지난 5월 7일 우리 협회 제33차 이사회에서 체신부 윤석근 정보통신국장이 발표한 "국가경쟁력과 정보통신"을 긴급, 입수해 전제 한다. 윤석근 국장은 이사회에 초청돼 정보화 촉진을 위한 주요 추진시책, 정보통신사업 육성을 위한 주요 추진시책, 초고속 정보통신망 건설계획 등에 관한 정부입장을 밝혔다.

정보통신 기술의 발달로 세계는 시간과 공간의 개념이 사라지는 거대한 네트워크로 바뀌고 있다. 지구촌 구석구석을 잇는 인터넷이 2000년이 되면 이용자가 5억명을 넘을 것으로 전망된다. 급속히 퍼지고 있는 인터넷상에서 지식과 정보가 "빛의속도"로 교환되며 생활과 산업, 비즈니스의 전반에 변화를 일으키고 있다. 산업사회가 나래를 접고 지식정보사회가 성큼 다가온 것이다.

The Construction Project Information System(CPIS), an information system constructed as part of the Construction Continuous Acquisition & Life-cycle Support(CALS) of the Ministry of Land, Infrastructure, and Transport(MOLIT), is designed to digitize construction projects across all stages, and enable sharing of information so as to enhance the productivity and efficiency of construction projects and secure their transparent administration. One of MOLIT's internal work systems, CPIS focuses on work-handling and data management. However, now over 10 years old after its construction, it focuses on text and document-based construction project information, but it cannot be interfaced with the visualization-based GIS, which limits the sharing and dissemination of information and the determination of the overall construction project status. To resolve the existing CPIS limitations and problems and to upgrade the system, this study examined domestic and overseas GIS technology trends and relevant information systems, and analyzed the CPIS status and problems. It thus proposed total GIS application measures to upgrade CPIS. Also, it identified detailed CPIS utilization measures and GIS application measures by unit system, and analyzed considerations for GIS application.

고도화ㆍ정보화가 요구되어지는 현대 산업사회는 교통에 있어서도 많은 변화를 가져왔다. 특히, 항공교통 수요의 급속한 증가와 함께 현재 신 공항건설 및 공항확장 둥이 이루어져야 하는 실정이다(건설교통부 항공국, 2001). 이로 인해 항공기상정보의 신속화 및 전문화가 이루어짐과 동시에 신 공항 건설 전ㆍ후에 따른 대기환경 측면에서의 변화를 반드시 살펴보아야 한다. 따라서, 본 연구는 후자와 관련하여 인천국제공항 건설 후 안개발생에 초점을 맞추어 대기환경변화를 살펴보았다. (중략)

Information technical dependence degree is coming to be high from constructive information-oriented field. The size and complexity of constructive information are increasing and consequently, the standard for a construction information resource management becomes important. Currently the certification about construction information standard is being enforced part system and information-oriented level etc. from domestic. So we have a plan which will propel the diffusion strategy for the practical application of constructive information standard with introduction of the certification system about construction information standard. For a certification system preparation, we studied a feature and definition about construction information standard and analyzed domestic and foreign case. From that, we accomplished a classification and an analysis about construction information standard becomes the object of certification. And then, we selected the object of the certification through deriving necessities of certification about each construction information standard and considering the priority at the time of introduction. Finally we suggested an certification institutional operation plan about the object which is selected. Held a consultation meeting about the fact where the professional knowledge or technique is demanded and established secured directivity about authentication institutional operation plan and professionalism.

이 논문은 ${\lceil}$제2차 건설산업 진흥 기본계획의 기본과제와 중점과제을 검토하는 것이다. 우선 외환위기 이후의 건설 산업환경과 여건을 살펴보았고 이를 기초로 2차 기본계획이 수립되는 기간의 건설산업정책의 기본방향과 중점과제를 도출하였다. 그결과 건설산업 정책은 과거의 온정주의에 근거하여 건설산업을 구성하는 업체들의 형평성을 제고하는 것에서부터 경쟁에 근거한 효율성을 제고하는 것으로 전환되어야 하며 건설업체에 대한 엄격한 평가와 무제한적인 경쟁과 그리고 건설공사의 품질에 대한 무한 책임을 담보하는 국제기준(Global standard)의 건설산업이 형성될 수 있는 기반을 조성하여야 하고 이를 고려한 건설산업의 정책과제는 첫째, 건설산업의 효율성의 제고, 둘째, 국제규범의 건설체계의 구축, 셋째, 건설산업의 세계화 기반의 조성하는 것이고 이를 달성하기 위해서는 건설기술개발(정보화 포함), 건설인력육성, 건설공사 안전${\cdot}$환경 및 품질확보, 중소건설업 및 중소건설 용역업의 육성, 건설공사의 생산성 향상, 건설자재의 품질향상 및 규격표준화, 건설사업관리제도의 발전 등이 이루어져야 한다.

최근 지식, 정보, 기술의 새로운 패러다임으로 대표되는 지식정보화사회에 대응하기 위한 준비가 전 세계적으로 추진되고 있으며, UN해양법 발효, WTD체제 출범에 따른 어장축소와 수산물수입 전면자유화 등 많은 어려움에 처한 수산업을 고부가치적인 수산업으로 육성하고, 경쟁력 있는 산업으로 육성하기 위해서는 어업인 상호간 지식정보교환, 수산기술의 보급 및 교육을 위한 평생교육 체계, 어촌관광자원의 홍보 및 활용을 통한 국민에게 사랑 받는 어촌건설이 필요하며 특히 현재 급속도로 진행되고 있는 사회 전반적인 정보화의 물결이 어촌에는 확산되고 있지 않으며, 정부의 정보인프라정책에도 소외되고 있어 어업생산기반인 어업인에 대한 정보화마인드 함양 및 어업에 대한 정보인프라 조기구축이 시급하다. 본 연구는 급속히 보급되고 있는 인터넷을 이용하여 정보화에 소외된 어업인이 정보화 격차의 해소와 보다 신속하고 살아있는 정보와 지식을 제공하고자 시스템을 구축하였다.

This study analyzed the local present status of Jechon which has growing-up potency of local information, is necessity and the characteristic of the local information for this area and the development scheme of contents is proposed for the local information based on the construction of the information infra. The development plan of contents on the local information is proposed for the field of administration, industry, life information, etc. Therefore such development plan of contents can be brought into much research to the contents development of the local information. In addition, it is expected to be lots of the public relations for the information city, sharing of information and that making more use of its applications. In addition, such plan is able to be contributed to the construction of information city for citizen's welfare and getting the competitively local power.

Information technology, such as IoT, Big Data, Drone, Cloud etc., is evolving every year. Information Society is changing Intelligence Society and Creative Society. A new Construction Projects Management System Roadmap is required because it is difficult to reflect the current IT environments based on the CALS(Continuous Acquisition & Life-cycle Support) master plan, which is performed to establish every five years since 1998. This study was prepared for the Roadmap with a focus on Construction Management System based on the 4th CALS master plan, which was performed to establish the 2012 year. To this end, the construction environment and several information systems were investigated and analyzed. The problems of the construction project information system were derived using SWOT analysis, the vision, goal, direction, strategy, main tasks, specific tasks, and timetable of the Construction Project Management System are presented. This roadmap is designed to be used as operational indicators of a future construction project management system.
