  • 건설사업정보화(CALS)는 국토교통부에서 1998년부터 추진한 정보화사업으로 건설사업정보시스템의 확충 운영과 건설정보표준의 고도화, 건설기술정보 확충 기능개발 등 3개 분야로 사업을 진행하고 있다. 건설사업정보시스템과 건설정보표준 성과물의 지자체 확대보급 계획은 있으나 지자체용 프로그램 개발이 미흡한 실정(일부 광역단체는 자체적으로 건설사업관리, 시설물관리, 용지보상 등을 개발 운영 중이나 대부분 지자체에서는 시스템을 미보유)이다. 전산자원의 활용도 제고와 시스템 정보표준의 개발 운영 예산의 효과적인 집행을 위해 종합적인 사업추진 방안을 위한 기초조사가 필요하다.

Evaluation of CM Capability based on Business Functions for International Plant Construction (해외 플랜트 건설사업관리 업무기능별 역량분석)

  • Ever expanding overseas construction is one of the most important issues for Korean construction companies. Among these issues, strategies for overseas plant construction have widely been discussed, because the plant construction has features of low competitiveness and high ripple effects when compared with other construction sectors. In this sense, the purpose of this research is to evaluate the CM capability of Korean construction industry for overseas plant construction. Fourteen construction business functions and four techniques were defined first. Based on these functions and techniques, CM capability was quantified for As-Is (2013), To-Be (2018) and Gap analyses. Findings of this research reveal that 1) capability for construction is quite competent, 2) capabilities for planning, design management, contracting, and risk management are found to be relatively low, where higher value can be added. In addition, it is found that R&D needs to be extended to develop systemized management techniques. It is also required to secure specialists and original technologies at national industrial level.

Satisfaction Level and Performance Evaluation for CM Service in Korea (국내 건설사업관리 업무만족도 및 성과평가)

  • The domestic CM business market has continued to grow, but its size is relatively small yet in comparison with the total size of the domestic construction industry. Evaluation of CM projects was conducted through questionnaire surveys. Both clients and CM firms showed positive satisfaction levels. Nevertheless, the clients' satisfaction levels were relatively low in safety management, cost management, and document and information management. Superior areas of CM tasks were time management and recovery scheduling, quality control and technical instruction, and design value engineering. On the other hand, inferior areas of CM tasks were claim analysis and dispute resolution, cost estimation, and life cycle costing. Both entities have agreed with the positive effects of CM involvement in terms of cost saving, time reduction, quality improvement, and safety incidents prevention to at least 0~5% extent.

  • The construction industry has the most safety accidents among domestic industries. Special care must be taken because disasters in the construction industry lead to social problems caused by huge property losses and casualties. As a result of this, there is a growing awareness of disasters occurring in the construction industry, and government departments are tightening regulations on safety management. In particular, the OSHA (Occupational Safety and Health Agency) focuses on the expansion of protection targets and the clarification of responsibility in the full amendment OSHA. As a result, a study that focuses on safety management by client's responsibility is needed. In this study, the project performance capability assessment of construction project management contractors, which is being carried out with uniform assessment criteria without considering the characteristics of the construction project, is considered and all the amendments to the OSHA are considered, and the factors were derived for improvement measures.

  • The competitiveness of the domestic construction industry is faced with a serious crisis due to the decrease of domestic demands, and is below par with that of developed countries as well as of competing nations. There is a pressing need for a way to overcome this problem and restore competitiveness of the domestic construction industry. Therefore, this research, through real case studies, suggested a method of evaluating construction performance, which eliminates waste factors in each construction phase and maximizes cost saving effects.

Developing Competency Model and Analyzing Competency Needs for Construction Manager in D Co., Ltd. (건설사업관리자 역량 모형 개발 및 역량 요구 분석: D사(社) 사례를 중심으로)

  • The purpose of this study was to develop a competency model and analyze the competency needs for construction manager in D Co., Ltd.. The delphi method of 25 excellent construction managers working in D Co., Ltd. was used to develop a competency model. The results showed that there would be a construction manager competency model which consisted of 3 competency clusters, 11 competencies, and 60 key actions. Then the survey of 114 construction managers working in D Co., Ltd. was conducted to examine concurrent construct validity of the competency model for construction manager and to analyze construction managers' competency needs by using the Borich's formula and the Locus for Focus Model(LfFM). The results showed that construction managers perceived 'communication', 'risk management', 'goal orientation', 'customer orientation', and 'project management' as top five priorities of competencies for construction managers. Based upon the above results, some implications were suggested for developing construction managers' competencies and improving their performance.
