An empirical analysis of the influence of external knowledge network on SMEs' new technology development and technology commercialization capabilities in the perspective of open innovation (개방형 혁신의 관점에서 외부 지식네트워크가 중소기업의 신기술 개발 역량 및 기술 사업화 역량에 미치는 영향에 대한 실증분석)

  • In today's rapidly-changing business context with technology convergence among various fields, new technology development and technology commercialization capabilities are very important to the survival and growth of small and medium-sized enterprises (SMEs). This study develops the research model based on the open innovation perspective and empirically tests it by using 2,000 data from SMEs in South Korea. The empirical analysis result reveals that SMEs' external technology collaboration network and external information network diversities have positive effects on their technology commercialization capability, and these effects are fully mediated by their new technology development capability. Based on these results, the study provides meaningful implications especially in terms of SMEs' managers who pursue entrepreneurship.

  • Smart City is the regional innovation platform that actively utilizes information and communication technologies to diversify city services and improve the performance and quality, hence improving the quality of life and creating new trends of urban activities. Recently, the importance of citizen participation is increasingly emphasized to build smart cities successfully and the Living Lab, an open innovation platform led by users, is taking center stage as a means of realizing it. Accordingly, this study aims to establish the plans for popularizing living labs that provide innovative environments for domestic smart cities. To this end, first of all, political trends related to domestic smart cities' living labs were analyzed, and then, individual characteristics and development processes of the relevant cases were investigated. In addition, in-depth interviews were conducted with the experts of specialized agencies from Netherlands, Finland, and Denmark, etc. which are considered as leading countries in smart cities' living labs. As a result, in order to popularize living labs in domestic smart cities, the following policies were proposed; establishing support systems for commercialization and dissemination, building intermediary support organizations, improvement of laws and institutions, establishing the joint response systems with neighboring areas, etc.

  • IP 네트워크를 기반으로 하는 차세대 통신망의 출현은 21세기 초반의 통신 환경을 근본적으로 변화시킬 것이다. 차세대 통신망은 사용자에게 제공될 서비스의 기능을 혁신적으로 향상시킬 것이며, 서비스를 제공하는 산업의 구조를 변화시킬 것이다. 통신장비 업체들은 차세대 통신망을 구축하기 위한 모든 제품을 경쟁적으로 개발하는 상황이며, 통신 사업자들은 이를 토대로 차세대 통신망을 구축하고 있다. 이에 따라서 차세대 통신망을 도입하려면 업무 프로세스, 관리기능과 정보, 제공된 서비스의 특성과 통신망의 규모와 복잡성이 반영된 운용관리시스템을 통해 구현된 효과적이고 효율적인 운용관리구조를 요구한다. 본 글에서는 이러한 차세대 통신망에 대한 개괄적인 기능 및 구성요소를 기술하고 이를 효율적으로 관리하기 위한 운용관리의 역할 및 기능에 대한 상세한 요구기능을 도출하고 분석하였다.

A preliminary study on the theory and phenomena of Korea Open Innovation (개방형 혁신(Open Innovation)의 이론과 현상에 관한 탐색연구)

  • Can we use the open innovation paradigm in Korean economy? Can Korea move from imitative national innovation system to Creative national innovation system without open innovation paradigm? We are looking for preliminary answers about these questions. In this paper, first of all, we review the theoretical factors of open innovation originated from professor Chesbrough, try to find out the limit of the theory, and propose the possibility of extending of open innovation from company to industrial sector, region and cluster, and national innovation system. We also review the user innovation models from Von Hippel and open business models. Second, we review the Korea open innovation cases according to the categories like as company, sector, cluster and regional innovation system, and national innovation system. Third, we prepose the theoretical and realistic implications, and next research agenda about Korea open innovation.

A Study on the XML/EDI (XML/EDI에 관한 고찰)

  • Electronic Data Interchange (EDI) has been used for business-to-business communication for almost a quarter of a century. Initial efforts Involved inter-company agreements on how to exchange commercial data, initially as information stored on tape and later as messages sent over dedicated data lines. To avoid having to use different protocols to move data between different companies, various Industry groups identified sets of data that could form the basis of individual agreements. The industry groups also sought to agree the format in which fields in such data sets were interchange so that a company only needed to develop one methodology for decoding information received without resource to human intervention. The XML/EDI specific components are built on top of existing standards for transmitting and processing XML-encoded data. These standards define shared features such as: the standard Internet file storage/naming and data transport mechanisms, file and message transfer formats, the syntax of data coded in XML, the way in which XML files can be validated by an XML parser or document object model generator, the way in which XSL presentation and data evaluation scripts can be associated with parsed objects, the use of rules and data management robots to manage application and repository interfaces.

Proposals to improve government funding of domestic start-up businesses through Living Lab: Focus on Korea Credit Guarantee Fund (사용자 주도의 개방형 혁신을 통한 국내 스타트업 대상의 정부 자금지원 개선 방안 제언: 신용보증기금을 중심으로)

  • The purpose of this study is to propose strategies for enhancing competitiveness through the utilization of policy funds, especially in the start-up companies supported by the Korea Credit Guarantee Fund. And then, the Korea Credit Guarantee Fund should develop 'user-centered policy funding model' in order to increase start-up's utilization of policy fund and support start-ups that are supported in the long run. The competitiveness of domestic start-up companies has been strengthened by 'user-centered policy funding model' and new innovations have been introduced through 'Living Lab', an open innovation. But, in order to overcome the limitation of reaching the stage of commercialization, the 'user-centered policy funding model' proposed in this study enables start-ups to be the subject of actual policy funding, and also allows users to freely apply for necessary funding at any time. Therefore, the Korea Credit Guarantee Fund has a significance in suggesting 'user-centered policy funding model' as a support model to be customized. However, since SMEs recognize the actual situation and limit acceptance of all the difficulties, the systematic analysis of the actual situation of the policy funds of the start-up by the credit guarantee fund and the related support institutions for the scientific approach of the user-oriented policy funding model need.

The Effect of Centralities of Alliance Network on Innovation Performace in Korean Defense Industry (한국 방위산업 제휴네트워크 중심성이 혁신성과에 미치는 영향)

  • As modern science and technology and warfare become to be advanced and precise, the weapon systems becomes more complex based on state-of-the-art technology. Therefore, firms in the defense industry continue to accelerate research and development for up-to-date weapon systems with high complexity which urge the firms to collaborate with the external organizations to obtain the knowledge required and eventually to reduce costs and risk. This study tries an empirical study about the effect of collaboration on the innovation performances from the network analysis perspective. By surveying collaboration relationships among 530 firms in the Korean defense industry, we analyzed the alliance network of the defense industry. Network centrality including degree, closeness, and betweenness centralities is investigated and then the relationship among the network centrality property, internal R&D capabilities and innovation is analysed. The results show that firms with high internal R&D capabilities place the firm at center of the network. On the other hand, except for the firms with highly connected centrality, no relationship was found between the internal R&D capabilities and its performance and in turn. these capabilities had both direct and indirect effects on innovation performances through mediated collaboration among firms. This study implied that Korean firms with a high internal R&D capabilities in the defense industry which utilize knowledge, information and resources within the network more frequently show more innovative performance. This result claims the policy makers to participate more firms in fostering open innovation for the defense industry.

  • 전력산업은 오랫동안 다른 산업의 발전을 위하여 에너지를 안정적이고 또 효율적으로 공급하는 것에 집중하였다. 그러나 신기후체제 출범 이후에는 에너지산업의 혁신이라는 큰 목표를 달성하기 위해 다양한 노력을 진행하고 있다. 특히 기존의 폐쇄망으로 운영되던 전력망을 개방형, 양방향 통신망으로 업그레이드를 하고 있으며, 그 중심에는 이더넷 기술이 있다. 이더넷 기술은 높은 확장성으로 전력망에 손쉽게 적용이 가능하다. 하지만 안정성, 신뢰성 등에 대해서는 추가 고려가 필요한 상황이다. 이에 본고에서는 전력망의 요구사항을 분석하고, 이를 만족시키기 위한 이더넷 활용기술 및 활용사례에 대해 살펴보고자 한다.

Korea's Global Science & Technology(S&T) Agenda -A study on Internationalization of Industrial R&D for Korean SME- (한국의 글로벌 과학기술협력 연구 -한국 중소기업의 R&D 국제화 가속방안과 중소기업코디네이터-)

  • It is increasing the necessity of technology cooperation between nations, in the world, more and more. The international cooperation for the technology development have the dissipating effect of costs and risks and encourage efficient use of the knowledge and eventually help the firms better access overseas market easily. The S&T diplomacy of Korea is, at present, on international S&T cooperation to secure technologies to strengthen base of science, technology and innovation. This tendency is closely related with the governance issue in international S&T cooperation. And This international S&T cooperation is connected with the internationalization of firms. But it is getting more difficult for a firm, especially smaller firm like Korean SME to sustain the technological advantage over any significant period. The small and medium sized enterprises as Korean SME, internationalization of R&D is difficult just to think in terms of one framework with the limited accumulation of informations and experiences. So against that situation, this paper shows a new concept 'SME co-ordinator' as the role client(or player) reinforcing international S&T cooperation, sustaining the technological advantage for Korean SME. And 'SME co-ordinator' leads Korean SME to progress 'open innovation' not 'close innovation' as well as serving adequate information about appropriate partners and capable employer to help manage the international S&T cooperation for Internationalization of Industrial R&D for Korean SME.

The Role of Open Innovation for SME's R&D Success (중소기업 R&D 성공에 있어서 개방형 혁신의 효과에 관한 연구)

  • The Korean companies are intensifying competition with not only domestic companies but also foreign companies in globalization. In this environment, it is essential activities not only for large companies but also Small and Medium Enterprises (SMEs) to get and develop the core competency. Particularly, SMEs that are inferior to resources of various aspects, such as financial resources etc., can make innovation through effective R&D investment. And then, SMEs can occupy a competency and can be survive at the environment. Conventionally, the method of "self-development" by using only the internal resources of the company has been dominant. Recently, however, R&D method through cooperation, also called "Open Innovation", is emerging. Especially SMEs are relatively short of available internal resources. Therefore, it is necessary to utilize technology and resources through cooperation with external companies(such as joint development or contract development etc.) rather than self-development R&D. In this context, we confirmed the effect of SMEs' factors on sales in Korea. Specifically, the factors that SMEs hold are classified as 'Technical characteristic', 'Company competency', and 'R&D activity' and analyzed how they influence the sales achieved as a result of R&D. The analysis was based on a two-year statistical survey conducted by the Korean government. In addition, we confirmed the influence of the factors on the sales according to the R&D method(Self-Development vs. Open Innovation), and also observed the influence change in 29 industrial categories. The results of the study are summarized as follows: First, regression analysis shows that twelve factors of SMEs have a significant effect on sales. Specifically, 15 factors included in the analysis, 12 factors excluding 3 factors were found to have significant influence. In the technical characteristic, 'imitation period' and 'product life cycle' of the technology were confirmed. In the company competency, 'R&D led person', 'researcher number', 'intellectual property registration status', 'number of R&D attempts', and 'ratio of success to trial' were confirmed. The R&D activity was found to have a significant impact on all included factors. Second, the influence of factors on the R&D method was confirmed, and the change was confirmed in four factors. In addition, these factors were found that have different effects on sales according to the R&D method. Specifically, 'researcher number', 'number of R&D attempts', 'performance compensation system', and 'R&D investment' were found to have significant moderate effects. In other words, the moderating effect of open innovation was confirmed for four factors. Third, on the industrial classification, it is confirmed that different factors have a significant influence on each industrial classification. At this point, it was confirmed that at least one factor, up to nine factors had a significant effect on the sales according to the industrial classification. Furthermore, different moderate effects have been confirmed in the industrial classification and R&D method. In the moderate effect, up to eight significant moderate effects were confirmed according to the industrial classification. In particular, 'R&D investment' and 'performance compensation system' were confirmed to be the most common moderating effect by each 12 times and 11 times in all industrial classification. This study provides the following suggestions: First, it is necessary for SMEs to determine the R&D method in consideration of the characteristics of the technology to be R&D as well as the enterprise competency and the R&D activity. In addition, there is a need to identify and concentrate on the factors that increase sales in R&D decisions, which are mainly affected by the industry classification to which the company belongs. Second, governments that support SMEs' R&D need to provide guidelines that are fit to their situation. It is necessary to differentiate the support for the company considering various factors such as technology and R&D purpose for their effective budget execution. Finally, based on the results of this study, we urge the need to reconsider the effectiveness of existing SME support policies.
