The purposes of this study are both to identify suggestions regarding the evaluation framework of construction policy performance based on the analysis of the 4th Master Plan for Improvement of Construction Technology and to provide recommendations that can be used for developing the 5th Master Plan for Improvement of Construction Technology. In order to achieve this purpose, a questionnaire was distributed to construction industry-related professionals and makes them evaluate the performance of the 4th Master Plan for Improvement of Construction Technology by performance index appropriacy, measurement appropriacy, and target level. In addition, comprehensive literature review was implemented to extract important points, which are related to policy evaluation, that can be considered factors in developing the 5th Master Plan for Improvement of Construction Technology.

$\lceil$The Construction Technology Development Master Plan$\rfloor$ aimed to promote construction technology R&D and to use its result efficiently is a legal plan based on Construction Technology and Management Law and established every five years. Now $\lceil$The 3th Construction Technology Development Master Plan(The 3th Master Plan)$\rfloor$ is establishing by MOCT(Ministry of Construction & Transportation) because the 2th Master Plan is completed at 2002. The 3th Master Plan suggests 'Establishment of construction environment leading the world-wide construction market' as a long-term vision, and also presents basic targets ; 'Improvement of competitiveness through conducting construction project efficiently', 'Transform into technology-oriented industry'. It consists of 7 fields and 25 main subjects. The 7 fields are construction manpower, production system, environment, safety, construction information, construction engineering, construction R&D.

이 논문은 ${\lceil}$제2차 건설산업 진흥 기본계획의 기본과제와 중점과제을 검토하는 것이다. 우선 외환위기 이후의 건설 산업환경과 여건을 살펴보았고 이를 기초로 2차 기본계획이 수립되는 기간의 건설산업정책의 기본방향과 중점과제를 도출하였다. 그결과 건설산업 정책은 과거의 온정주의에 근거하여 건설산업을 구성하는 업체들의 형평성을 제고하는 것에서부터 경쟁에 근거한 효율성을 제고하는 것으로 전환되어야 하며 건설업체에 대한 엄격한 평가와 무제한적인 경쟁과 그리고 건설공사의 품질에 대한 무한 책임을 담보하는 국제기준(Global standard)의 건설산업이 형성될 수 있는 기반을 조성하여야 하고 이를 고려한 건설산업의 정책과제는 첫째, 건설산업의 효율성의 제고, 둘째, 국제규범의 건설체계의 구축, 셋째, 건설산업의 세계화 기반의 조성하는 것이고 이를 달성하기 위해서는 건설기술개발(정보화 포함), 건설인력육성, 건설공사 안전${\cdot}$환경 및 품질확보, 중소건설업 및 중소건설 용역업의 육성, 건설공사의 생산성 향상, 건설자재의 품질향상 및 규격표준화, 건설사업관리제도의 발전 등이 이루어져야 한다.

Since a government policy greatly affects markets and firms, an evaluation on government's policies is recognized as a critical issue. In Korea, two major policy plans on CM(Construction Management) include the Construction Industry Promotion Plan and the Construction Technology Promotion Plan from which Government's CM policies can be understood. The objective of the study is to analyze and discuss CM firm's perception and evaluation toward the Government's CM policies of the two plans based on the Gap analysis. The paper identified that the CM firms perceive that the Government's CM policies properly deal with key issues of the industry. However, they evaluate that the execution of the policies has been overall under-performed. As a way forward, the Government needs to improve on the execution plan and performance measurement rather than to develop new policy agenda.

Korean government has implemented various construction technology policies to attain competitiveness. However, there have not been interested in appropriate objectives and performance evaluation of the policy implementation. Previous evaluation included only inputs during implementation process not outputs or outcomes. Therefore, this paper performs performance evaluations on 3rd general plans for construction technology that had been implemented from 2003 to 2007 by government. This analyzes both quantitative and qualitative results. The results tell us that clear and appropriate objectives and evaluation methodology should be established for effective performance evaluation. This paper will provide the basis for establishing future construction policies or plans.

방위산업은 단기적으로는 전쟁 억제 능력을 보유해야 하고, 중.장기적으로는 통일준비과정과 통일후의 통일군 건설이라는 2단계로 나누어서 생각해야 한다. 또한 국방가치 창출의 새로운 비젼을 국민적 합의로 도출, 방위산업의 전략과 육성기본계획을 세우고 추진해야 한다.
