The Empirical Study on Web based Information Evaluation System for the Construction Industry (웹 기반 건설 정보화 수준 평가 실증연구)

  • In this study, we developed the web-based system evaluating the construction information level considering the characteristic of business of the construction company. According to the business, if a construction company answer to the information evaluation questions and inputs its information goal, the web-based system provides the construction information score and the comparative report to the result of companies which are the similar business type and scale. Moreover this system presents the information strategy to achieve company's information goal based on the present information level. This study will enable to a construction company to improve the level of IT in the construction industry and to increase IT investments.

  • The construction industry has been behind in informatization compared to other industries such as banking, manufacturing, medical, etc. since it is not conscious of informatization and it also has difficulties in attracting investments and attracting IT experts. Furthermore, there has been lack of survey and research on that specifically what areas and how much degree they are behind in informatization. This paper presents a framework and strategy for assessment of informatization based on end users' viewpoints. The authors has already performed the assessment of informatization of general contractors based on IT experts' viewpoints. However, this paper tries to assess informatizaton of construction based on end users' aspects. The result of this research is expected to provide various aspects such as assessment, identification of needs, and problems regarding information systems. These could be effectively used as a guideline and a direction for information system development.

  • Korean construction firms have been continuing investment of IT for last ten years. However, manager did not support a decision-making of IT because there is no evaluation and feedback system of IT investment. This study is a preceding research of making IT evaluation model as a part of MOCT(the Ministry of Construction and Transportation)'s construction CALS/EC policy and makes a basic frame through a trend and state of IT survey. As a result of survey, To encourage them, IT development to be balanced in each members for successful stabilization of CALS/EC as well as IT evaluation will be conducted in accordance with one's environment, such as a role and level of companies.

  • Ministry of Land, Transportation and Marine Affairs(MLTM) has implemented Construction CALS project for improving productivity of construction industry and for making construction project management efficient by responding to informatization and knowledge base society in 21st century. CALS has beeb applied successfully to projects form MLTM, however, the outcomes of Construction CALS hasn't been recognized. In addition, there is no way to find how high the level of Construction CALS is when it is compared with other SOC informatization projects. This study found out the informatiziation level of Construction CALS by using the evaluation index proposed in the former study, and by comparing with other sectors. The evaluation on the level was implemented in the three parts such as informatization infrastructure(network, hardware, standardization, data, informatization, informatization security), informatization utilization(information usage, IT performance), and informatization support(informatization goal, organization of informatization, informatization investment, informatization education), and then, this evaluation was compared with "Assessment for level of industry information system", "Assessment for level of small and midium sized industry information system", and "IICI(Informatizaion Index for the Construction Industry)". With the result from the comparison, this study produced superior factors and inferior factors for each sector. These results are expected to be useful for prioritizing budget allocation by finding out the informatization level of Construction CALS.

  • Using PMIS(Project Management Information System) plays an important role in systematically planning and effectively managing the complex and large-sized construction projects. In spite of the importance of PMIS, on-site engineers, who are the main users of PMIS, have not used PMIS enthusiastically because PMIS has been evaluated and improved by not the viewpoint of the system users but the viewpoint of system managers and head office manager. Therefore, this study developed an assessment model to evaluate PMIS with the viewpoint of the on-site engineers, so previously developed PMIS can be evaluated by the on-site engineers with importance and satisfaction elements. It is anticipated that the effective use of the developed assessment model might increase the utilization of existing PMIS as well as develop the construction industry.

  • In recent, Information Technology(IT) is the biggest issue on the social whole including the construction industry. IT is recognized as a key strategic means to reinforce competitive power and raise the effectiveness. However, CEOs of each firm have trouble with IT investment decision-making. Because there is neither any case to measure real value of IT nor any confidence to economic effect of information system. IT evaluation is so helpful for most construction firms to make a plan of IT investment. In addition, which will eventually facilitate to achieve their management goal and have the maximum of the firms' value. Therefore, the purpose of this research is to develop IT evaluation system for monitoring IT level continually. And this will be enable a construction company to increase IT investment and improve the level of IT in the construction industry.

  • This study shows the field of construction which was less developed in the aspect of information system in comparison to other areas needs to introduce construction information system and suggests it can make more value linked with company performance through the system. For the first step, it emphasizes the integrated enterprise approach not optimization of each sector in a company. This paper extracts the current issues of construction information from the core process of construction area and implies a driving plan and the future development plan for construction information. Antecedent studies for this drew the information structure model and the construction information-driving model of a construction company. Hence, case studies with management companies that implemented the construction information system successfully tested validity. This research brings the cases of PMS, the integrated finance system, and CRM system as successful ones.

  • Ministry of Land, Transportation and Marine Affairs has implemented Construction CALS project for improving informatization level of construction industry and for making construction production system efficient. Construction CALS project has been implemented since 1998, however, there has been no attempt to measure how high the informatization level of Construction CALS is. This study measured the informatization level of Construction CALS by using the evaluation index proposed in the former studies. For measuring the level, this study made questions and selected samples, did survey, and analyzed the survey results. According to the results, Construction CALS is excellent for the fast rehabilitation of system errors, the web-base environment of system, the application of standard classification system, and the development of information strategic plan. This study will contribute to find out the informatization level of Construction CALS precisely.
