Improvement Plan for the Payment Standard of Rental Fee in Construction New Technology (건설신기술 사용료 지급기준 개선방안)

  • The Evaluation system of Excellent Construction Technology has been operated for 15 years from 1990 in Korea. 443 technologies have been certified as Excellent Construction Technology(ECT) and those ECTs are adapted over 20,000 times into the construction projects. As a result of investigation, new technology evaluation system became a stable stage because new technology evaluation system has assigned about 433 and also applied more than 20,000 times in construction sites in 2004. However, it was indicated to a large problem that there aren't still detail criteria of cost assessment for using ECTs. Therefore, we analyzed the status and problems of the cost of using ECTs and suggested some useful ideas which are reviewed by various aspects. Specially we suggested specified criteria for the cost assessment of using ECTs. It is based on the scheduled construction cost and determined the rate $({\bullet}{\cdot})$ of using ECTs. To adapt ECTs into construction projects nationwide not only it is very important to certify better new technologies but also it is required to make the criteria of cost assessment for using ECTs.

A Study of Improvements in the Standards of Cost Estimate for the New Excellent Technology in Construction (건설 신기술의 원가산정기준 개선방안에 대한 연구)

  • The New Excellent Technology (NET) designation system, introduced in 1989 for the purpose of promoting the development of domestic construction technology and enhancing national competitiveness, reviews the statement of construction cost of new technologies. And the cost reduction effect such as design, construction, and maintenance cost and the effect of reducing the construction duration are evaluated as an evaluation criteria of economic feasibility. However, in this evaluation process, differences of opinion between the institution of construction cost estimating standard management and the new technology developer about unique technologies frequently occur. In addition it is difficult to objectively compare the construction duration with existing similar technologies because there is no information on productivity as the current cost estimating standards for new technologies only present the required amount per unit quantity. In this study, the current state of cost estimating criteria review procedure, evaluation criteria, and cost estimating standards establishment method were analyzed when screening for the designation of a new construction technologies, and compared with overseas cost estimating standards, measures to improve the cost estimating standards of current construction new technologies were suggested. Through the improved cost estimating standards of this study, it is expected that cost information on new technologies will be provided to clients in more detail than the current ones, and the availability and applicability of new construction technologies would be improved by simplifying the construction cost calculation process more.

  • 본 연구는 건설 구조물의 정밀한 미세 변위 모니터링 관리시스템 개발을 위한 공간적으로 참조 가능한 모든 형태의 측위정보를 효과적으로 수집, 저장, 갱신, 조정, 분석, 표현할 수 있도록 새로운 GNSS과 원격탐사측량 등의 신기술을 적용하여 건설 구조물의 주요부 위에 대한 mm급의 다양한 측위분석이 가능한 사용자 요구에 즉시 부응할 수 있는 검색 시스템을 개발하기 위한 신기술을 연구하였다. 이를 통하여 건설구조물의 설계 및 시공 도면과 정밀한 공간정보를 유기적으로 결합할 수 있도록 하여 반영구적인 주요 시설물의 정밀한 미세변위의 변형을 추적하여 방재관리에 효율적으로 신기술이 체계적으로 사용되도록 할 것이다. 특히, 최근에 많은 관심을 가지고 있는 USN/UAV의 환경센서기반의 무인의 간이사진측량시스템을 활용하여 건설구조물를 대상으로 하는 실제 측정을 통하여 지형공간정보와 시설물의 위치정보를 지도로 제작하고 이를 기반으로 하는 다양한 방재의 신기술을 비교분석하여 최적의 건설방재기술을 검토하였다.

  • The domestic construction industry need to do productivity improvement through technology development than improvement of manpower control or system and develop competitive power through technology in international construction market. Upon this, government for elevation of technological level enacts and operates the advanced construction technology endorsement system but is not looking at effect as that the actual use-results also expected first. Therefore, in this paper, present improvement and direction for activation plan of construction new technology development through comparison with other connection system, literature investigation and questionnaire after grasp present condition of the advanced construction technology endorsement system with specialty construction company as the central figure which occupy most of appointed new technology.

  • Advanced construction technologies have been rarely applied to practical construction operations on jobsites due to a lack of quantified evaluation data of the performance of such technologies. The basic objective of this study is to suggest a feasible way for the evaluation of the performance of new technologies based on construction simulation techniques, which have been frequently used in academic research for productivity estimation. Steel staircase systems were selected as the new technology to be investigated. The simulation was implemented in various ways, such as one staircase to six staircases on a floor. The simulation results provided in this study suggest that planners are able to make a fundamental decision on the use of targeted new technology with the estimated performance data (productivity and unit costs). These findings also indicate that a simulation technique could be one of the methods appropriate for use as a planner's decision-making tool.

  • The advanced construction technology endorsement system(ACTES) has used the improper evaluation criteria. Because of its insufficiency of quantitative evaluation, it is difficult to attain the objective and fairness. This study used a survey to investigate a actual condition of ACTES. The survey found that ACTES needed a evaluation criteria and a quantitative evaluation method. In addition, This study proposes the evaluation model that uses a discriminant function. The model process consists of several phases that are brain storming, t-test and discriminant function analysis.

  • 본 연구는 건설정보포털시스템과 국토교통과학기술진흥원에서 보유중인 건설신기술정보를 API 방식으로 연동하여 건설정보포털시스템의 사용자들이 건설신기술정보를 공유하고 활용할 수 있도록 개발 하였으며, 향후 건설정보를 보유한 공공기관과 안정적인 정보연계를 위한 방안 연구가 요구된다.
