대한설비건설협회는 지난 2월 26일 설비건설회관 대회의실에서 제50회 정기총회를 개최하고 2014회계연도 사업계획을 수립했다. 2014년도 사업추진의 기본방향은 분리발주 법제화에 대한 후속조치 및 공공기관의 설비건설 주계약자 공동도급 정착 추진을 비롯해 설비건설 해외시장 진출 확대 등 업역확대, 하도급시장 환경개선 등 설비건설업계 권익보호, 설비건설 기술인력 양성사업 및 건설업 등록신청 업무 등의 협회 신규 위탁사업 지정 추진과 공종별 발전과 협력을 위한 제위원회 운영 및 설비건설의 대 내외적 홍보활동 강화 등에 역점을 두고 있다.

본지는 지난 2008년 5월호부터 2009년 10월호까지 대한설비건설협회 서울특별시회를 비롯한 13개 시 도회 사무처를 소개함으로써 대한설비건설협회 시 도회의 사업추진 및 업무현황에 대한 회원사의 이해를 도왔다. 또한 전국 13개 시 도회를 대표하여 설비건설업계의 발전 및 위상강화, 회원사의 권익보호 등을 추진하고 있는 본회에 대하여도 지난해 12월호부터 소개하고 있다. 대한설비건설협회 본회는 건설진흥사업 외에 기술 가스진흥사업, 회원봉사 및 조사사업, 정보화 사업, 기획 관리사업, 홍보사업 등 다양한 사업활동을 함으로써 설비건설업계 발전에 견인차 역할을 담당하고 있다. 이번 호에는 설비건설업계의 정책수립과 제도개선을 담당하고 있는 정책지원실을 소개한다.

건설사업의 원가절감은 사용자 요구에 부합되는 기능과 품질을 확보하면서 가장 경제적인 방법으로 시설물을 구축하는 것으로 건설환경 변화에 따른 경쟁력 향상을 위해서는 체계적인 원가관리를 통한 원가절감이 필요하다. 국토교통부 소속 산하기관에서는 공공건설사업의 수행에 따라 설계의 경제성 등 검토, 공정관리 및 사업관리 등을 통해 공사비 절감에 대한 많은 노력을 기울이고 있다. 현재 설계단계에서 설계VE 결과정보는 공공발주기관 간에 상호 공유하고 있으나, 시공단계에서의 원가절감사례 정보에 대한 공유는 아직까지 부족한 실정이다. 공공건설사업의 수행시 유사 건설사업에 대한 원가절감사례 정보를 참조 활용할 수 있도록 단계별 정보시스템 구축 및 원가절감 사례 정보서비스 방안을 제시하였다. 향후 공공건설사업의 기획, 설계, 시공, 유지관리 등 생애주기별 원가절감사례 정보의 분석 및 서비스를 통해 보다 합리적인 의사결정과 공공건설사업의 투자 효율성을 제고할 수 있으리라 기대된다.

The Construction Project Information System(CPIS), an information system constructed as part of the Construction Continuous Acquisition & Life-cycle Support(CALS) of the Ministry of Land, Infrastructure, and Transport(MOLIT), is designed to digitize construction projects across all stages, and enable sharing of information so as to enhance the productivity and efficiency of construction projects and secure their transparent administration. One of MOLIT's internal work systems, CPIS focuses on work-handling and data management. However, now over 10 years old after its construction, it focuses on text and document-based construction project information, but it cannot be interfaced with the visualization-based GIS, which limits the sharing and dissemination of information and the determination of the overall construction project status. To resolve the existing CPIS limitations and problems and to upgrade the system, this study examined domestic and overseas GIS technology trends and relevant information systems, and analyzed the CPIS status and problems. It thus proposed total GIS application measures to upgrade CPIS. Also, it identified detailed CPIS utilization measures and GIS application measures by unit system, and analyzed considerations for GIS application.

Even though the construction management (CM) system was introduced for the purpose of increasing the efficiency of the domestic construction industry along with the establishment of construction industry fundamental laws in December of 1996, now it is very difficult that the public institutions can judge their application of construction management methods due to the lack of clear guidelines or directions to select construction management methods when the public institutions were executing public construction projects. Therefore, this study was executed to prepare for the selection criteria which could be referred in reviewing the application of construction management ordering methods according to public institution's competences and project characteristics. It is expected that future domestic demand of construction management will be gradually increasing both in public and private construction sectors. However under the current construction management systems, it is judged to be difficult that the construction projects that apply the construction management methods will be activated with full-scale. Therefore, it could be said that active efforts in domestic sectors are required in order that the construction management systems of developed countries levels could be activated. Additionally in order to vitalize the construction management systems, it is expected that public institutions could use this study results as the review data for feasibility of construction projects for the consignment of construction management in selecting the ordering methods.

오늘날의 건설사업 환경은 차별화 ${\cdot}$ 정보화 ${\cdot}$ 특성화 ${\cdot}$ R&D등 지식과 기술 및 창의성을 바탕으로 한 창조적 결과물 생산으로의 요구를 확대하고 있다. 이러한 환경은 건설 사업을 수행하는 기술자 집단에게 사업수행의 미래 가치적 최적화를 위해 기획과 계획에서부터 시공과 유지관리 및 장기 지속가능성까지 보장하는 생애주기차원의 사업수행을 요구하는 것이기 때문에 사업의 타당성 분석에서부터 실시간 정보처리와 가치창조를 위한 사업수행 계획이 절대적이라 할 수 있다. 본 연구에서는 그동안 국내 사업일정계획에서 적용하고 있거나 적용할 필요성이 있는 사업단계와 단계별 업무영역을 구분하고, 정보화 운영관리 방안을 분석함으로서 국내 건설 환경에 적합하고 신뢰성을 보장 할 수 있는 일정계획을 수립할 수 있는 방향을 제시하고자 한다.

본 연구에서는 건설 사업의 수행과정에서 나타날 수 있는 환경훼손을 최소화하거나 저감하고, 자연과의 조화를 이루기 위한 다양한 기술과 공법, 정책 및 제도를 도출하고자 하였으며, 구체적인 사례로 댐건설 사업에 대한 친환경 기술과 공법을 분석하였다. 이를 위해서 기존 연구사례 및 문헌을 고찰하여 친환경 요소를 도출하였고, 이미 조성되었거나 조성 중인 댐을 대상으로 실제 적용되고 있는 친환경 요소를 분석하였으며, 이를 종합하여 건설사업에 도입될 수 있는 친환경 항목을 설정하고 기술 및 공법을 제안하였다. 그 결과 생태계 보전, 생태계 복원, 새로운 생태계 조성, 친수환경 및 위락, 경관 및 역사문화 등이 친환경요소로 도출되었다. 또한 환경친화형 건설사업의 지속적인 추진과 성과를 위한 정부차원의 정책과 제도적 방안을 제안하였다. 이러한 적극적인 생태환경 보전 및 복원을 위한 노력이 지속적으로 이루어짐으로써 건설사업에 의한 환경파괴를 최소화하고 새로운 생태환경을 창출하는 친환경 건설의 대표적인 사례로 자리매김될 수 있으며, 나아가 건설 분야의 친찬경 사고 확산을 위한 근거가 될 수 있을 것으로 판단된다.

최근 건설산업은 공공 및 민간부문의 발주물량 감소가 가시화되고 있으며, 최저가입제에 의한 사업수익율 하락 추세는 향후 건설업 붕괴위기, 건설산업 사양산업화라는 비관적 견해가 떠돌 만큼 건설업 전반이 심각한 위기를 맞고 있다. 정부는 재정 부족으로 인하여 SOC사업의 축소조정이 불가피하지만 국가경제의 악영향 해소와 신속한 경쟁력 회복을 위해 SOC사업에 대한 투자확대와 푹소범위 최소화의 필요성을 인식하고 있으며, 이에 재정부족과 SOC 확충이라는 두가지 문제를 해격하기 위해 민간투자사업이 활성화되고 있는 실정이다. 현재, 정부에 의해 주도되고 있는 민간투자사업의 제도 및 법률의 개정방향은 피간 건설업체가 주도하던 민자사업에 대하여 연기금 및 금융권으로의 전환을 예고하고 있으나, 현실적으로 금융권이 자체적으로 SOC 사업에 대한 투자를 위한 사업 타당성 분석이 어려운 실정이므로 이에 대한 대안으로 SOC 민간투자사업에 대한 노하우를 축적한 건설업체의 SOC 민간투자사업 분야에 아웃소싱 개닐념 도입, 특화하여 효율성을 극대화 시킴으로써 사업의 안정성 확보와 동시에 투자 수익 실현을 통하여 SOC 민간투자 활성화에 견인차 역학을 할 수 있는 전문운영회사의 도입에 대하여 논하고자 한다.

Recently, various problems have been occurred in Apartment reconstruction process. Such as, delaying schedule, additional cost increasing, etc. Those were caused by decision making which is lack of professionality in early phase of reconstruction process. Therefore, in this study proposed improvement plan by application of project management and construction management process in Apartment reconstruction project.
