고층빌딩공사에서 설치·사용하는 리프트는 근로자의 수직이동과 건설자재의 수직운반에 이용하는 편리한 건설장비이다. 리프트를 이용하는 근로자들은 리프트 탑승 대기장 및 그 주변작업에 투입되는 근로자는 탑승을 위한 리프트의 호출, 주변작업, 탑승을 위한 대기과정에서 추락·협착·충돌 등의 재해가 발생할 위험성이 잠재하고 있으며, 실제 많은 재해가 발생하고 있어 동종재해를 방지할 필요가 있다. 그러나, 본 연구에서는 리프트의 기계적 장치나 전기적 장치에 의한 연동설비는 제외한다.(중략)

본 논문에서는 업무상 사고 재해자와 사망자가 가장 많은 공사금액 20억 원 미만 소규모 건설현장에서 떨어짐 재해를 줄이는 방안을 제시하여 전체 건설현장의 재해 감소에 기여하고자 하였다. 연구에 기반이 되는 이론(하인리히 법칙, 버드의 도미노 이론과 하베이 3E이론)을 검증하기 위하여 자료를 분석하고 국내·외 사례를 통해 선행연구를 실시하였다. 그 결과 떨어짐 재해발생원인을 다음과 같이 도출하였다. 첫째, 근로자의 안전·보건의식이 부족하다. 둘째, 떨어짐 방지 안전시설이 미비한 현장이대다수이다. 셋째, 위험성평가 제도의 현장 적용이 난이하다. 또한, 사례연구 분석을 통해 2015년~2016년 OO지역의 떨어짐 재해가 발생한 공사금액 20억원 미만 약 15개소 소규모 건설 현장을 방문하여 현장 소장을 대상으로 인터뷰를 실시하였다. 본 연구에서는 공사금액 20억 원 미만 소규모 건설현장의 떨어짐 재해를 줄이기 위한 개선방안으로 자발적으로 체험할 수 있는 근로자 교육, 떨어짐 방지 안전시설을 지원해주는 정부지원 그리고 위험성평가 간소화를 제안하였다.

근로자들의 소득을 두고 흔히 '유리지갑'이라고 한다. 그만큼 근로자들의 소득은 그 흐름을 쉽게 알 수 있고 편한 과세대상이다. 회사가 급여를 지급할 때 근로자를 대신해 세금을 징수.납부하고 1년에 한 번씩 근로자의 1년 총소득(세법상 근로 소득으로 구분된 소득)에서 기초생활비에 해당하는 소득을 과세대상에서 제외시켜 과도하게 납부한 세금이 있을 경우 나라를 대신해 돌려주거나, 추가로 세금을 징수해 납부하기도 한다. 이런 절차를 근로소득세 연말정산이라고 한다. 사례를 통해 연말정산 때 혼동하기 쉬운 공제여부에 대해 알아보자.

사회적으로 여성의 지위가 상승하고 역할이 강조되면서 거의 전 산업분야에 걸쳐 여성의 진출이 매우 활발해지고 있는 실정임에도 아직 건설업에 있어서 여성의 역할이나 참여도는 매우 낮은게 현실이고 또 기존의 건설업에 참여하고 있는 여성근로자들도 단순 사무보조 또는 단순 일용노무직에 불과한 현실이다. 여기 약 20여개의 현장을 공사규모, 종류, 기간, 금액, 각각의 시공사별로 표본 추출하여 각 현장의 안전관리자들에게 설문 받은 내용들을 보면 건설업에서의 여성근로자들이 얼마만큼이나 안전, 보건상으로 소외되고 관심밖에 있는지 잘 나타나 있다 하겠다.(중략)

2012년 9월부터 건설현장 위험성평가는 안전관리 업무로 의무화되었으나, 해당 근로자가 사전위험성을 추정하고 대책을 수립하여 재해예방 활동으로 연계되기에는 위험성평가 작성부터 어려움이 있다. 위험성평가 운영시스템 구축을 통해 건설현장 근로자가 해당작업의 위험요인 및 안전대책을 쉽게 파악할 수 있도록, 작업 공종 선택만으로 해당작업의 다양한 위험요인과 안전대책을 제시하고, 해당 공종에서 발생한 재해사례를 보여줌으로써 동종 재해 재발방지 대책수립이 가능하도록 시스템을 구축하였다. 이러한 위험성평가 활동의 효과분석을 위해 H건설사의 운영평가에서, 위험성평가 운영시스템 구축 이후 건설현장 근로자가 위험성평가 활용에 쉽게 접근할 수 있고 해당공정의 위험요인 추정 및 위험예방 대책 수립이 가능하게 되었으며, 평가기간 동안 재해율 감소에도 영향이 있는 것으로 분석되었다.

In this study, an application was developed to reduce the work between labor and safety managers and to hire better workers when hiring workers. With the expected increase in foreign workers in the future, the number of illegal workers will also increase. As a result, accident and on-site management are becoming more difficult due to insufficient information collection of workers. Therefore, it was possible to secure on-site safety through an application that could collect accurate information and reduce the time of information exchange between safety managers and labor managers. In addition, the application was designed to help the safety manager identify the faithful workers more quickly when re-employment of the day laborers if many day laborers were assessed and filled out as they were. This anticipates the expected effect of shortening the construction period. The current application collected necessary information through an interview with the site manager. If the company collects more information needed in the field and has big data than it has collected necessary information so far, it will be highly competitive in the market as it can improve the completeness of applications by establishing opinions and reflecting information accordingly.

The risk assessment under the Occupational Safety and Health Act was implemented in 2013, but since it is not mandatory, companies are operating it as a formality. Although legal obligations have been strengthened, such as the recent comprehensive revision of the Occupational Safety and Health Act and the enforcement of the Act on Punishment for Serious Accidents, the death rate has remained stagnant. Even if a risk assessment plan is properly established in order for employers to prevent industrial accidents through necessary measures, it is necessary to involve relevant workers so that they can understand and implement the contents of the risk assessment. In this regard, this study proposed applying efficient worker participation measures through on-site surveys to activate the participation of vulnerable workers in risk assessments. The number of domestic foreign worker increased rapidly In the 90s, and Domestic foreigner worker occupied important position in the various manufacturing industries or 3D types of business. In these situation, Government had kept policy that import foreigner worker through system for industrial technology trainee. Distinction and outrage about foreign worker who have ambiguous social position made many place of business seceders. At August,2004 a new introduced employment permit system has great significance that has fundamentally and drastically changed current foreign immigrant policy from the basis. Introduction of Employment permit system is expected to affect much effects to construction industry as well as manufacturing industry and service industry. In this research, with foreign worker and information of employment permit system investigated personnel expenses, work quality and attitude, labor power supply and demand, communication to affect in construction field at employment permit system through questionnaire with field administrators. This research will remove a side effect in construction industry through administrators' awareness and wish to present confrontation way.

Workers who die from falls at construction sites account for about 40 percent of the total number of deaths and are the main forms of accidents. In addition, as the nation's population structure is gradually aging, the rate of aging is increasing at construction sites, and the number of crashes due to decreased physical function and cognitive ability is increasing. Accordingly, we conducted a survey on the factors affecting the fall of older workers and would like to present more fundamental measures to prevent falls, focusing on older workers who are the victims of the disaster.

최근 건설현장 안전관리에 대한 사회적 관심의 증가와 현장 사용 기계, 기구 등의 작업시설 기계화, 안전장치, 시설 등의 발전에도 불구하고, 건설현장의 재해율은 크게 변화하지 않고 있다. 이를 위해 건설현장에서 발생하는 재해의 형태 및 원인, 법정안전보건교육의 내용과 재해예방 효과를 분석하기 위해 H건설 현장의 관리감독자와 근로자 대상으로 건설안전교육에 대한 설문조사를 실시, 분석하였다. 주요 개선방안으로 근로자에게 기능적, 지식적 안전교육 내용이 인지될 수 있도록 현장 규모에 맞는 실질적 체험교육, 영상교육 및 VR(가상현실)등의 입체적 사례교육이 필요하고 지속적 연구와 교육자료 제작 필요 등이 제시되었다.
