3자 투자 방식에 의한 대북 도로 민자 사업을 제안하며

  • 남북 쌍방의 정치 협상이나 현황에 의미를 두지 말고 제 3 세계 주관사를 초청하여 서울 신의주 간 고속도로 민자 사업을 계획, 시공 및 관리하자는 주장은 이상에 불과할 수 있다. 남북 간 정경 분리 원칙을 내세우지만 간단한 미풍에도 흔들리고 있는 것이 개성공단의 현실이다. 필자는 거창한 통일 관련 학자는 아니지만 도로를 사랑하는 사람으로 도로인에 남북 화합의 지휘자가 되라고 권한다. 통상 사업 초기, 기획의 미비로 드는 추가 비용을 예방비용, 평가비용, 실패비용으로 구성할 수 있는데 대기업들은 예방비용에 미리 투자함으로써 품질은 높이고 비용은 줄이는 전략을 구사하고 있다. 대북 인프라 사업은 예방비용에 투자하는 것과 같다. 북한에 투자하는 SOC 사업은 비용은 파악하기 쉬운 반면, 그것이 가지고 올 이익은 장기적이고, 위험도가 크며, 또한 편익을 정량화하는 것이 어려운 특성이 있어 반대 여론이 높은 것이 사실이다. 그러나 조건 없는 남북 경협을 주장하는 것이 아닌 이상 남북 양 정부 이익을 창출할 수 있는 제 3자 방식의 민자를 통한 도로 사업은 현재 논의되고 있는 어떠한 SOC 사업보다 타당성이 있다. 도로 건설 불가론이란 거대 여론앞에 풍전등화의 두려움에 떨고 있는 건설인들에게 북한 도로 시장이라는 커다란 선물 보따리를 정부가 앞장 서 풀어주길 기대한다.

  • The construction industry has the most safety accidents of any of the domestic industries. Special care must be taken because disasters in the construction industry lead to social problems caused by huge property losses and casualties. As a result, there is a growing awareness of disasters occurring in the construction industry, and government departments are tightening their regulations on safety management. In particular, the OSHA (Occupational Safety and Health Agency) focuses on the expansion of protection targets and the clarification of responsibility in the full amendment OSHA. As a result, a study that focuses on the client's responsibility for safety management is needed. In this study, the project performance capability assessment of construction project management contractors, which is being carried out with uniform assessment criteria without considering the characteristics of the construction project, is considered and all the amendments to the OSHA are considered, and the factors were derived for improvement measures.

  • National construction project for SOC(Social Overhead Capital) is led by the government and invested high cost and all capabilities for long times. In general case the life times of SOC facilities are permanently. According to the long life time of the facilities documents and records of national projects are also retained permanently. Consistent classification systems are required to operation and maintenance of the facilities efficiently and to support the organic co-works for several Stakeholders. Therefore the classification of national construction projects are based on WBS of the project. WBS is the hierarchy structure that established and developed in project management project management methodology to produce deliverables of the projects. As a result, this study provides a prospect of project records classification systems in the 21st Century.

  • Strategic planning is an essential function of senior management in any business firm. Planning involves the firm's behavior in an competitive market and adaptation of the company's resources towards the selected market strategy. This study presents a methodological procedure for strategic planning in global top-tier construction firms. This procedure consists of the following stages. First, analyzed growth of revenue in which weight of total construction firms' revenue shown in Global Top 225 Contractors(ENR). Second, analyzed specialty of construction products. The products are General Building, Power, Water Supply, Industrial/Petroleum Process, and Transportation. Third, analyzed business the portfolio plan. The business portfolio plan includes both local/overseas market and specification/diversification of construction products. It affects the subsequent choice of a benchmarking for development of each construction company. The choice of the benchmarking firm, among several available alternatives, should follow a careful analysis of the characteristics and benefits inherent in the implementation of each.

Analyzing Planning Performance of Road Construction Projects Using Preliminary Feasibility Analysis Data (예비타당성조사 결과를 활용한 도로건설사업의 계획단계 성과 분석 연구)

  • According to the post evaluation scheme in Korea of a public construction project which is more than 30 Billion KRW, project performance is evaluated by investigating outcomes and effects of the construction after the completion of the project. The current post evaluation results can be used for planning and estimating a construction project in the future. However, it is not easy to utilized for an on-going project because the system does not provide the phase-based performance of a project. Although project planning performance is important for project initiation, few attempt has been made to evaluate planning performance in Korea. The purpose of this study is to provide a conceptual performance evaluation of planning performance using preliminary feasibility study conducted by Korea Development Institute. This study developed a planning performance database using data extracted from preliminary feasibility study reports of the completed 354 road construction projects. This study analyzed the performance of the planning stage of road projects by developing absolute metrics such as standard construction cost and standard construction schedule based on a Lane-Km. Using the standard construction cost and schedule metrics, the planning performance was analyzed by project characteristics. The results of this study can be used for phase-based performance evaluation from planning phase to construction phase.

  • As We experienced the onrush of industrialization, unplanned cities that had been grown rapidly are declining. The Urban Redevelopment is an alternative which is physical and functional improvement of declined cities. It has many types of undertaking by related law in Korea. But this undertaking has a problem. Whole designated district is separated several zones. And these zones are managed individually Therefore it has a difficulty to achieve overall goal of the urban redevelopment. The Urban Redevelopment should be managed over all. So we suggest application possibility of Program Management in Urban Redevelopment.

  • Since the establishment of a large-scale public experience facility in Korea, the construction project of public experience facilities has recently changed to a form where local governments or local education offices place delivery alone or agreements. In particular, due to the low frequency of delivery and the nature of delivery organization that do not have specialized organizations specializing in Delivery Framework, the role of enhanced Public Owner is needed. In response, this study investigated the current status and operation status of public experience facility construction projects in Korea and derived problems and directions for improvement of the current role of Public Owner. In addition, the study proposed the improvement of the role of public Owner in public experience facilities, which are composed of the promotion stage and functions reflecting the factors and attribute information of the business characteristics.

  • The selection of the reasonable project delivery system (PDS) is crucial for a successful performance of a project, which means to achieve project objectives. Furthermore, the project performance has been tightly related to the selection of PDS appropriate to pertinent project characteristics. In this context, the ministry of finance and economy of Korea launched two new project delivery systems called "Best Value Contract (Design-Bid-Build)" and "Bridging Contract (Design-Build)" in October of 2007 by revising enforcement ordinances of "Act on Contracts to Which the State is a Party". For efficient operation of the new project delivery systems, this paper suggested a PDS selection model which supports decision making of the reasonable PDS for a pertinent project by assessing characteristics of the public construction projects, both quantitatively and qualitatively. In addition, a PDS performance evaluation model was proposed in order to get feedback on the result of the PDS selection and the operation for the succeeding project. The standard models suggested in this paper might be used as a tool to support the decision making of the public organizations.

Water Quality Modeling of the Nakdong River due to Restoration Project (낙동강 살리기 사업에 따른 수질 변화 예측)

  • 낙동강은 4대강 살리기 사업에 의해 8개의 보(상주보, 낙단보, 칠곡보, 강정보, 달성보, 합천보, 함안보)가 하천 내에 건설되고 약 4억톤의 준설이 실시되면서 지형적으로 막대한 변화를 맞이하게 된다. 낙동강은 상류의 안동댐 및 임하댐에서 방류수, 중류의 구미 및 대구 등의 오염원 그리고 하류의 남강에 의한 영향 및 낙동강 하구언에 의한 정체에 의한 영향으로 지역적으로 수질 및 수리 특성이 서로 다르게 나타나고 있다. 낙동강에 건설되는 수중보들 또한 이러한 유입 및 경계 조건에 따라 서로 다른 수질특성을 나타낼 것으로 판단되며 이에 대한 영향을 미리 예측하고 발생 가능한 악영향에 대한 대안을 수립하는 것이 중요하다고 본다. 본 연구에서는 낙동강의 4대강 사업에 의한 지점별 및 시기적 영향을 정확하게 분석하기 위해 3차원 수리동역학 모델 EFDC와 수질모델 WASP을 연계하여 사용하였다. 연구대상지역은 안동댐 방류지점에서 낙동강 하구역까지의 총 334km의 지역을 포함하였으며 하천의 폭 방향, 수심방향 및 흐름방향에 대하여 3차원으로 격자를 구성하여 하천을 표현하였다. 수리 및 수질 보정에 필요 한 입력자료는 국토해양부 및 환경부 등에서 발표 된 자료를 이용하였으며 2007년을 기준으로 모의를 실시하였다. 4대강 살리기 사업에 의한 8개의 보 건설 및 낙동강 전역의 준설의 영향을 예측하여 사업 전 및 사업 후로 각각 구분하여 비교하였으며 사업 후 체류시간의 증가와 준설로 인한 수심증가에 따른 복합적인 원인에 의해 수질에 영향이 미치는 것으로 나타났다. 사업 후 낙동강의 각 수중보 출구 부근 지점에서 예측된 수질 특성은 사업전에 비하여 $BOD_5$는 전반적으로 감소하나, TN 및 TP 는 유사한 특성을 나타내었다. 그러나 Chl-a 농도는 상류와 중류에서는 체류시간의 증가로 증가하는 경향을 나타내었으며 이는 수질이 양호한 상류 지역에서 특히 큰 차이를 나타내는 경향으로 분석되었다. 그러나 낙동강 하구언 지역은 Chl-a 농도가 사업에 의해 약간 감소되는 경향을 나타내어 여타 구간과 다른 경향을 나타내었다. 이는 낙동강 하류의 Chl-a 농도가 이미 매우 높은 상태에서 체류시간에 의한 성장 촉진 보다는 수심증가로 인한 광량제한 효과가 더욱 지배적으로 나타난 것에 의한 영향으로 추정된다.
