한국건설기술연구원(원장 이재명)은 최근 발행한 일련의 건설사고등 부실공사를 미연에 방지하고 각종 시설물에 대한 품질관리를 강화함은 물론 건설공사 감리제도의 발전을 모색하기 위해 건설 교통부의 후원으로 $\ulcorner$건설공사 감리제도 발전을 위한 정책토론회$\lrcorner$를 지난 1월 26일 교원단체총연합회 대강당에서 개최했다. 본지는 이날 주제발표를 나선 한규봉 한국건설 감리협회 회장의 $\ulcorner$감리제도 합리화 방안$\lrcorner$ 과 김예상 한국건설기술연구원 선임연구원의 $\ulcorner$감리제도의 국제화 방안$\lrcorner$ 의 내용을 게재한다.

With the government plan to introduce a post-sale system to the Korean real estate market quickly becoming a reality, reformation of the supervision policy under the current pre-sale system is expected. The current supervision policy, designed to enhance the quality of houses and to prevent improper construction, was reinforced through the 'residential construction promotion act' and has been further revised as the 'residential law'. At this current time, the introduction of a post-sale system is expected to affect all aspects of residential construction, from the planning stages to overall conditions regarding the actual construction. Therefore, this research will illustrate several changes in the supervision policy that are expected to arise from the introduction of the post-sale system, focusing on areas of the policy that are presumed to be the most affected. The research will highlight problems under the current system, analyze any domestic supervision restrictions that have been regulated for post-sales that are currently effective, and suggestion methods of improvement in construction supervision system through SWOT analysis.

As buildings are changing variously from the side of use, efficiency and size, the construction qualities are more importantly recognized. Supervision system was enacted in the Residential Building Law in 1990 and responsibility supervision system in the Construction Engineering Management Law in 1994, respectively. However, recently revised supervision system in 2003 has some limitations: the present problems of appointing supervisor, disposing the supervisors, supervisor's works. Therefore, the aim of this study is to improve the present supervision system for mix-use residential building. By implementing the proposed revised supervision system, it will be able to expect quality improvement, confidence of the owner and the user, development of construction technology, and increase international competitiveness of supervision company.

올해안에 UR협상 타결 전망이 짙어짐에 따라 국내건설시장에서 우리 업체들이 세계 굴지의 건설사회와 무한경쟁을 벌여야 하는 상황에 부딪히게 된다. 이 시점을 맞아 건설업계는 기술혁신과 완벽시공 및 철저한 감리를 통해 부실공사를 방지, 백년대계의 건설문화를 이룩해야 한다는 차원에서 자산건설정책연구회(회장 김호일 민자당 의원)가 지난 8월 16일 국회의원회관 소회의실에서 감리제도 개선방안 정책토론회를 개최했다. 이 내용은 이날 발표된 자료를 발췌$\cdot$게재한 것이다.

Chinese construction corporations take more market shares in the global construction market. The performance of Chinese construction corporations need to be reviewed from the capability and qualification system of the engineers including supervision engineer. The purpose of this study is to analyze the characteristics of professional qualifications for supervision engineer in China. The research methodology is to investigate the qualification exam system, process and examination subjects for searching the fundamental body of knowledge about supervision engineer qualification. The results shows that the qualification system in supervision engineer are classified in detail for the body of knowledge and operated by the government. The qualification examination requires broad and defied knowledge structure together with practical experiences. The research results may lead further research subjects of Chinese construction related qualifications and education system in the ways of more specificity, expertise, and practicality. The mutual understanding of qualification system becomes major issue to build better collaboration in global market.

The supervision system due to the Building Law was introduced in 1963. As the building came to be more various from the side of use, efficiency and the size, it came to be complicated. Construction Technical Managemen Law started in 1994. and it introduced a responsibility supervision system. And Residential Building Promotion Law improved quality of Buildings. But these facts are limited in part in the supervision objective building, and supervision system is restricted. This research investigates the current problem of supervision system, and the improvement program will go far toward solving the problem.

As constructions are changing variously from the size and efficiency, the role of supervision services tend to reach beyond mere monitoring or supervision to prevent fraudulence, but tend to extend toward a system that manages all the stages of the construction industry. There are growing demand to improve government operated corporation systems to secure high quality public facilities, and reviews on construction supervision system and supervision services roles, function, responsibility and obligations have been the topics among advanced researchers. However, the circumstance is that researches on the construction supervision service compensation and supervision services assignment criteria that serve as basis of such construction supervision system improvement are insufficient, and for practical development of construction supervision system, researches on construction supervision service compensation and supervision services assignment criteria will need to precede. Hence, this research purports to propose improvement directions of construction supervision system by deducing problems through condition survey on the construction supervision services ordered by public organizations.

신도시 부실공사 사태로 정보가 건설경기 진정대책으로 발표한 건축규제 조치와 특별감리단 구성은 건축문화 발전의 불균형을 초래하고 축사들의 생존권마저 위협하는 한편, 불합리한 현 감제도하에서는 많은 부작용이 예견되고 있는 실정으로, 회원들의 우려의 목소리가 크다. 본지에서는 이번 조치에 대한 문제점을 파악하고 범건축인의 적극적인 대처방안을 모색코자 건축규제 조치와 감리제도 개선에 관한 지상좌담회를 개최하였다.
