  • Personal Mobility (PM)-related accidents have increased rapidly since PM use was activated. In response to the increase in these accidents, the government strengthened regulations for PM users on May 13, 2021. The number of the accidents in which the PM user was a victim decreased significantly. In contrast, the increasing number of accidents in which PM user was the offender did not decrease significantly. In most of these accidents, the PM user was the offender who crashed into pedestrians. Hence, the safety of pedestrians is threatened. Therefore, this study analyzed the factors, such as the regulations, urban built environment, and personal characteristics, affecting the severity of PM-pedestrian accidents by focusing on PM-pedestrian crashes. This study analyzed the PM-pedestrian accidents in Seoul from 2020 to 2021 using binary logistic regression model. Through these results, this study proposed the policy implications.

  • As the delivery industry grew around the restaurant industry along with the COVID-19 situation, the number of delivery workers increased significantly. Along with that, new forms of delivery using personal mobility (PM) also emerged and two-wheeled or PM-related accidents are steadily increasing. This study manufactures a PM's driving analysis device to establish a safe delivery monitoring environment. This system was constructed to process data collected from the driving analysis device and through a cloud server, which would recognize and record special situations (acceleration/deceleration, speed bump) that could occur during the PM's driving situation. As a result, the angular speed, acceleration, and geomagnetic values collected from the IMU in the device were able to determine whether to drive, drive on the sidewalk, and drive on the speed bump. This technology was able to achieve approximately 1600 times more driving information storage efficiency than conventional image-based recording devices.

  • Today, mobile phones have become an essential item for man-to-man communication. As more people use mobile phones, various services based on mobile phone networks and high-end devices have been developed. In addition, with the growth of the concept of ubiquitous computing, there are many ongoing studies on novel and useful services in smartphone. In this paper, for personalized service in smartphone we propose an intelligent agent that uses user modeling based on bayesian network and rule based service selection mechanism. It infers the user's status such as his current affect, how he is busy, and how someone is familiar with him from personal information and communication history using bayesian network and Provides appropriate services on the basis of the inferred information. We apply it to some realistic situation to confirm the usefulness our proposed agent.

  • This paper analyzes the characteristics of trip chaining activities of elderly and explores temporal and spatial distribution. The research also estimates ordered probit model and binary logistic model to investigate various factors affecting trip chaining and mode choice patterns. We utilized household survey data for elderly conducted in 2006 and 2010 in Seoul metropolitan area. Research results indicate that trip chaining showed an increasing trend and simple trip chaining counts for more than 85%. GIS mapping expressed spatial distribution of trip departure and arrival areas, particularly showing regional changes in job-related trips. We also found that more factors influence trip chaining in 2010, compared with 2006, and travel cost is more sensitive than travel time in determining travel mode. The research contributes to establish transportation policies based on travel behavior of elderly in a upcoming super-aged society.

  • Purpose: The recent increased use of Personal Mobility (PM) has been accompanied by a rise in the annual number of accidents. Accordingly, the safety requirements for PM use are being strengthened, but the laws/systems, infrastructure, and management systems remain insufficient for fostering a safe environment. Therefore, this study comprehensively searches the main problems and improvement methods through a review of previous studies that are related to PM. Then the priorities according to the importance of the improvement methods are presented through the Delphi survey. Method: The research method is mainly composed of a literature study and an expert survey (Delphi survey). Prior research and improvement cases (local governments, government departments, companies, etc.) are reviewed to derive problems and improvements, and a problem/improvement classification table is created based on keywords. Based on the classification contents, an expert survey is conducted to derive a priority improvement plan. Result: The PM-related problems were in 'non-compliance with traffic laws, lack of knowledge, inexperienced operation, and lack of safety awareness' in relation to human factors, and 'device characteristics, road-drivable space, road facilities, parking facilities' in relation to physical factors. 'Management/supervision, product management, user management, education/training' as administrative factors and legal factors are divided into 'absence/sufficiency of law, confusion/duplication, reduced effectiveness'. Improvement tasks related to this include 'PM education/public relations, parking/return, road improvement, PM registration/management, insurance, safety standards, traffic standards, PM device safety, PM supplementary facilities, enforcement/management, dedicated organization, service providers, management system, and related laws/institutional improvement', and 42 detailed tasks are derived for these 14 core tasks. The results for the importance evaluation of detailed tasks show that the tasks with a high overall average for the evaluation items of cost, time, effect, urgency, and feasibility were 'strengthening crackdown/instruction activities, education publicity/campaign, truancy PM management, and clarification of traffic rules'. Conclusion: The PM market is experiencing gradual growth based on shared services and a safe environment for PM use must be ensured along with industrial revitalization. In this respect, this study seeks out the major problems and improvement plans related to PM from a comprehensive point of view and prioritizes the necessary improvement measures. Therefore, it can serve as a basis of data for future policy establishment. In the future, in-depth data supplementation will be required for each key improvement area for practical policy application.
