Analysis of Discharge Characteristics for a Control Gate in a River (하도내 조절수문 방류특성 해석)

  • Analysis of discharge characteristics through control gates at river crossing structures is important for an effective water level control and water resources management. In recent years, many river control structures in four major rivers are under construction but only few researches on discharge characteristics at control gates could be found in Korea. The discharge characteristics depend on both shape of control gates and the effects of downstream water-depth. In this research, classification index for discharge patterns (free weir, submerged weir, free orifice, submerged orifice) through a control gate were reviewed with $h_g/h_1$, $h_3/h_g$, and $h_3/h_1$. Classification criteria of discharge patterns were also suggested. Representative discharge estimation equations for each discharge patterns were adopted and discharge coefficients were developed from a hydraulic model for a specific control gate which will be constructed in Nakdong river. Reliability of the derived discharge equation and coefficients were confirmed by comparisons between the real discharge in a model and the predicted discharge from the results of this research.

Sediments and Design Considerations in the Forebay of Stormwater Wetland (강우유출수 처리목적 인공습지 침강지의 퇴적물 특성 및 설계 적정성에 관한연구)

  • In this paper, field study results about accumulation of sediments and its property in the forebay of wetland aiming at stormwater from rural area wherein intensive cow feeding lots are operated are provided. In addition, some design aspects are discussed. Amount of sediment generation in the longitudinal direction of forebay was found to be affected by hydrological factors such as rainfall depth and intensity. Nutrient contents in the sediments of this wetland were 10 times higher than those in stormwater wetland in rural area without animal-feeding lot. Total-Pb and As contents show similar level to values from the soils of surrounding watershed, but Total-Cu content was higher due to the animal feeding lots. Yearly amount of sediment generation, its depth and volume were estimated to 13tons, 23cm, and $65m^3$. Based on these results and recommended guideline by Korean Ministry of Environment, dredging frequency was found to be about 2.7years. The shape of forebay has to be carefully designed to deal with a great change in flow rate. According to the results of sediment depth analysis, instead of the present rectangular, wedge-shape forebay is more desirable in handling scouring caused by high flows.

Hydraulic Investigation of Pyokkolche Reservoir (벽골제의 수공학적 고찰)

  • The Pyokkolche Reservoir was constructed as a major public project of the ancient agricultural society, 1600 years ago. From a hydraulic point of view, it is considered to have been carried out with a distinguished technology. It should be in particular noticed that for a consecutive banking the main stream was diverted and drained to the Yonpo stream and the dam with same sea levels on its top along the whole length was built in a nearly straight line in spite of the different sea levels between both ends on the bottom. These suggest that the carrying out artifice and surveying technigue of those days were considerably excellent. However, the insufficient plan and design at the time of the construction, the temporary management and the repeated repair works in the later ages caused the Pyokkolche to lose its function. The Changsaenggeo and Kyungjanggeo gate sites being the facilities for sluices composed of a simple span and a vertical lift hand-operated sing a pully. The advantage of the geographical characteristics at both ends of the main dam was scientifically taken to these sites which also functioned as a spillway against a flood. The gate site of Suyogeo must have been located in an entrance to Suwolri, the northern end of the Pyokkolche and Yutonggeo is presumed to have been located on the right of Sangsori, the southern end of the Pyokklche.   • 수자원의 효율적 이용 및 관리는 심화되고 있는 기후변화에 선제적으로 대응하고 발생가능한 물위기에 대비하기 위한 필수조건이다. 그 중 가장 핵심이 되는 요소는 댐에 저수된 물을 효과적으로 이용하는 것, 즉 댐 건설목적에 따라 시간 및 공간별로 적절하게 할당시키는 것이라고 할 수 있다(Kim, 1998). 그러나 단일 댐의 운영과는 달리 수계내 댐군의 연계 운영은 매우 복잡하고 어려운 문제이다. 연계된 댐들간 저수 상황을 고려하여 유역내 시 공간적인 용수 수요의 지속적인 충족을 위하여 유입량 예측의 정확성을 높이도록 하고, 상류 댐에 최대한 저류하도록 하며, 여수로 방류 같은 불필요한 방류를 최소화 하고, 서로 상충되는 목표를 갖고 있지만, 홍수용량 및 발전수위를 최대로 확보하도록 하여야 한다. 이처럼 댐 운영을 위한 실제 상황은 단일 목적에 의한 최적화와는 달리 여러 상충되는 목적 및 구성 요소들간의 타협, 조정을 필요로 한다. 댐군의 연계운영 문제는 1960년대 초부터 현재까지 활발히 연구가 진행되어 온 분야 중 하나이나 문제의 복잡성과 어려움으로 인해 아직까지도 최선의 방안을 제시하기 어려운 문제이다(ReVelle, 2000). 이를 위한 방법은 시뮬레이션 모형 활용기법과 최적화 모형 활용기법으로 대별할 수 있으며 각 방법의 서로 다른 구조적 특성과 장단점으로 인하여 이원화된 체계로 사용되는 것이 현재의 국내 실정이다. 대부분의 실무에서는 이해도도 쉽고, 비교적 결과를 빨리 도출할 수 있는 시뮬레이션 기반의 모형을 활용하며 대표적으로 HEC-5, K-ModSim, HEC-ResSim 등이 활용되어왔다. 반면, 학계에서는 DP, MIP, SLP, SDP 등 최적화기법을 댐운영에 활용 할 것을 제안하고 있지만, 활용에 대한 거부감이 남아있는 것이 현실이다. 본 연구에서는 시뮬레이션과 최적화기법의 원론적 비교를 통해 각 방법의 장단점과 한계점을 분석하고, 왜 이원화된 사용체계로 되었는지에 대한 고찰과 이에 대한 해결책으로 시뮬레이션모형의 장점과 최적화기법의 장점을 결합한 모형을 제안한다. 국내에는 Kim and Park(1998)이 시뮬레이션 기반의 최적화 모형 CoMOM(Coordinated Multi-Reservoir Operating Model)을 개발하였으며, 이후 21C프론티어 연구사업(2001-2011)에서 모형의 보완수정 검증을 통해 실무 활용도를 높여 왔다. 본 연구를 통하여 거부감의 원천을 추적해 보고, 타당한 이유가 있는지 대한 것을 심층 분석해보고, CoMOM모형과 시뮬레이션 모형, 다른 최적화 기법들과의 원론적 비교를 통해 각 방법들의 효율적인 활용방안과 최적화모형의 구체적인 활용방안을 제시하고자 한다.

The Examination of Load Carrying Capacity Based on Existing Data for Improved Safety Assessment Method of Expressway Bridges (고속도로 교량의 개선된 안전성 평가방안을 위한 실측자료에 기초한 공용 내하력 검토)

  • The safety of expressway bridges was estimated by checking the external condition rank based on the nondestructive inspection and material test and by measuring load carrying capacity based on the result of load test. Although the load carrying capacity of the bridges was clearly low compared to the design standard, it was examined that many of the bridges have good external condition rank relatively. Also, it can be assured that load carrying capacity shows a considerable difference according to various condition even though the bridges have similar construction year and a structural type. Therefore, this study showed various problems of the current safety measurement of expressway bridges by considering the status of the expressway bridges, external condition rank, and method of safety diagnosis and repair, rehabilitation for maintenance. Based on the existing data of over 400 expressway bridges, the load carrying capacity was analyzed quantitatively considering bridge type, serviced life, design live load, external condition rank and traffic count as variables. The result of this study will be expected to provide the basic information for a reasonable safety assessment of expressway bridge.

A Study of the Historical Significance of Reclamation and How to Preserve and Utilize Reclamation of Cultural Heritage -Focusing on modern and contemporary reclamation sites in the Saemangeum area- (간척의 역사적 의미와 간척문화유산의 보존·활용 방안 연구 - 새만금 지역 근·현대 간척 시설을 중심으로 -)

  • Reclamation is the act of creating new lands by constructing dikes in offshore tidal flats to utilize them for various purposes, including the establishment of farmland to secure food for an increasing population. Based on the fact that reclamation has resulted in drastic changes in the environmental, economic, social, and cultural aspects of land expansion and development, population movement, and the formation of cities since ancient times, I reviewed the value of reclamation sites and addressed the issue of how to preserve and utilize them. "Reclamation culture" refers collectively to the recognition and concept system, behavior styles, and cultural products created by changes in the environment, and the tangible, intangible, and natural heritage generated directly and indirectly by reclamation is defined as "reclamation cultural heritage". It shows that the historical background of reclamation accords with prevailing trends, and that the reclamation sites possess cultural heritage value due to their historical, academic, and scarce characteristics. Numerous reclamation cultural heritage sites at the Gwangwhal and Gyehwa dikes are on the verge of being destroyed, with their original function having ended after the construction of Saemangeum Sea Wall. I propose measures to preserve these under the principle that utilization is based on the basic premise of conservation. First of all, modern and contemporary reclamation sites must necessarily be designated and managed as registered cultural properties, local cultural heritage, future heritage, and agricultural heritage. In particular, as it has been confirmed that reclamation sites created after the Goryeo and Joseon dynasties and the 1950s have not been designated as cultural heritage sites. It is necessary to review the characteristics and values of such reclamation sites through a full survey of national reclamation data. Effective and sustainable utilization of reclamation cultural heritage, which has not been acknowledged in the past due to its close relationship with our lives, is necessary to search for hidden stories found within that heritage, to organize governance for the efficient use of reclamation resources, and to build a museum to collect and display the history and culture of the reclaimed areas. Finally, through links with countries with experience in reclamation, we will be able to cope jointly with international issues such as those pertaining to society, culture, and environment, and would be able to implement various projects to further the advancement of human beings.

A Study on the Smog Reduction Strategies in China (중국의 스모그 저감정책에 대한 고찰)

  • Atmospheric environment in Korea is influenced by outside, especially China. The concentrations of air pollutants in China have showed decreasing trends since 2000. However, these concentration levels in China are still higher than other developed countries. The Chinese Government has tried several measures to control the air pollution. In this study, the details of the amendments and smog reduction strategies in China, especially for Beijing are reviewed and the strategies for Korean side to promote cooperation in Northeast Asia are suggested and discussed. The Chinese State Council amended the Environmental Protection Provisions and Clean Air Act and announced The Action Plan for Air Pollution Control (2013-2017), focusing on three key regions, Beijing-Tianjin-Hebei area (Jing-Jin-Ji), Yangtze River Delta (YRD) and Pearl River Delta (PRD). These policy actions and plan are mainly for the reducing coal usage and emissions from vehicles. It is suggested that, Korea should actively promote multi-national cooperation in the region to take an initiative role in environmental areas.

A Study on the Power Supply and Demand Policy to Minimize Social Cost in Competitive Market (경쟁시장 하에서 사회적 비용을 고려한 전력수급정책 방향에 관한 연구)

  • In this paper, the resource adequacy as well as the optimum fuel mix is obtained by the following procedures. First, the regulation body, the government agency, determine the reliability index as well as the optimum portfolio of the fuel mix during the planning horizon. Here, the resources with the characteristics of public goods such as demand-side management, renewable resources are assigned in advance. Also, the optimum portfolio is determined by reflecting the economics, environmental characteristics, public acceptance, regional supply and demand, etc. Second, the government announces the required amount of each fuel-type new resources during the planning horizon and the market participants bid to the government based on their own estimated fixed cost. Here, the government announces the winners of the each auction by plant type and the guaranteed fixed cost is determined by the marginal auction price by plant type. Third, the energy market is run and the surplus of each plant except their cost (guaranteed fixed cost and operating cost) is withdrew by the regulatory body. Here, to induce the generators to reduce their operating cost some incentives for each generator is given based on their performance. The performance is determined by the mechanism of the performance-based regulation (PBR). Here the free-riding performance should be subtracted to guarantee the transparent competition. Although the suggested mechanism looks like very regulated one, it provides two mechanism of the competition. That is, one is in the resource construction auction and the other is in the energy spot market. Also the advantages of the proposed method are it guarantee the proper resource adequacy as well as the desired fuel mix. However, this mechanism should be sustained during the transient period of the deregulation only. Therefore, generation resource planning procedure and market mechanisms are suggested to minimize possible stranded costs.
