Since 2004, the government decided to gradually introduce Actual Cost Data into cost estimate for improving problems of below-cost tendering and to reflect fair market price through competition and carry contract efficiently. However, there are many concerns that Actual Cost Data has not reflected real market price, even that has contributed to reduce the government's budget. General construction firm's burden for labor cost is imputed to specialty contractors and eventually it becomes construction worker's burden. Therefore, realization of Actual Cost Data is very important factor to settle this system. To understand realization level and make short term forecast, this paper drew construction group of which labor cost constitutes more than 95% of direct cost, and compares their Actual Cost Data with relevant skilled workers's unit wage and predicts using time series analysis. The bid price which is not be reflected market price accelerates work environment changes and leads to directly affect such as late disbursement of wages, bankruptcy to workers. Therefore this paper is expected to be used to the preliminary data for solving the problem and establishing improvement of Actual Cost Data.

Barcode system has been used for many years in labors controlling & ready mixed concrete supplement in A/E/C industry However, it was not quite successful because ot its limitations in the field. The use of RFID system is getting important in the real world. RFID system substituted for barcode system in labor controling & ready mixed concrete supplement and it showed its potentialities in other major materials supply logistics and its possibilities In progress management of 4D system. This research shows RFID system's case study and its future directions in A/E/C industry.

기획재정부는 사회 경제적 취약계층에 대한 보호를 위해 하수급인에 대한 선금 현금지급 의무화, 건설근로자 노무비 지급 확인제, 표준계약서 미사용에 대한 제재기준 명확화 등을 내용으로 한 계약예규를 개정하고 지난 1월 1일부터 시행에 들어갔다. 자세한 내용은 협회 홈페이지(www.kmcca.or.kr) 협회 내 자료공유에서 다운로드 받을 수 있다.

정부는 지난 8월 11일 건설분야 기업환경 개선대책을 확정 발표했다. 정부가 발표한 '건설업 기업환경 개선대책'에 따르면 앞으로 최저가낙찰제 공사의 덤핑입찰을 차단하기 위해 노무비와 품질 안전 환경 등의 공종에 대한 저가심의가 한층 강화되고, 하도급대금 지급 확인제도를 모든 공사에 확대 적용하며, 주 계약자 공동도급제도도 개선한다. 또한 중소 지역업체의 경영환경 개선을 위해 건설공사 도급하한액을 상향 조정하고 입찰참가자격 사전심사 시 지역업체 시공참여 배점제를 도입한다.

건설공사의 공사비를 산출하기 위해서는 공사에 필요한 노무 자재 및 장비의 정확한 투입량을 알아야 한다. 이를 위해 정부는 1970년부터 표준품셈을 제정하여 현재까지 공공기관에서 시행하는 건설공사의 예정가격 산출에 활용하고 있다. 표준품셈은 한국건설기술연구원에서 제 개정 희망항목 조사와 현장실사, 심의위원회를 거쳐 국토부에서 매년 상 하반기에 제 개정 내용을 공포하고 있다. 이번 호에는 회원사들이 궁금해 하는 표준품셈 제 개정과정에 대해 알아본다. 매년 개정된 기계설비 표준품셈은 대한기계설비건설협회에서 인쇄하여 회원사에게 배포하고 있으며, 협회 홈페이지(ww.kmcca.or.kr${\rightarrow}$자료실${\rightarrow}$각종기준표${\rightarrow}$표준품셈/일위대가표)에서 다운받을 수 있다.
