호우는 우리나라에 매년 약 60여명의 인명과 6,000억원에 달하는 재산 손실을 가져오는 가장 파괴적인 자연 재해이다. 그러므로, 강수 행태의 변화, 특히 호우 빈도와 규모의 변화를 이해하는 것은 악기상과 관련된 재해를 최소화하는데 필요한 환경영향평가에 필수적이다. 최근 기후변화의 징후로써 뿐만 아니라 사회에 미치는 영향 때문에 강수 극값에 대한 관심이 크게 증가하고 있다. 기후변화가 사회에 영향을 미치게 될 규모는 기후변동성의 변화, 특히 기후극값의 강도와 빈도에 의해서 결정 될 것이다. 본 연구의 목적은 한반도 남부지방의 장기간의 강수강도와 극값의 변화 경향을 파악하는 것이다. 장기간의 일 강수 자료(1920-1999)를 보유하고 있는 대구, 전주, 부산, 목포의 자료를 산술 평균하여 남부지방의 지역 일 강수 계열을 구축하였다. 남부지방의 연강수일수는 뚜렷한 감소현상이 나타나는 반면 연강수량은 약한 증가현상을 보인다. 이로 인해서 강수일수당 강수량을 보여주는 강수강도는 뚜렷하게 증가하고 있다. 이 모든 경향은 통계적으로 유의한 수준의 변화이다. 계절별로는 여름의 강수량 증가와 가을의 강수일 수 감소가 가장 뚜렷하다. 또한 강수극값의 규모를 나타내는 90번째, 95번째, 99번째 백분위수의 값도 증가하는 경향을 보여주고 있다. 호우 사상의 발생빈도와 그에 의한 강수량은 증가하는 반면, 비호우 사상의 발생빈도는 감소하고, 그에 의한 강수량에는 뚜렷한 경향이 나타나지 않았다. 남부지방에 나타난 강수일수의 감소는 비호우 사상의 감소에 의한 것이었고, 강수량의 증가는 호우 사상의 발생빈도와 그에 의한 강수량 증가에 의한 것 임을 알 수 있다. 위의 결과는 한반도에서도 기후변화에 의한 수문순환의 강화를 나타나고 있음을 보여주는 것으로, 기후변화에 대응하기 위한 적절한 지역영향평가를 위해서는 강수 극값에 대한 보다 상세한 분석이 필요함을 제안하고 있다.

확률강수량은 하천, 하수도, 재해관련 시설 계획 등 각종 물 인프라를 계획하기 위한 기초 자료로 활용되고 있다. 최근의 기후변화 양상을 고려할 때, 지역적으로 다양하게 변화되는 강수패턴은 확률강수량 산정에 있어서도 영향을 미칠 것으로 예상된다. 이 연구에서는 현재 물 인프라 계획에 사용되는 확률강수량의 적용실태를 분석하였으며, 기후변화 영향이 점차 증가할 것으로 보이는 미래의 물 관련 인프라를 건설하거나 시설 개선에 사용되는 확률강수량이 미래 예측 강수를 고려하는 경우에 어떻게 변화되는지를 연구하였다. 인천관측소 지점을 대표 분석 지점으로 선정하여 연강수량, 일최대강수량을 제시하였으며, 기존 확률강수량을 검토하였다. 또한, 인천관측소 지점의 1961~2015년의 분단위 자료를 이용하여 임의시간에 따른 1440분 최대강수량을 산정하였으며, RCP 2.6, 4.5, 6.0, 8.5 시나리오에 따른 2016~2100년 기간의 미래 예측 강수자료에 고정시간-임의시간 환산계수를 적용하여 빈도별 확률 강수량을 산정하였다. RCP 기후변화 시나리오에 의한 미래 예측 강수를 적용한 경우와 과거 관측 자료만을 이용한 확률강수량의 차이를 분석한 결과, 편의보정 여부와 관측지점 및 확률빈도에 따라 결과에 상당한 차이가 발생하였다. 향후 물인프라 계획에 있어서는 미래 예측 강수의 패턴과 지역적 특성 등을 여러 측면으로 고려한 계획을 수립하는 것이 지속가능한 물 관리에 필요한 것으로 판단된다.
This study aims to analyze the interdecadal variation of relationship between Indian Ocean sea surface temperature (SST) and East Asian summer monsoon (EASM) during the period of 1948-2005. In the pre-period, which is from 1948 to 1975, the relationship between Indian Ocean SST and East Asian summer rainfall anomaly (EASRA) is very weak. However, in the post-period, which is trom 1980 to 2005, Indian Ocean SST is significantly positively correlated with EASRA. The equatorial Indian Ocean SST has a significantly positive correlation with EASM in spring, while Indian Ocean SST near the bay of Bengal has a positive relationship in summer for the post-period. Also the interdecadal variation of the correlation between Indian Ocean SST and EASRA is significant, but that between EASRA and the El $Ni{\tilde{n}}o$-Southern Oscillation (ENSO) is not. Atmospheric general circulation model (AGCM) test results show the pattern of increased precipitation in the zonal belt region including South Korea and Japan and the pattern of decreased precipitation in the northeastern part of Asia, which are similar to the real climate. The increase of the precipitation in August from the model run is also similar to the real climate variation. Model results indicate that the Indian Ocean SST warming could intensify the convection over the vicinity of the Philippines and the Bay of Bengal, which forces to move northward the convection center. This warming strengthens the EASM and weakens the WNPM.
Trend surface analysis (TSA) was selected to estimate a natural trend in precipitation and to examine urban influences on precipitation over five urban areas (Houston, Dallas, and San Antonio, TX; New Orleans, LA; and Memphis, TN) in the southern United States. TSA was applied to monthly, seasonal and annual normal precipitation data for the period of 1961-1990. Winter and spring have more trends than summer and fall and the period of November through March have more marked trends than the period of April through October in all study areas except the Houston area. Residual maps for Houston, Dallas and San Antonio have positive residuals in the city and downwind during summer indicating that urban effects on precipitation enhancement in these areas do exist during these seasons after eliminating the natural precipitation variations. Summer residual maps for New Orleans and Memphis have no distinct precipitation increases due to urban effects. The June residual map in New Orleans and the July residual map in Memphis have positive values in the city, but the magnitude of values is smaller than other cities.
In this study, long-term changes in means and extreme events of precipitation during summer rainy period called Changma (late June~early September) are examined based on rainfall data observed by Chukwooki during Joseon Dynasty (1777~1907) and by modern rain-gauge onward (1908~2015) in Seoul, Korea. Also, characterizations of the relevant changes in synoptic climate fields in East Asia are made by the examination of the NCEP-NCAR reanalysis I data. Analyses of 239-year time series of precipitation data demonstrate that the total precipitation as well as their inter-annual variability during the entire Changma period (late June~early September) has increased in the late 20th century and onward. Notably, since the early 1990s the means and extreme events during the summer Changma period (late June~mid-July) and Changma break period (late July~early August) has significantly increased, resulting in less clear demarcations of sub-Changma periods. In this regard, comparisons of synoptic climate fields before and after the early 1990s reveal that in recent decades the subtropical high pressure has expanded in the warmer Pacific as the advection of high-latitude air masses toward East Asia was enhanced due to more active northerly wind vector around the high pressure departure core over Mongolia. Consequently, it is suggested that the enhancement of rising motions due to more active confluence of the two different air masses along the northwestern borders of the Pacific might lead to the increases of the means and extreme events of Changma precipitation in Seoul in recent decades.
This study intends to clarify the characteristics and causes of current changes in wintertime precipitation in Korea and to predict the future directions based on surface observational $(1973/04\sim2006/07)$ and modeled (GFDL 2.1) climate data. Analyses of surface observation data demonstrate that without changes in the total amount of precipitation, snowfall in winter (November-April) has reduced by 4.3cm/decade over the $1973\sim2007$ period. Moreover, the frequency and intensity of snowfall have decreased; the duration of snow season has shortened; and the snow-to-rain day ratio (STDR) has decreased. These patterns indicate that the type of wintertime precipitation has changed from snow to rain in recent decades. The snow-to-rain change in winter is associated with the increases of air temperature (AT) over South Korea. Analyses of synoptic charts reveal that the warming pattern is associated with the formation of a positive pressure anomaly core over northeast Asia by a hemispheric positive winter Arctic Oscillation (AO) mode. Moreover, the differentiated warming of AT versus sea surface temperature (SST) under the high pressure anomaly core reduces the air-sea temperature gradient, and subsequently it increases the atmospheric stability above oceans, which is associated with less formation of snow cloud. Comparisons of modeled data between torrent $(1981\sim2000)$ and future $(2081\sim2100)$ periods suggest that the intensified warming with larger anthropogenic greenhouse gas emission in the $21^{st}$ century will amplify the magnitude of these changes. More reduction of snow impossible days as well as more abbreviation of snow seasons is predicted in the $21^{st}$ century.

The characteristics of variability of temperature and precipitation in Jeju were investigated using data observed in Jeju station for from 1924 to 2004. Annual mean temperature change for the last 81 years is $0.02^{\circ}C$ increase per year. After 1980, the increase is $0.05^{\circ}C$ per year, larger than the former. The increase of the minimum temperature is larger than that of the maximum temperature in Jeju and has resulted in the increase of mean temperature. The frequency of climate extreme occurrence of temperature and rainfall was also investigated. The temporal variation of frequency of the extremely higher temperature has increased in the 1980's with global warming. The appearance of the extremely lower minimum temperature has decreased during the summers and winters. The facts that the frequencies of rainy days has decreased and heavy rainfall days of more than 80 mm per day in precipitation has increased indicate the increase of rainfall intensity.
Changes of the characteristics in summer rainfall in the Republic of Korea by the regime shift and their causes were examined by analyzing long-term observational data. There has been an abrupt increase in rainfall variability since 1998, which was mainly due to the enhanced rainfall during August~September, although the gradual increase was also detected in June~July. In June~July, the enhanced rainfall developed as a band type covering the whole East Asia while in August~September, it is only found over the Republic of Korea with the greatest increase of 130 mm over Seoul and Gyeonggi area. The two intensified anticyclonic anomalies over the north-northwest/east of the Republic of Korea resulted in producing northerlies/southeasterlies, transporting cold/warm-wet air flows, respectively. The center of the convergence zone from the two separate systems located in the Republic of Korea, leading to a favorable condition for the development of the extreme rainfall. The enhanced barotropic anticyclonic anomalies also affected in warming the sea surface temperature anomalies covering from the eastern coast of East Asia to North Pacific Ocean, which in turn leaded to enhance warm air transporting back to the Republic of Korea.
