A Comparative Analysis of Terrorism Threat Level of Domestic Tall Buildings and General Buildings through Rapid Visual Screening (Rapid Visual Screening통한 건물 높이별 테러위험도 비교 분석)

  • As the scope of the target of terrorism is recently extending, the danger of domestic terroristic attacks is increasing constantly, and the form of terrorism is changing from hard targets such as significant facilities of the country into soft target of multi-complex buildings such as skyscrapers. Accordingly this study analyzes the terrorism threat level on skyscrapers by comparing the assessment results of the terrorism threat level on skyscrapers and high-rise buildings with the assessment results of the terrorism threat level on low-rise buildings through fema 455 - Rapid Visual Screening. As a result, skyscrapers and high-rise buildings are relatively higher threat rating than consequences and vulnerability rating. This is caused by the fact that the terrorism threat level on skyscrapers is high due to their residents and their national or regional symbolism and visibility

  • According to the global status of terroristic acts occurred from 2002 to 2010, 10,431(nearly 52.2%) of 19,946 cases have happened by bomb blasts, and 10,431(nearly 52.2%) of weapons used for terrorism were explosive substances Therefore, this study analyzed the terrorism risks of buildings according to height through FEMA 455 - rapid visual screening. As a result, the higher the building is, the higher the terror risk gets. It shows that total risk increases proportionally to buildings's height. In case of buildings over 100 meter high, the total risk is most affected by threat items. According to the risk of explosion associated with the scenario analysis, buildings over 100 meter high have high risks of Internal-Explosive.

  • While frequency of occurrence of terrorism has recently increased, it intensively occurs in buildings that many unspecified persons gather. Terrorism which occurs in high-rise buildings causes a lot of damage. It is necessary for design approach to reduce terrorism damage from explosive of buildings. Terror risk analysis of domestic tall and high-rise buildings is evaluated by fema 455, Rapid Visual Screening which is found to be comparatively simple and practicable. Common risk factors of terrorism in domestic buildings were investigated. The results of terror risk assessment of all buildings are found to be a medium risk score, Main reason is that domestic tall or high-rise buildings have similar external-environmental factors.

  • In this study, we presented a method for estimating the potential population damage of the Seoul Nowon-gu area in the event of a terrorist using a vehicle improvised explosive devices (IED). Using the object-based building extraction method with orthophoto image, the area of the apartment has been determined, and the apartment's height and level were estimated based on the elevation data. Using the population estimation method based on total floor area of building, each apartment resident population was estimated, and then potential population damage at the time of terrorist attacks was estimated around the subway station through a scenario analysis. Terrorism damage using IED depends on the type of vehicle greatly because of the amount loadable explosives. Therefore, potential population damage was calculated based on the type of vehicle. In the results, the maximum potential damage population during terrorist attacks has been estimated to occur around Madeul station, Nowon-gu. The method used in this study can be used various population estimation research and disaster damage estimation.

Review on Prior Evaluation for Terrorism Risk of High-rise Buildings (초고층건축물의 테러 위험도 사전평가에 관한 연구)

  • Today's high-rise buildings are increasing concern about the safety and evacuation of people related to the fire and threat from outside. Terrorism breaking out in high-rise buildings, a symbol of the national economy results in a number of casualties, economic loss, social fear and damage to national status. That's why high-rise building has also emerged as a target of major terrorist attacks, compared to other types of buildings. We have 54 high-rise buildings in 15 regions over the country. The Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government have offered the guidelines to prevent terrorist attacks toward high-rise buildings. Since the 9/11 terrorist attacks, the U.S. Federal Emergency Management Agency (FEMA) has developed and taken advantage of the Risk Management Manual Series. According to this manual, pre-assessment is conducted for the prevention of terrorism and particularly in FEMA 455, risk of the surrounding areas, vulnerability, possibility from terrorist attacks are checked. After the check, experts classify the risk of terrorist attacks toward the high-rise buildings and according to the risk classification, architects, security experts and structure engineers can carry out terrorism prevention program for high-rise buildings. The U.K. NaCTSO has also offered the terrorism prevention guidelines. Therefore, the Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government should make more concrete guidelines for high-rise buildings such as what U.S. FEMA and U.K. NaCTSO implement, including prior evaluation technique for terrorism risk.

  • These days, ISIS terrorists have been expanding not only to european countries, but also to asian countries so South Korea is no longer safe from terrorists' attacks. Especially, 'soft target terrorism' makes many people maximizing fear of terrorism because it is caused by small groups - those who are armed with small arms and light weapons - and they are able to carry out hit and run attacks on civilian targets. It poses even more dangerous to kill massively. That is why November 2015 Paris attacks and January 2016 Jakarta attacks killed and injured many people because of 'soft target terrorism.' Therefore, the South Korea has also recognized the seriousness of terrorism by ISIS. The study has shown the precautionary measures about 'soft target terrorism' and how to defend against 'soft target terrorism' by looking through overseas examples. It is for the possibilities of 'soft terrorism' in South Korea because of the expansion of ISIS. As a result, 'soft target terrorism', caused by ISIS, could happen in South Korea. The counterplan is as in the following. First of all, 'soft target terrorism', which is collaborated with ISIS and domestic terrorists, could be caused by negative awareness of foreign residents and xenophobia so the public should change stereotypes about the foreign residents and there should be legislation about racial discrimination enacted by parliament and the government must practice the law. Second, the Korean anti-terrorism laws should be modified to minimize violations of human rights, related to the Korean citizens' personal information, and to stop the concentration of power into the hands of one law enforcement. Third, the government has to develop and to initiate the refuge&evacuation simulation, which prepares for 'soft target terrorism' and minimizes the damages if terrorists attack hot spots like central commercial areas or event halls.

  • 높은 빌딩이 즐비한 강남의 한 곳에서 퇴근을 준비하던 저녁시간에 빌딩 외벽이 불길에 싸이는 화재사건이 발행하였다. 현장에 최초로 도착하였던 소방서 화재조사관을 인터뷰했을 때 "마치 미국 911테러 현장에 있는 기분이었다. 빌딩 벽면이 타오르고 하늘에서 화재 잔해가 떨어지는 상황에서, 정말 입이 닫히지 않았고 흥분된 마음을 추스르느라 힘들었다."고 하였다. 건물 내부 직원이 빠르고 안전한 대피와, 소방대의 즉각적인 대처사 없었더라면 누구도 상상할 수 없을 정도의 피해가 발생할 수 있었던 화재였다.

Optimal Path Finding based on Raster GIS in Indoor Spaces (건물내부공간에서의 Raster GIS기반 최적경로 탐색)

  • People tend to spend more time in indoor spaces than before such as shopping malls and subway stations. As buildings become larger and more complex, people feel difficulty in finding their ways to destinations. Consequently, a means to provide better paths can aid people in reducing time for finding ways. Routing information in large indoor spaces is especially required in emergency cases as fire, power failure and terror. This study suggests to compute optimal paths using $A^*$ algorithm based on raster GIS data structure. The suggested method can be used either in daily lives for path provision or in emergency cases for evacuation, and is illustrated on a campus building.
