A Study on the Building Self-Publishing Repository for the Personal Digital Records (개인기록 전자출판 리포지토리 구축 방안에 관한 연구)

  • In this study, we propose a model for constructing a producer-centered self-publishing repository for the personal digital records and three operational process for practical application of the operational model. 1) As essential requirements for constructing a DSpace-based self-publishing repository, we propose producer-centered service provision, management subject, operation and management plan, how to activate the repository of digital personal records producers, copyright issues, development and dissemination process. 2) The repository model constructs a producer-centered circular structure considering these requirements. 3) Through a repository model with multiple agencies, it provides various services such as content distribution, keyword search, usage statistics, recommendation system, and open access to portal users and electronic publishers as well as individual users.

The Characteristics and Maintenance of Assemblypersons' Activity Records (국회의원 활동기록의 특성과 관리방향)

  • Assemblypersons' activities have organizational and individual nature. The activities of assemblypersons and their assistant staffs become a motive for major work performance of Korean legislature, and are also critical public services affecting contemporary political history, history of political parties and history of assemblyperson's hometown. Moreover, their activities are also characterized by work performance in favor of assemblyperson's personal interests to effectively communicate his or her achievements during term of office to electors with a view to winning reelection after the end of 4-year term of office. Assemblyperson's organization produces various types of record in the performance of these works. From the viewpoint of public archive as a product of assemblypersons' public service performance and from their own personal viewpoints, they can create their own identity by arranging their personal records that can demonstrate their own political philosophy, policy orientation, achievements during term of office, and personal features. In addition, their personal records can have much more values and significance in the sense that those records are available to electors to make it possible to highlight their own images in objective and reliable manner. Conclusively, this study underlined that the efforts for assemblypersons and their assistant staffs to keep their records well could be helpful to streamline their internal works and be also helpful for personal interests of assemblypersons. And this study proposed procedures and methods for deducing and screening a list of production archives to meet a viewpoint of streamlined internal works and needs for keeping personal records, ultimately with a view to giving practical helps for these works.

A Study on the Construction of Facet-Based Identifier for Identifying Creators of Broadcasting Video Record (방송영상기록물의 저작자 식별을 위한 패싯 기반 식별체계 구축 연구)

  • The purpose of this study is to lay the foundation for the construction of an identification system by proposing descriptive items that can identify the creators who participated in the production of broadcasting video records. In order to uniquely identify the creators of broadcasting video records, a total of seven descriptive categories, including name, gender, date of birth, name identifier system, nationality, affiliated agencies, and major fields, were organized into three categories: individual, affiliation, and role. These categories were classified and categorized into two stages. Based on the proposed structure, a total of 10 basic facets and 14 sub-facets were constructed to establish a faceted structure for identifying the creators of broadcasting video records.

Archival Memory on the Web: Web 2.0 Technologies for Collective Memory (웹에서의 기록과 기억: 집단 기억을 위한 웹 2.0 기술)

  • Archives have directly and indirectly served for memory. What is collected in archives, how it is presented to users, and how users understand and use the documents affects how a given society remembers its past. Some archival scholars see that how users interpret documents from their perspectives and by social interests may play a central role in constructing social memory because memories are often triggered by individual and social concerns of the present time. Therefore, knowing what causes users to seek for a certain materials, how they use those materials and why can offer a clue to learn how archives serve for social memory. In the Web space, the interaction between users and archives/archival materials can be easily observed. Beyond making access simple for users and promoting archival documents using Web technology, archives can serve the broader purpose of memory by skillfully exploiting the characteristics of Web 2.0 and digital cultures in a way to observe how users engage in and contribute to archival contents available on the Web. This study examines the discourses on memory in the archival context, and in particular, how archives can serve as platforms for memory within the new environment of Web 2.0 technologies. It surveys discussions on memory in relation to archives, history, and evidence, focusing on the user and use context as it is represented in the archival literature. This paper discusses how that technology provides features that allow us to see collective memory being constructed in the archives, and presents examples of how the Web 2.0 technology can structure the way users share their memories in building a larger narrative around the archive.

Status Analysis and Activation Plans for the CoPs of Records Management: focused on Education Support Offices (공공기관의 기록관리 학습동아리(CoP) 현황 및 활성화 방안 - 교육지원청을 중심으로 -)

  • By the law, "Public Records Act", all public agencies should have at least one record manager. However, education support offices and military related agencies currently have a low recruitment rate than other agencies. To overcome the absence of records manager, several education support offices ran the 'CoP(Community of Practice)s of Records Management'. To determine the current state of operation of the CoPs, a preliminary analysis was conducted on all national education support offices by information disclosures. And then the detail survey was performed by dividing the institutions with/without the CoPs, At the results, the CoPs of record managements help to perform practical task and improve individuals'skills. Meanwhile, even if the CoPs temporarily substitutes record management tasks, the record manager specialist must be recruited. In addition, we proposed an activation plan to identify and solve the obstacles in the operation of the CoPs of records management.

A Study on the Characteristics and Value of Andy Warhol's Archive, (앤디 워홀의 )

  • Andy Warhol's "Time Capsule" is an individual's daily record, but it can also be evaluated as an artwork. Andy Warhol kept most of his items in boxes until his death in 1974. Warhol's personal records contained receipts, invitations, memos, letters, voice tapes, newspapers, magazines, fan letters, mails, and exhibit materials. Andy Warhol's act of collecting items was continuous and repetitive, giving others a deeper insight into the artist's life. Warhol constantly recorded daily repetitive behaviors such as the people he met, a list of books he bought, and movies he had watched as a record producer. In addition, occasionally, he was in the position of an archivist, collecting and organizing others' records. As such, he expressed his passion for recording his surroundings. His intentionally produced or collected records contain valuable information, not only of himself but also of the people surrounding him. His personal records show that it is the material that enables people to understand and appreciate his relationship with contemporary artists, as well as the artist's education and the conditions during his time.

Establishing and Exchanging Contextual Information Based on the Authority Control of Creators of Archives (기록물 생산자 전거제어를 통한 맥락정보의 구축 및 교환 - ISAAR(CPF) 2판과 EAC를 중심으로 -)

  • It is essential to describe information on a person, family or corporate body that is responsible for creation of archives in providing archival contextual information. This paper discusses the establishment of contextual information based on the authority control of creators of archives by using international standards such as ISAAR (CPF) : International Standard Archival Authority Record for Corporate Bodies, Persons, and Families, Second edition and EAC(Encoded Archival Context). It introduces the LEAF(Linking and Exploring Authority Files) Project in Europe, which presents the model for exchanging and sharing of authority data between libraries, archives and museums by employing EAC. The concluding remarks stress limitations associated with establishing and exchanging of authority files and requirements for the establishment of archival contextual information nationally.

  • The National Archives and Records Administration (NARA) is a relatively quiet latecomer to the traditional archives of the Western world. Although the United States lacks a long history of organized public records·archives management, it has developed a modern system optimized for the American historical context. This system focuses on the systematic management and preservation of the vast amount of modern records produced and collected during the tumultuous 20th century. As a result, NARA has established a modern archival system that is optimized for the American historical context. The U.S. public records·archives management system is based on the principle that records·archives are the property of the American people and belong to the public. This concept originated during the British colonial era when records were used to safeguard the rights of the colonies as self-governing citizens. For Americans, records and archives have long been a symbol of the nation's identity, serving as a means of protecting individual freedoms, rights, and democracy throughout the country's history. It is natural, therefore, that American life and history should be documented, and that the recorded past should be managed and preserved for the nation's present and future. The public records·archives management system in the United States is the result of a convergence of theories, practices, lessons learned, and ideas that have been shaped by the country's history, philosophies, and values about records, and its unique experience with records management. This paper traces the origins of records and archives in the United States in a historical context to understand the organic relationship between American life and records. It examines the process of forming a modern public records management system that is both uniquely American and universal to the American context without falling into the two forms of traditions that reflect the uniqueness of American history.

Understanding No Gun Ri Records from the Perspective of Social Memory (노근리 사건의 사회적 기억과 기록에 관한 연구)

  • This study aims to identify and analyze how the No Gun Ri massacre records are incorporated in social memory. As a theoretical study, it discusses the characteristics of social records. First, they are social products that have an influence on personal memory. Second, they reflect variability of memory. Third, they can be used in proving an event. To analyze the memory and records of the No Gun Ri massacre, this study overviews the outline of the killings and divides it into three eras: countermemory era, memory struggle era, and formal memory era. Furthermore, this study reviews the transformation process and characteristics of each era. The representative records produced in each era are as follows: oral, and personal records in the first period; records related to committee activities, legislative activities, and research activities in the second period; and official records on the special law, and the construction and operation of a peace park in the third period. The third period shows the scalability of the records through a variety of cultural records production to remember the No Gun Ri incident.

  • 구술채록은 특정 주제의 연구사 기록화 작업에 있어 후대에 생생한 역사체험을 전승할 수 있는 최적의 연구사업이다. 특히 국내 천문우주과학 분야의 원로들이 대부분 연로하다는 점에서 한국천문학 발전사에 대한 구술채록은 시급성이 더욱 요구되고 있다. 이에 한국천문연구원 고천문연구센터는 그간 기관에서 자체적으로 수행해 온 사료분류체계 수립작업과 단발적인 구술채록 경험을 기반으로 본격적인 구술채록 연구사업을 수행할 계획이다. 이 연구는 한국천문학 발전사 구술채록 사업의 절차적 방법에 대한 기획론이다. 크게 (1)구술채록 로드맵 수립, (2) 구술기록 생산 프로세스, (3) 산출물 관리 및 활용으로 제시하고자 한다. 먼저 구술채록 로드맵 수립에 있어서는 현대 한국천문학 발전의 태동기 1950년대 중반을 기점으로 역사연구 및 주제분류를 중심으로 천문학 구술기록 특성화를 기한다. 이를 기반으로 구술대상자를 선정하고 큰 맥락의 역사와 개인 생애사를 교차하는 분석 틀을 중심으로 인터뷰 질문지를 추출한다. 이 과정에서 구술대상자의 소장 사료를 도출하여 미리 잠재적 사료 수집을 도모하도록 한다. 둘째, 본격적 구술기록 생산 프로세스에서는 전 단계에서 이행한 수집정보를 바탕으로 구술 산출물을 제작한다. 면담일지, 상세녹취록, 요약본, 이용동의서 등 기타 필요한 구술 제반 서식을 바탕으로 구술 동영상을 산출하고 라벨링한다. 이 산출물에 대한 사실관계 검증 후 최종 산출물 완성 및 기타 행정 처리로 제작은 종료된다. 마지막으로 산출물 관리 및 활용에 있어서는 사료 수집 전략의 기반 자료와 다양한 지식정보콘텐츠의 활용체계를 수립한다. 더 나아가 향후 이 연구사업은 구술DB화와 서비스 체계화를 위하여 구술아카이브 시스템을 설계하는 데 성과물을 활용한다. 이 연구기획론은 한국천문학이라는 특정 주제에 대한 것이므로 큰 틀에서의 방법은 기록학적 전개방식을 차용하지만, 역사연구와 기록의 특성화에 있어서는 한국천문학 연구사에 대한 깊은 이해가 동반되어야 한다. 따라서 광범위한 한국천문학 네트워크에 해당하는 다양한 학회, 교육기관, 연구기관 및 각종 사단법인 등의 역사와도 긴밀히 연결되어야 성과물은 비로소 가치 있고 풍부할 것이다. 이 연구를 시발점으로 향후 한국천문학 발전사 구술채록 사업에 대한 다양한 관학연구의 인식 공감대가 마련되기를 기대한다.
