A Study on Development of Improvements to Collaborative Energy Saving Projects with NGO (에너지절약 민간단체 협력사업의 개선방안 연구)

  • Solutions to improve collaborative energy-saving programs were developed as follow; First, the scoring for the selection of the programs between KEMCO and the NGOs' Energy Network needs to be adjusted. Second, solutions were proposed to diversify the network selected to participate in programs and to tighten the network among the participating citizens. Third, improving the compatibility with the targets that are set for the program and raising the program budget was proposed. Fourth, ideas to introduce the final evaluation guidelines for the programs by the network, to improve the convenience of the program procedures. Fifth, developing a manual to inspect energy-saving measures in households, counseling for at-home energy-saving behaviors, sharing search programs such as financial support and home repair, introducing a program energy-saving APPs.

  • 1. 전국의 산림은 산림개발의 유행에 따라 마음과 같이 3개권역으로 구분한다. 가. 용재림 개발권 주요산맥을 연하는 오지대(奧地帶) 나. 풍치림 개발권 고속도변(좌우 4km범위) 도시주변 공원지구, 기타 토지대 다. 농용림 개발권 전 가, 나 속에 속하지 않는 야산지대 2. 3대 개발권별로 우선 개발할 지역을 연차적으로 지정한다. 3. 개발지역을 지정시는 미리 산림의 용도를 구분하여 시정 고시한다. 4 개발지역내의 산주는 개발우도에 따라 개발의무를 진다. 5. 산주가 개발의무 불이행시는 대집행(代執行)으로 개발을 수행한다. 6. 대집행(代執行)은 가. 산림개발공단 나. 산림 경영을 하고 있는 능력있는 개인 또는 법인 다. 산림조합(산련, 산림포함)으로 하며, 산림청장이 지정한다. 13. 개발지역 내에서의 확정된 개발계획은 기존영림 계획에 우선한다. 14. 개발지역 내에서의 개발사업 수속절차는 이 법으로 일원화 한다. 7. 산주가 대집행자에 대하여 비용변상이 없는 한 이 양자간에는 수익(收益) 분배를 하여야 하며, 본계약의 장기 보장을 위하여 저당권 설정을 한다. 8. 산림개발의 중추적 대집행자인 동시에 경영자로서 시범적이며, 집단적인 산림개발과 임도시설 관리를 전담하는 산림개발 공단을 설립한다. 9. 장기처리와 융자지원을 위하여 산림개발 자금을 200억원 한도로 설치하고 이의 관리 운영을 전담할 산림개발 금고를 별도 법율로서 설립한다. 10. 산림개발 기금은 다음 재원으로 조성한다. 가. 국유임야 관리 특별회계의 잉여금 나. 임목의 벌채자 및 원목 수입이용 가공 판매자에 과하는 기금부담금 다. 매년 정부 예산에서 정하는 재원 11. 개발지역내에서는 취득세, 소득세, 등록세, 상속세, 양여세, 기타 공과금의 감면등 세제상의 특전을 부여한다. 12. 개발지역내에서의 산림도벌 무허가벌채등 산림 사범은 가중 처벌한다.

The Study about Library Fund program for the expansion of Library Finance (도서관 재정확충을 위한 기본조성에 관한 연구)

  • This study is intended to find out the possible ways for the expansion of Library Finance. With this necessity, it is indicated three sources, such as governmental. fund from other endowments, public donation, which is stated as the subsidy sources in the 'Library Law', and issuing lotteries as well. Firstly, it is suggested collecting governmental funds, included in budget sheet every year, to the amount of a ten billion won. Secondly, it is indicated the ways to collect funds to the amount of a five billion won respectively from other endowments, such as Korea Raising Association Fund under the jurisdiction of the Minister of Culture and Tourism, Information Promotion Fund, on the basis of statistical data, materials of inspection of the administration, and materials released by the government. Third device is to collect funds over a five billion won every year through public donation and lottery. This study is indicated that three devices to raise the library fund for the expansion of Library Finance to the amount of a hundred and twenty billion won in total as mentioned above.

A Study on the Management of the Advanced Degree Programs Commissioned by the ROK Armed Forces (육군 전문학위 위탁교육의 성과관리에 관한 연구)

  • The objective of this study is to evaluate the degree programs commissioned by the ROK Armed Forces, and to search for improvements. In order to achieve the purpose of this study, a research model was designed according to the CIPP evaluation model of Daniel Stufflebeam. The researcher conducted an analysis of documents, interviews, surveys, and data associated with the commissioned degree programs. On the basis of empirical analysis, this study debated various ways of improving the programs. This study found that the object of commissioned education in the Army did not actively reflect national defense strategy nor the army strategy in cultivating talented people. Nevertheless, this study found that the educational program helped improve individual competency because the budget for the programs was sufficient and was effectively implemented. However, there are not enough personnel to administer these commissioned programs. The contents of education strongly reflected the objective of the original commission's programs. However, the research papers produced by the students did not live up to the needs of the military to some extent. Lastly, most graduate students were satisfied with this program and found the program to be very helpful to carry out their missions and cultivate their expertise.

  • Development of IT technology as well as arrival of information-oriented society raise the curtain of 'the era of Ubiquitous Computing', implying accessing computers beyond boundary of time and space. In this era, it is expected that IT paradigms and life-styles would be transformed immensely above the experiences of 20th century. However, improvement of technology summons a new risk of cyber terrorism which have not been in the past. Thus, it is urgent to prepare for the threats in the national level. This paper point out five major threats relating to 'the security in the era of Ubiquitous Computing'. : First, spread of threats in connection with BcN establishment, second, vulnerable information-security for wireless communication, third, leakage of private information, fourth, cyber terror and deterioration of security, fifth, security problems of Korea including the drain of military information and solutions in the views of organization, personnel, technology and budget, comparing with other countries.

  • Regarding the landslide that took place around 00:08 on July 27, 2011, in a village in the city of Chuncheon (Sanjidanggol, Majeoksan, Cheonjeon-ri, Sinbuk-eup, Chuncheon-city, Gangwon-province), this paper surveyed fire-fighting officers who were injected into the site to rescue the disaster, thereby determining the problems surrounding the initial fire-fighting response and improvement measures. As a result, specialist education of volunteer fire-fighters and utilization, improvement measures included the early response ability enhancement of and cooperation between relevant agencies, the strengthening of specialist education about landslide response, the strengthening of situation management and field command system, the installation and operation of speedy field emergency infirmary, the operation of an appropriate volunteer waiting facility, the operation of an appropriate control lines, appropriate control of media, a sufficient securing of individuals' rescue equipment and fuel for heavy equipment, the provision of sufficient portable radios and chargers, the securing of fire-fighting budget thereof.

  • As the capitalist society was launched, false has been increasing day by day for the personal profit. Study after study since a long time ago has concluded that today's polygraph developed in order to determine these false. In Korea the polygraph has been used actively in current investigation agency, and passively in a private enterprise by a former polygraph examinant from the investigation agency. Each investigation agency is recruiting polygraph examinants through the strict qualifications, training education. Decisions of Supreme Court precedents about the polygraph test results are denying admissibility of evidence in reliability on the efficiency of a test equipment, way to ask, qualities of polygraph examinant, etc. The most fundamental cause of the issues mentioned in the precedents is that examinants of each investigation agency are being trained by dual education not centralized. Because of each investigation agency has its own training and polygraph examinant, each agency can occur variations every agency or every examinant, therefore ensuring the centralized educational system is needed. In this way, ensuring the centralized educational system will contribute to improve the reliability of polygraph test results and make a retrenchment in the educational budget in accordance with examinant training of each agency.

Design of The Geographic Information Database Structure for Census Mapping (센서스 지도제작을 위한 지리정보데이타베이스 구조연구)

  • In order to minimize vectorizing tasks, which require huge reso¬urces and time and to support the census mapping effectively, the geographic information databases structure has been studied. The steps of the new approach are as follows. : Step 1, Scanning the maps of the whole country and storing the image data in raster format. Step 2, Vectorizing the data of specific items for Census operation such as Enume¬ration District, and then linking to attribute data in the text format. Step 3, Designing the database with a Tile and Multi-layer structure to make a continuous map logically. Step 4, Implement Censlls Mapping System(CMS) for efficient mapping and retrieving. As a consequence of this study, the cost, manpower and time effectiveness was proved and it was confirmed to produce lIseful and high-qual ified maps for the Census. In the future, this system wi II be able to provide many organizations and individuals with the various data based on geographical statistical information.

Performance Analysis of a Mobile Stratospheric Communication System with Channel Codings over Rician Log-Normal Fading Channel Models (라이시안 로그노말 페이딩 채널 모델에서 채널 부호를 사용한 이동 성층권 통신 시스템의 성능 분석)

  • There have been increased concerns on mobile stratospheric communication system(SCS) for the purpose of advanced service of personal and high speed communication systems. In fact, this SCS is considered and studied for IMT-2000 service by ITU. Although, it is important to make accurate channel model for prediction of the SCS performance, there is no measured channel data in this system. Thus, in this paper, we estimate the performance of SCS bye use of channel model provided by Corazza(2) and modified by You(3). And also, the effects of channel codings on system performance are analyzed by deriving bit error performance based on realistic Rician log-normal fading channel models. The performance results are divided into three kinds of areas with three kinds of elevation angles 20$^\cire$, 45$^\cire$, and 80$^\cire$. And also the effects of forward error correction channel codings on system performance with Hamming(7,4), HCH( IS,7) and convolutional code of constraint length 3 and code rate R=1/2.

A Study on the Application of Groundwater Dam (지하수댐 활용방안에 관한 연구)

  • 최근 기후변화의 영향으로 가뭄의 발생빈도 및 규모가 증가하고 있다. 이에 지자체를 중심으로 대체 수자원 확보를 목적으로 지하수의 개발이 늘어나고 있는 추세이다. 국내에서는 지하수 개발 이용시설로 관정(管井)을 활용하는 것이 일반적이나, 최근에는 낙도를 중심으로 대규모 지하수자원 확보를 위한 지하수댐 건설이 논의되고 있다. 현재 우리나라에는 6개의 지하수댐이 설치 운영되고 있는데, 가장 최근에 건설된 지하수댐도 20여 년이 지난 1998년에 건설되었다. 게다가 국내에 건설된 지하수댐은 지하수맥을 이용하기 보다는, 건천화된 시기에도 하천수를 이용하기 위해 하천의 지하에 건설되어 있어 일반적인 개념의 지하수댐이라고 보기 어렵다. 지하수댐의 활용을 통해 지하수자원을 효율적으로 확보하기 위해서는 첫째, 지하수에 대한 기초자료의 확보가 필요하다. 현재 지하수법 제5조에 따라 전국 지하수에 대한 기초조사를 실시하고 10년마다 보완조사를 실시하여야 한다. 그러나 1997년부터 실시되고 있는 기초조사는 예산 및 인력 부족 등으로 아직까지 전국 전체에 대한 자료가 마련되지 못하고 있으며, 보완조사는 아직까지 실시된 바가 없는 실정이다. 조속히 지하수 기초조사를 완료하여 전국에 대한 수문지질도(水文地質圖)를 작성하고, 이를 바탕으로 체계적인 지하수댐 조성계획을 수립할 필요가 있다. 둘째, 지하수댐 건설기술에 대한 체계적인 연구가 필요하다. 현재 조성된 하천 지하에 건설된 지하수댐이 아닌, 지하수맥을 이용하는 본래의 용도에 적합한 지하수댐을 건설하기 위한 세부기술의 확보가 필요해 보인다. 셋째, 현행 지하 충전수에 대한 수질기준을 확대할 필요가 있다. 현재 하수 폐수 및 온배수 재처리수로 지하수를 함양할 경우의 수질기준은 시 도지사가 관할 구역에 대하여 수립하는 '지역지하수관리계획'에 포함된 경우로만 되어 있어, 국가 또는 개인이 지하수를 함양할 경우에 적용되는 수질기준이 부재한 상태다. 또한 지하수 충전 깊이에 따라 토양에서 발생하는 정화능력에 차이가 있으므로, 수질기준에 차등을 두어 합리적으로 적용할 필요가 있다.
