원자력발전소 설계의 기술기준 적용일에 대한 고찰

  • 원자력발전소는 화력, 수력발전소 및 화학플랜트와는 다르게 안전성을 최우선적으로 고려하여 건설되어야 하므로 이의 설계 및 제작에 코드 및 기술기준이 엄격하게 적용되고 있다. 기술기준은 산업이 발달함에 따라 해마다 개정되고 있는 바, 이를 건설중인 원자력발전소에 반영하기 위해서는 건설공기에 미치는 영향과 설계변경에 따른 기기 제작비용의 상승 등을 고려하여야 한다. 1995년 및 1996년부터 상업운전을 시작한 영광3호기 및 4호기와 현재 건설중인 울진3,4호기 원자로 계통설계에는 개정된 최신 기술기준이 거의 적용되지 않았으며, 설계에 반영하여야 할 필요성이 대두되거나 흑은 규제기관의 요구에 의하여 변경된 기술기준을 적용하여야 할 경우 사업자를 포함한 국내 관련사간의 혐의를 통하여 타당성을 평가한 후 설계를 변경하는 것이 일반적인 관례였다. 본 논문에서는 원자력발전소 설계의 기술기준 적용일 결정에 대한 법적 요건 및 국내외 기술기준 적용일 사례를 살펴보고, 원자력발전소 설계에의 기술기준 적용일 결정의 필요성과 기술기준 적용일을 결정하여야 할 경우 적절한 기술기준 적용일 선정방법 등을 분석하였다.

  • 지난 2008년 6월 13일 개정된 '정보통신망 이용촉진 및 정보보호 등에 관한 법률'은 우리나라 IT 업계의 활성화뿐만 아니라 개인의 정보를 보호하는 제도와 절차를 규정하는 매우 중요한 법이다. 이 법은 우리사회에서 정보프라이버시의 보호와 관련하여 매우 긍정적인 역할을 수행하고 있으나, 일부 규정에서는 여전히 그 영향과 효과를 종합적으로 분석하고 검토하여야 할 여지가 있다. 이 연구에서는 관련 법제도가 IT 관련 산업과 기업에 미치는 영향을 검토하고, 법 제정시 정보보호서비스 산업의 특성(예, 공공성, 가변성, 상대성, 다차원성, 불완벽성)을 보이고, 이를 반영하여야 함을 설명하였다. 또한, 정보관리자의 책임과 과실 처벌에 관한 법규의 실효성과 형평성을 분석하였다. 법의 논리 연구, 관련된 해외 법률과 사례의 분석을 통하여 세가지 정책 대안, i) 관련 법률의 개정과 새로운 정책제도 마련, ii) 선고형에서 작량감경/집행유예 등의 적극적 적용, iii) 개인정보 관련한 기술적 관리적 조치의 합리적이고 구체적인 기준 마련을 제시하였다.

  • 울산항처럼 정박지가 외해에 위치한 항만의 경우 기상예보도 없이 갑작스런 돌풍이 불게 되면 정박선들의 닻 끌림으로 인한 위험은 물론 정박지를 항해하는 선박들과의 충돌위험에 노출되게 된다. 본 논문에서는 돌발적인 기상악화로 정박지에서 발생하는 위험의 유형에 대해 살펴보고, 기상악화에 대한 사전 대비가 왜 어려운지에 대해 고찰하였다. 그에 대한 해결 방안으로 정박지에서의 선박들의 안전을 위한 해상교통관제센터의 돌풍 대비 운영 매뉴얼을 개정하는 방법을 제시하였다.

해상교통안전진단제도 심사체계 개선방안 연구

  • 해상교통안전진단제도가 도입된 이후 다수의 안전진단이 수행되고, '11년 6월 '해사안전법'으로 전부 개정된 후 진단시행지침의 전부 개정을 통해 미비사항을 개선하고, 진단전문기관을 지정하는 등 정착 단계에 이르렀다. 하지만, 안전진단제도가 운영되는 단계에서 심사과정에 대한 다양한 개선요구사항이 대두되고 있다. 즉, 당연직 중심의 심사위원회 운영으로 해상교통안전만을 중시한 보완요구, 다단계의 보완지시에 따른 전반적인 심사처리기간 장기화 등으로 자칫 제도자체의 실효성에 의문을 제기할 우려가 있다. 따라서 본 연구에서는 심사위원회 운영상 문제점을 분석하여 개선사항을 도출하였다. 또한, 시설물 안전진단, 해역이용협의평가, 환경영향평가 등 유사제도의 심사체계 사례분석 및 영향평가제도에 대한 감사원 감사결과를 분석하여 원활한 업무처리 및 합리적인 운영방안을 제시하였다. 향후 과제로는 고시(지침)에 근거한 전문기관 설립근거를 해사안전법에 반영하고, 원활한 심사진행을 위해 사업특성 및 해상교통에 미치는 영향정도에 따라 심사과정을 이원화하여 운영할 필요가 있다.

  • 전기부문 표준품셈은 전기공사의 예정가격 산정시 가격결정의 기초자료로 활용됨은 물론 적정공사비 반영을 통한 부실시공방지 및 전기공사의 질적 향상과 전기공사업계의 건전한 발전을 유도하고 나아가 국가산업발전에도 큰 영향을 미치는 중요한 기준이나 이러한 중요성에도 불구하고 그 제 개정 절차가 표준화 되어 있지 않는 바, 전기부문 표준품셈 제 개정절차, 표준품셈 실사시 여유율적용 필요성, 여유율 적용요소, 적용사례 등 국내외 관련 자료를 수집 검토하여 합리적인 적용기준(안)을 제시하고자 한다.

A Study on the Systemic Improvement for the Enactment and Revision of the National Fire Safety Code (국가화재안전기준(NFSC)의 제·개정 시스템 개선에 관한 연구)

  • The National Fire Safety Code (NFSC) sets forth the installation methods and technical standards of firefighting facilities. This information is stipulated in the attached Table 1 of the Enforcement Decree of the Act on Fire Prevention and Installation, Maintenance and Safety Control of Fire-Fighting Systems. The NFSC serves as a foundation for fire prevention and public safety. However, the current version of the NFSC has been under scrutiny due to its delayed enactment and revision process. This is because of its structural inflexibility, time-consuming procedures, and mixed usage of both performance and technical standards. Furthermore, there are difficulties with keeping its unique specialties due to the absence of a specialized, permanent independent entity that enacts, revises, and maintains its standards. Moreover, the NFSC lacks collectivity, openness, and consistency. Therefore, to overcome the aforementioned obstacles, this study investigates the operational and legal status of the NFSC and the problems regarding its enactment and revision process. Further, it presents suggestions for system improvement by analyzing and comparing the information with domestic and foreign counterparts dedicated to managing their similar technical NFSC standards. First, the study recommends that the legal performance and technical standards mixed within the current NFSC should be separated. Second, the enactment and revision of technical standards should be implemented by the private sector and not by the government. Third, technical standards should adopt a user-oriented approach for the code system.

  • Explosive substances requires much effort for safety management because of the basically risk. The risk of explosives is increasing actually explosives accidents and crimes have been occured repeatedly and explosives used IED(Improvised explosive device) or roadside bomb recently. South Korea's basic legislation on the management of explosives is "guns, swords, explosives control Act" was enacted in 1961 as many amendments have been made. However, the Act has increased complexity gradually because of the technical expertise of explosives such as the development of new techniques. This study examines the historical background of Korea's explosives management and considers enactment amendments and propose measures to improve of explosives management Act.

  • This study examines and identified a series of strategies of Russia's political elites to maintain and strengthen their dominance by reviewing the case of revisions in the election laws of Russia in 2014. At that time, a mixed-member electoral system was newly introduced, and on the surface, it seemed that the new system was a step toward meeting the demands of the people for "enhanced democracy". However, in 2016 and 2021, the ruling party of Russia won the general elections by making the most of the factors that could distort the election results inherent in the mixed-member electoral system. Therefore, this study aimed to analyze whether the revision of election laws was a mere vehicle used by the ruling party, United Russia, to maintain its political power, or whether it was a leap forward to achieve democracy. The study result indicate that the revision of election laws in 2014 was part of the policy responses to the internal conflicts in the circle of Russia's political elites, which had been rising since 2008, as well as to the public resistance. In other words, it was confirmed that the revision of election laws was one of the measures taken to "minimize competition" and "reproduce political power on a stable basis".

A Study on the Development of Subjects-integrated Career Education to Improve Career Development Competency in a Career Education Intensive Semester & Grade System: Focusing on 2015 Revised Technology & Home Economics Curriculum (진로교육 집중학년·학기제에서 진로개발역량 강화를 위한 교과통합 진로교육 방안 연구 - 2015 개정 기술·가정교육과정을 중심으로 -)

  • The purpose of this study is to activate Home Economics integrated career education for strengthening career development competency in a career education intensive semester & grade system. To do this, the trend of subjects-integrated career education, and the relationship between achievement standards of Home Economics in high school and career development competency were analyzed, methods for Home Economics subjects-integrated career education were investigated, then a case study was developed. The main research results of this study are as follows. First despite the importance of subjects-integrated career education, there are much rooms to improve in operation of the career education intensive semester & grade system. Therefore, the systematic preparation for subjects-integrated career education is required at the time of application of the 2015 revised curriculum and the expansion of the career education intensive semester & grade system. Second, all achievement criteria in three domains of Home Economics were shown to be highly related to career development competency. Eventually it could be confirmed that the Home Economics is a core subject that meets the goals of career education and hones career development competency to be prepared as future human resources. Finally, in order to strengthen the career development competency, a case study of Home Economics integrated career curriculum focusing on the association with curriculum-teaching & learning-evaluation was developed and proposed. Even though the developed case study of curriculum has not been proven yet in the class, this study is expected to contribute to the enlargement of career education of Home Economics in the career education intensive semester & grade system as fundamental data for integration of Home Economics and career education.

An Analysis of Explicit and Implicit Teaching Cases for Scientific Terms in Science Textbooks (과학교과서에 제시된 과학용어에 대한 명시적 및 암시적 교육 사례 분석)

  • This study was conducted to analyze explicit and implicit teaching cases of scientific terms in accordance with the 2015 revised curriculum, pointing out the problems of current textbooks in terms of scientific terms education and proposing method to improve them. Scientific terms used in eight science textbooks of 2015 revised curriculum, third and sixth graders of elementary school, first graders of middle school and first graders of high school were extracted, and cases used explicitly and implicitly were collected and analyzed. Brief summary of the results of the study is as follows. First, scientific terms were used in elementary, middle, and high school science textbooks at a rate of about 15 to 30 percent of the total vocabulary contained in the textbooks, which is on average more than five times larger than those in foreign countries based on the number of scientific terms included on each page. Second, among the scientific terms used in science textbooks, the percentage of scientific terms in which semantic education is achieved through explicit means was 9.7 to 18.8 percent, which naturally means that the remaining 80 percent or more of the scientific terms are presented in the form of implicit education. Third, even though the ratio of explicit term education should be higher in the lower grades, the ratio of explicit term education in elementary schools was lower than 10% in the sixth grade.
