서 제외되었다. 따라서 건설업에서의 안전경영시스템 적용 모델 개발 및 보급은 서둘러야 할 과제이다. 본 연구에서는 향후 건설업에 적용될 안전경영시스템 추진 모델을 개발하고 요건에 대응한 건설안전업무의 범위 및 문서화 체계작업, 그리고 추진과정을 제시하였다.

현재 구조해석의 컴퓨터 응용과 건축설계도면작성의 컴퓨터 응용이 개별적으로 개발되는 경우가 많은데 한꺼번에 모든 시스템을 일련으로 연결하는 것은 쉬운 일이 아니므로, 우선 구조해석의 자료를 그대로 이용할 수 있는 골조도면작성의 컴퓨터 응용프로그램을 개발함으로써 앞으로 건축설계도면작성 프로그램과 연결도 고려할 수 있다고 본다. 본 CAD시스템은 현재에는 국내에서 통용되고 있는 건설부 규준에 의거하여 개발되었고, ACI의 극한강도 설계법으로 sub-program을 수정하여 이용할 수 있겠다.
