In 2015, Korea won the first place among 30 countries in Open, Useful, and Reusable (OUR) Data Index, which is an OECD's open government data indicator. On the other hand, Korea was ranked the 17th among 86 countries in Open Data Barometer (ODB) of World Wide Web Foundation. In this study, the research subject comes from two reasonable academic doubts on why the gap is wide between the two indicators of Korea and whether the OUR Data Index made proper evaluation on Korea's open government data. Based on the assumption that there may be some critical points in the measuring method of OUR Data Index, the study conducted a comparison of the two indicators. The result found that first, the two indicators almost had no correlation to each other; second, OUR Data Index had a more vague evaluation framework as well as less amount of government data for evaluation than ODB; third, while the government support takes a significant share in the OUR Data Index, it is considered as a mere input element; and fourth, the OUR Data Index does not evaluate the impact of open government data, whereas ODB includes the impact of open data on the government, economy, and society.

최근 한 호주 및 한 캐나다, 한 뉴질랜드 등 축산강국인 영연방 3개국과의 FTA가 추진되고 있으며, 주로 축산품목을 중심으로 개방이 확대됨에 따라 축산업의 큰 피해가 예상되고 있다. 이에 정부에서는 영연방 3국 FTA가 농축산 분야에 미질 영향에 대한 분석을 진행하고 있으며, 생산자단체 등과의 워크숍을 통해 대책을 마련 중에 있다. 이와 관련 본회에서는 육계산업의 실효성 있는 대책마련을 위해 다음과 같은 사향을 정부에 건의했다(본고의 내용은 본회 건의사항으로 추후 변경될 수 있으며 정부에서 마련 중인 대책안과는 무관함).

Since Henry Chesbrough coined the term "open Innovation", active theoretical and empirical research has been conducted in many sectors. In Korea, private business sector took an active role in open innovation research and its adaptation. However, many public research institutes failed to follow the private sector's suit because they compete each other for limited fund from Korean government. The present research analyzed Korea Institute of Science and Technology(KIST) Open Research Program which pioneered open innovation research by sharing KIST research fund with third party entities and proposed a way to apply the KIST case to other public sectors.

The purpose of this study was to review the government's policy on the enhancement of sports facilities for community residents regarding the lack of knowledge surrounding the infrastructure of sports facilities. The government has invested approximately 2.4 trillion won to establish 220 community sports centers, 385 billion won for 194 multi-purpose indoor centers, and 1.3 trillion won for rebuilding 1,870 school outdoor fields. On the other hand, there are problems with the link between the crumb rubber infill on sports fields and cancer, a lack of availability of indoor sports centers, and an increased federal budget deficit. It is the responsibility of government to plan and construct outdoor fields that are large enough to accommodate all people and allow them to play activities. In addition, the guidelines should ensure that the indoor space required for physical activities at each teaching station is large enough to accommodate all students in the class and handle two classes. The government should suggest the federal government guidelines based on a good understanding of the concept of infrastructure in sports facilities. The government also should make efforts to reduce the regulatory powers and provide the community with an autonomous right to plan and construct sports facilities.

The one of the big issues in fixed markets is the investment of next generation networks. The nation-wide incumbent has provided the copper cable based access networks in so far. However in the future multiple providers participant in investing network in first stage of the network investment like mobile networks. Each NRA makes efforts on the resolving construction cost of civil engineering costs through the opening conduits. To smooth operation, information opening service is needed then NRAs must determined the level of opened information and cost of usage information and so on. This paper proposed the alternation of the issues to boost the investment of the next generation networks.

혹자는 2005년 한해가 우리 농업계에서는 잊고 싶은 한해였다라고 말하기도 한다. 우리 농업의 근간인 쌀이 개방되면서 350만 농민들이 깊은 한숨을 내쉬었다. 이로 인해 국회가 있는 여의도는 물론 전국 방방곡곡에 농민들의 분노가 하늘을 찔렀다. 농민단체 대표자들은 단식농성으로, 농민들은 지구당 및 농협점거, 나락적재 투쟁 등을 진행하며 농업의 근본적인 회생을 위한 대책수립을 촉구했으나, 정부는 이를 애써 외면하고 단기적 처방만을 내놓았다. 쌀 개방뿐만 아니라, FTA, 미국산 쇠고기 수입 문제, 학교급식 조례제정 폐소 등 다사다난했던 한해였다. 한농연은 정부와 정치권에 근본적인 농업회생 대책 수립을 강력히 촉구하는 활동을 벌였으며, 여러 농업 현안들에 대해 탄력있게 대응하기 위해 분주한 1년을 보냈다. 2005년 을유년 한해 한농연 활동을 간략히 되돌아본다.

21세기의 문턱에 선 지금 세계 질서는 경제우선주의와 기술패권주의 속에서 국경 없는 무한경쟁시대로 급속히 재편되고 있으며, 정보화 또한 급속히 진전되고 있다. 이에 미국, EU 등 선진국은 정보통신분야의 기술적 우위를 바탕으로 기술개발을 강화하는 한편 다른 나라의 통신서비스 및 장비시장의 개방을 강력히 요구하고 있다. 선진국들의 강한 견제가 지속되고 있는 가운데 우리 경제는 불황이라는 커다란 어려움에 처해 있는 동시에 국내 정보통신시장은 내년을 기점으로 하여 완전히 개방하게 되어 대다수의 기업들이 커다란 혼란을 경험할 수 밖에 없을 것이다. 이처럼 커다란 위험에 처해 있는 우리경제가 이제부터 나아가야 할 방향은 어디인가? 현재의 상황을 타개하기 위한 방안을 다각도로 모색하여 보면 정보화와 정보산업분야에 관심을 갖지 않을 수 없다. 이러한 환경변화속에 우리 정부의 역할과 책임 또한 커져가고 있는 지금 정부의 정책시안과 동향에 대한 이해를 넓히고자 정보통신부 박성득 차관과 대담의 자리를 마련했다. 미래 정보화 사회에 대하여 힘주어 말씀하시는 열정과 모습에서 우리의 밝은 내일을 기대할 수 있었다.

한미 자유무역협정(FTA) 2차 협상이 이번 FTA를 반대하는 단체들의 대규모 시위와 의약품 분야의 협상 중단 사태 등 파행을 겪으며 14일 종료됐다. 지난 10일부터 5일간 서울 신라호텔에서 열린 이번 협상에서 양국 협상단은 18개 분과 및 작업반 회의를 열고 관세인하 폭과 이행기간이 포함된 상품 양허안 교환에 합의했다. 또 개방제외 분야가 나열된 서비스ㆍ투자 유보안과 정부조달 분야 개방안(양허안)도 상호 교환함으로써 3차 협상의 교두보를 마련했다. 아울러 금융개방 논의도 일부 합의점을 찾았다. 하지만 농산물, 의약품, 자동차, 개성공단 생산제품 원산지 등 핵심 쟁점에 대해서는 양측의 입장이 팽팽히 맞섰다. 특히 미국측은 의약품 협상중단과 관련해 협상 나흘째인 13일부터 무역구제와 서비스 분과 회의에 참석하지 않았으며 우리 측도 이에 맞서 이날 개최키로했던 상품과 환경분과 회의를 전면 취소하는 등 갈등을 겪었다. 기본적인 틀을 짜는데 실패한 농업과 섬유는 물론 의약품과 자동차, 쌀개방, 개성공단 문제에 있어서는 양측 모두 입장차를 좁히지 못해 향후 협상 전망을 어둡게 했다.
