Analyzing the Market Structure of Asian Construction Contracts : A Perspective on Korean Construction Firms (국내 건설기업의 아시아 계약실적 구조 분석)

  • As the Asian region becomes strategically important in the international construction market, competition among construction firms has been more intense. While existing literature on the Asian construction market have mainly focused on qualitative approaches to market entry strategies and risk assessment, quantitative research to explain the dynamic competitive structure of the market has been rarely conducted. To address this issue, this study analyzes the structure of contract performance in the Asian region based on the data from 3,996 projects awarded to Korean construction firms from 2009 to 2017. In addition, this study applies a mathematical model using both static (market concentration) and dynamic (market mobility and instability) analyses. Consequently, the static analysis indicates that market concentration led by top-four firms tends to be increased, and on the dynamic aspect, the market position of Korean construction firms is recently weakened and fluctuated in most of the Asian regions and the construction sectors. The methodology and result of this paper would be meaningful not only to understand the underlying structure of industry-level performance but also to provide a useful reference for establishing competitive strategies towards the Asian market.

Developing Competency Model and Analyzing Competency Needs for Construction Manager in D Co., Ltd. (건설사업관리자 역량 모형 개발 및 역량 요구 분석: D사(社) 사례를 중심으로)

  • The purpose of this study was to develop a competency model and analyze the competency needs for construction manager in D Co., Ltd.. The delphi method of 25 excellent construction managers working in D Co., Ltd. was used to develop a competency model. The results showed that there would be a construction manager competency model which consisted of 3 competency clusters, 11 competencies, and 60 key actions. Then the survey of 114 construction managers working in D Co., Ltd. was conducted to examine concurrent construct validity of the competency model for construction manager and to analyze construction managers' competency needs by using the Borich's formula and the Locus for Focus Model(LfFM). The results showed that construction managers perceived 'communication', 'risk management', 'goal orientation', 'customer orientation', and 'project management' as top five priorities of competencies for construction managers. Based upon the above results, some implications were suggested for developing construction managers' competencies and improving their performance.

  • The number of human accidents in the construction industry is increasing every year, and it constitute the highest percentage among industry. This means that activities performed to prevent safety accidents in the country are not efficient to reduce the rate of accidents in the construction industry. In order to solve this issue, research has been conducted from various perspectives. But, research regarding to quantification model of human accidents is insufficient. the objective of this study is to conduct a basic study on quantification model development of human accidents. To achieve the objective, first, Cause of accident is defined the through literature review. Second, a basic statistic analysis is conducted to determine the characteristics of the accident causes. Third, the analysis is conducted after dividing into four categories : accumulate rate, season, total construction cost, and location. In the future, this study can be used as a reference for developing the safety management checklist for safety management in construction site and development of prediction models of human accident.

Successful Winning Award Factors in Early Stage of International Public Private Partnership Projects (해외개발사업 발굴단계의 수주성공요인 분석)

  • Recently, domestic construction companies have increasingly engaged in international PPP projects a result of both uncertainties in the domestic construction market and low competitiveness in international EPC project business. These international PPP projects usually require long-term preparations and substantial sales costs, which make it important for decision-makers to select winning-award potential project in early stage of the projects. However, most previous research has analyzed success factors in terms of project development across all stages. Thus, this study investigated 28 success factors of 4 categories in the early stage of 31 international PPP projects. First, results indicate that unsolicited PPP projects require better implementation capabilities and financial conditions compared to solicited PPP projects. Second, implementation capability is important because it is not easy to improve as the project proceeds. Third, commercial conditions are identified as important even if conditions are not fixed in the early stage of PPP projects. Fourth, non-commercial conditions, strategy, and public interest are not found to be meaningful in the early stage of PPP projects because they can vary as the project proceeds. This study helps to improve selection criteria aimed towards more winning-award potential project in the early stage of international PPP projects.

  • As the incidence and mortality of serious disasters in the construction industry are the highest, various efforts are being made in Korea to reduce them. Among them, risk assessment is used as data for disaster reduction measures and evaluation of risk factors at the construction stage. However, the existing risk assessment involves the subjectivity of the performer and is vulnerable to the domestic construction site. This study established a DB classification system for risk assessment with the aim of early identification and pre-removal of risks by quantitatively deriving risk factors using BIM in the risk assessment field and presents a methodology for risk assessment using BIM. Through this, prior removal of risks increases the safety of construction workers and reduces additional costs in the field of safety management. In addition, since it can be applied to new construction methods, it improves the understanding of project participants and becomes a tool for communication. This study proposes a framework for deriving quantitative risks based on BIM, and will be used as a base technology in the field of risk assessment using BIM in the future.

Evaluating the economic benefit of diverse drought mitigation strategies for Korean reservoir systems based on simulated inflow sequences (유입량 모의 기법을 활용한 국내 다목적댐 가뭄 대책의 경제적 효과 평가)

  • Recently, South Korea has been making efforts to mitigate the risk of water scarcity during droughts by utilizing various drought response measures in dam operations. While various studies have been conducted on this topic, there is currently a lack of research on the economic effects of drought response measures. In this study, we evaluated the economic effects of drought response measures on nationwide multipurpose dams by using a long-term simulated inflow model based on ARIMA and Copula and a dam operation model that reflects drought response measures. The results showed that the expected benefits per unit flow rate were highest for coordinated operation and alternative water supply measures, at KRW 1,176 and KRW 1,139, respectively, while the benefits of emergency water supply utilization and water supply adjustment were estimated at KRW 956 and KRW 875, respectively. Additionally, when we examined the changes in the economic benefits of drought response measures based on the assumption of increased drought severity in the future, the changes in the drought risk resulting from reduced inflow increased the economic benefits of all drought response measures. The economic benefits of water supply adjustment increased by 2.6% compared to the baseline, while the economic benefits of coordinated operation and alternative water supply measures increased by 11.7% compared to the baseline. This suggests that dam-network-based measures, such as coordinated operation and alternative water supply measures, are crucial as drought risk increases. This study is expected to serve as a fundamental reference for selecting and utilizing drought response measures in the future.

  • Owing to the characteristics of the construction industry, large number of risk factors exist in construction projects compared to other industries. In the year 2007, due to industrial disaster, there was a loss of about 70 million number of working days and about 3 trillion won of the economic direct loss Economic loss is estimated up to 16trillion won including the indirect loss. Hence, a countermeasure is required to reduce the loss. However, the existing safety management is inefficient because it is based on experiential safety knowledge in the form of safety index, regulations. The purpose of this research is to improve this problem by proposing a quantitative risk assessment methodology. First, the limitation of existing hazard index is analyzed and subsequently variables for assessing degree of risk is established. Finally, these variables are then combined and a quantitative risk assessment methodology is proposed.

Suggestions for Enhancing Sampling-Based Approach of Seismic Probabilistic Risk Assessment (샘플링기반 지진 확률론적 리스크평가 접근법 개선을 위한 제언)

  • A sampling-based approach was devised as a nuclear seismic probabilistic risk assessment (SPRA) method to account for the partially correlated relationships between components. However, since this method is based on sampling, there is a limitation that a large number of samples must be extracted to estimate the results accurately. Thus, in this study, we suggest an effective approach to improve the existing sampling method. The main features of this approach are as follows. In place of the existing Monte Carlo sampling (MCS) approach, the Latin hypercube sampling (LHS) method that enables effective sampling in multiple dimensions is introduced to the SPRA method. In addition, the degree of segmentation of the seismic intensity is determined with respect to the final seismic risk result. By applying the suggested approach to an actual nuclear power plant as an example, the accuracy of the results were observed to be almost similar to those of the existing method, but the efficiency was increased by a factor of two in terms of the total number of samples extracted. In addition, it was confirmed that the LHS-based method improves the accuracy of the solution in a small sampling region.

  • The FIDIC Red Book is an international standard contract condition in which the Employer designs and the Contractor performs the construction. The Engineer of FIDIC Red Book shall agree or determine any matter or Claim in accordance with Sub-Clause 3.7 neutrally, not as an agent of the Employer. This study aimed to derive Key Risk Sub-Clauses out of 49 Sub-Clauses that the Engineer of FIDIC Red Book recently revised in 18 years shall agree or determine according to Sub-Clause 3.7 using the Delphi method. A panel of 35 experts with more than 10 years of experience and expertise in international construction contracts was formed, and through total three Delphi surveys, errors and biases were prevented in the judgment process to improve reliability. As for the research method, 49 Sub-Clauses that engineers shall agree on or determine according to Sub-Clause 3.7 of the FIDIC Red Book were investigated through the analysis of contract conditions. In order to evaluate the probability and impact of contractual risk for each 49 Sub-Clause, the Delphi survey conducted repeatedly a closed-type survey three times on a Likert 10-point scale. The results of the first Delphi survey were delivered during the second survey, and the results of the second survey were delivered to the third survey, which was re-evaluated in the direction of increasing the consensus of experts' opinions. The reliability of the Delphi 3rd survey results was verified with the COV value of the coefficient of variation. The PI Risk Matrix was applied to the average value of risk probability and impact of each of the 49 Sub-Clauses and finally, 9 Key Risk Sub-Clauses that fell within the extreme risk range were derived.

A Database Model for Financial Feasibility Study of Buildings Offered for Sale (분양형 건축물의 재무적 타당성검토를 위한 데이터베이스 모델)

  • The purpose of this study was to make a database model for financial feasibility study of buildings offered for sale which is helpful for improvement of business ability in construction and confidence of a project from a related participant. At first, we studied several thesis and met some professionalist which work for construction and did a first survey for examining latest situation of a feasibility study in construction. As a result, even though feasibility study is important, factors for information management wasn't systemized. So we did a second survey for fixing Factors of the database model. The database model was composed of the factors that we got from the second survey. ER(Entity-Relationship) analysis was used to making it. We expect thar we can get more reasonable information to study financial feasibility study and can diminish risks of project through the database model. So the result of this study was to make a database model for more reasonable financial feasibility study of building offered for sale.
