사무실에 뱀이 나타났다. 종합건설사들은 이 뱀을 어떻게 처리할까? 모 회사는 상부에 보고부터 한다. 어떤 업체는 협력업체를 부른다. 또 어떤 회사는 작전회의부터 한다. 또 다른 업체는 전 직원이 모여 회의를 한다. 직원이 바로 잡는 회사도 있다. 각 업체별 정체성을 우스개 소리로 표현한 말이다. 직원이 바로 잡는 업체는 바로 현대건설이다. 현대건설은 '불도저'란 또 다른 별명이 있다. 6.25 전쟁의 폐허 위에서 국토의 핏줄인 도로를 닦고 끊어진 다리를 연결하고 건물을 세우는 등 아무 것도 없는 불모지에서 불도저처럼 건설산업을 이끌어 왔기 때문이다. 건설산업 발전을 견인한 현대건설이 올해로 창립 70주년을 맞았다. 이번 호에는 지난 2월 7일 상무로 승진한 현대건설 박성민 상무(건축사업본부 건축기술지원실 실장)를 만나 보았다.

For the purpose of analysing the capability (knowledge, experience, and ability) of CM at Risk in the major construction company in korea, this study performed questionnaire survey with experts in the companies. Based on the analysis of the survey, the study was found as follows. 1) It is needed to increase the capability of preconstruction services, such as project management plan/manual, contract documents, value engineering, alternative analysis, time management, and claim. 2) Despite of gap of the capability between the present and the future CM services, the study concluded that the capability is sufficient to perform CM at Risk project in the major construction company.

국토해양부는 건설공사 부실방지를 위해 시공감리제도를 도입하고 이를 민간 감리전문회사가 수행하도록 하였다. 당초 감리전문회사의 등록 관리를 국토해양부에서 처리하였으나, 2005년 서울특별시 등 16개 광역자치단체로 이관하였다. 이에 따라 행정구역을 달리하는 주소지 이전, 양수 양도 및 합병 등 광역자치단체간 상호 업무협의와 관련서류의 이관이 지연되고, 관련 정보의 분석 및 통계관리 등을 수작업으로 시행함에 따라 업무효율성이 저하되고 있는 실정이다. 이에 본 논문에서는 16개 광역자치단체에서 분산 관리하고 있는 감리전문회사 등록관리 업무를 전산화하여 통합관리할 수 있는 방안을 제시하고, 프로토타입 시스템을 개발함으로써 행정업무의 투명성 확보와 행정 편익비용을 절감하는 등 감리전문회사 등록 업무의 효율성 제고를 도모하고자 한다.

Recently, quality problems, such as the collapse of apartment structures under construction, has emerged as a social issue. Although there are various causes of quality problem and the impact of each problem may be different, the problems from the perspective of construction engineer of construction company are investigated. Therefore, this study aim to investigate the adequacy of construction engineer's experience, number of field engineer, timing of engineer deployment at construction sites, etc. in order to resolve quality and safety problems. In this study, a questionnaire survey was conducted targeting construction managers to obtain objective opinions. The results showed that the number of construction engineers in construction companies should be increased and that intermediate construction engineers should be increased to enable practical site management for resolving quality and safety problems. In addition, it was found that there was a need to reduce the number of non-regular employed field construction engineers in construction site and at the same time systematically regulate the number of on-site construction engineers, similar to safety managers and quality managers.
