최근들어 전문건설업계의 해외건설면허 취득이 늘어남에 따라 설비건설업계에서도 해외건설면허를 확보한 회원사가 급증하고 있다. 해외건설면허는 좁은 국내시장을 탈피함은 물론 고품질 확보로 국제경쟁력 강화등 많은 장점이 있어 관심의 대상으로 부각되고 있다. 게다가 IMF한파에 대한 돌파구의 일환으로 해외건설에 대한 관심은 더욱 고조되고 있다. 이러한 시점에서 해외건설협회가 지난 4월 8일부터 10일까지 3일간 회원사들을 상대로 실시한 ${\ulcorner}$해외건설 실무교육 신임과정${\lrcorner}$교육은 관련업계의 관심을 모았다. 본지는 독자적인 해외건설 진출에 미숙한 설비건설업계의 사정을 고려, ${\ulcorner}$해외건설 실무교육 신임과정${\lrcorner}$ 교육중 해외건설 관계법령 및 정책방향을 게재한다.

Despite the fact that the construction industry demands a good quality of skilled labors, most of the labors have been nurtured through apprenticeship, without a systematic education. Despite Institutions has been conducted government-funded education and training programs, the number of new workers released through the educational institutions is not up to the demand of the construction sites, and only few construction workers take government-funded education program. This study analyzed the current status and problems of government-funded education and training, to derive problems and illustrates key improvements in the education system. The improvement measures were presented to improve the cost-side difficulties analyzed by major problems and improvements. As a result, this study aids to activate government-funded education and training.

최근 건설현장 안전관리에 대한 사회적 관심의 증가와 현장 사용 기계, 기구 등의 작업시설 기계화, 안전장치, 시설 등의 발전에도 불구하고, 건설현장의 재해율은 크게 변화하지 않고 있다. 이를 위해 건설현장에서 발생하는 재해의 형태 및 원인, 법정안전보건교육의 내용과 재해예방 효과를 분석하기 위해 H건설 현장의 관리감독자와 근로자 대상으로 건설안전교육에 대한 설문조사를 실시, 분석하였다. 주요 개선방안으로 근로자에게 기능적, 지식적 안전교육 내용이 인지될 수 있도록 현장 규모에 맞는 실질적 체험교육, 영상교육 및 VR(가상현실)등의 입체적 사례교육이 필요하고 지속적 연구와 교육자료 제작 필요 등이 제시되었다.

As defined by the experts, safety education is the basic method through which people can protect themselves from the dangers in workplace. Therefore, safety education is an important safety measure that can be effectively utilized in disaster prevention without any certain limit. The current practice of safety education in construction sites, however, is all formal and has no substance. Safety education became a mere boring time to workers since the material is not related to them, and does not reflect the individual personalities, which cannot induce voluntary participation of workers. Thus, it is vital to develop various safety education models suitable for individual personalities of construction workers. This study aims to provide the basic data necessary to establish safety education models according to individual personalities of construction workers. Based on the analysis of the preliminary stuff and interviews, the typical individual personalities of construction workers and safety education factors were examined, and the frameworks for each were established. Based on results of applying them to actual cases, directions to improve safety education in construction sites are presented.

사업의 지속적인 성장을 위해서, 생상성의 향상은 필수적인 요소이다. 건설업은 노동집약적인 산업이고 그래서 건설기능인력은 생산성에 영향을 미치는 가장 중요한 요인이다. 그러나 매해 건설기능인력은 감소하고 있는 추세이다. 따라서 이러한 문제는 반드시 교육체계와 직급체계의 제안을 통해 관리되어져야 한다. 이 연구의 목적은 기존의 문헌고찰을 통하여 현재의 교육체계와 직급체계의 연관된 문제를 찾아내고 이러한 문제를 해결하기 위하여 교육체계와 직급체계를 제안하는데 목적이 있다. 또 이러한 교육체계와 직급체계의 타당성 검증을 위하여 건설 기능 인력의 설문조사와 건설 실무자의 면담, 조사를 통하여 타당성을 도출해낸다. 좀 더 세부적인 사항이나 결론은 아래의 글에서 알아보기로 한다.

According to the 2017 Industrial Accident Analysis by Age, 71.8 % of construction disaster victims and 74.9 % of the deaths were workers aged 50 years or older, highlighting the seriousness of industrial accidents among aged construction workers. In this study, 303 construction workers aged 50 or older and 178 safety managers were surveyed on ways to improve the basic occupational safety and health education for senior workers in the construction industry. According to a comparison of the safety awareness for safety education by senior workers and safety managers, the safety manager showed a higher sense of safety for education than elderly workers. Regarding the remuneration education for those who had received basic occupational safety and health education in the construction industry, 69.9 percent said that regular remuneration education was needed, and 69.9 percent of them said that basic occupational safety and health repair education in the construction industry was needed every three years after the completion of education. This study is intended to present improvement plans for repair education for those who have completed basic occupational safety and health training in the construction industry.

국토해양부는 특급기술자에 대한 의무학점제 전문교육 내용을 담은 '건설기술인력 교육훈련 방법 및 이수인정 기준' 제정안을 지난 6월 9일 고시하고, 7월 1일부터 시행에 들어갔다. 건설기술관리법 개정으로 신설된 특급기술자의 학점제 전문교육 시행 방법은 특급기술자의 경우 3년마다 전문교육을 통해 90학점을 채워야 한다. 90학점 중에는 반드시 전문교육으로 35학점을 이수한 후 나머지 55학점은 수강교육과 무형식 교육으로 획득하면 된다.

The need for education that meets the strengths and weaknesses of cyber education is raised because there is difference in the characteristics of students and the needs for education between the cyber university, where the education without constraints of time and space is made, and the existing offline universities. Also, it is expected that the satisfaction of students will be greater if the education is provided based on the analysis of the characteristics of students and their demands for education. There are many students already engaged in construction industry. The students entering the construction engineering department in cyber university are Interested in acquiring the theoretical foundation and professional construction knowledge based on practical experience, professional licenses, and career management. Also, they are interested in further studies at graduate school level and add to academic depth. This study suggests the necessity of establishment of construction education system Including objectives and curriculum in cyber university based on the analysis on the characteristics of students and educational needs.

기존의 안전교육 교수방법은 강의 방식으로 전달하고 있어 근로자의 참여를 이끌어내는데 한계점이 있으며, 불안전한 행동에 의한 안전사고를 예방하기 위해서는 스마트 체험식 안전교육으로 패러다임을 전환할 필요성이 있다. [연구배경/목적]:스마트 체험식 안전교육은 건설현장에서 근로자들이 보다 더 빠르게 위험을 인지하고 여기에 맞는 안전작업 이행과 위험발생 시 응급대처 능력 등을 향상시키므로 사전사후 학습전이의 효과성을 검정할 수 있다. 이러한 관점에서 안전사고를 예방하기 위한 본 연구는 안전교육의 체험학습방법과 참여방법, 교육콘텐츠 접근방법을 통하여 근로자의 안전행동 유도와 불안전행동 감소에 미치는 영향검증이 목적이다. [연구방향/범위]:실제 건설현장과 동일하게 작업환경을 구성해 놓은 스마트 체험식 안전교육시설에서 추락체험, 낙하물체험, 장비협착체험, 화재, 감전재해 등의 실제 사고를 체험해 볼 수 있도록 만들어진 체험학습 방법과 가상(VR, AR, 메타버스)공간에서 간접경험 할 수 있는 참여방법을 다룰 것이다. 그리고 안전체험교육 사전사후의 분석을 통하여 안전 학습전이 성과를 분석한다. [연구 분석방법]:연구의 주요 변인으로는 Human-Error, 안전행동요인, 불안전행동요인, 위험감수성, 조직특성, 조직의 안전문화, 조직의 역량, 안전교육특성, 교육콘텐츠 변화가 사전사후 분석을 통하여 현장 작업 시 안전 학습전이의 효과성을 검정하였다.

국내 산업재해 가운데 건설재해는 최근 10년 동안 전체 산업재해의 20% 이상을 차지하고 있다. 이러한 건설재해는 국내 건설산업에 인적, 물적으로 많은 피해를 주고 있다. 건설산업은 타산업에 비하여 재해를 일으킬 수 있는 요인을 많이 갖고 있기 때문에 이러한 재해요인을 안전교육으로 어느 정도 예방할 수 있다는 근거를 제시함으로써 경영자 및 현장 총괄책임자들에게 안전교육의 중요성을 제시하고자 한다.
