본 논문에서는 오염배출 기업의 도덕적(道德的) 해이(解弛)(moral hazard)를 고려한 규제자의 강제정책(enforcement)에 관하여 분석한다. 또한 환경규제위반의 경우 일반적인 범죄와는 달리 의도적인 위반 이외에도 기술적 한계에 의한 불가항력적인 위반의 가능성이 있으므로 이를 고려하여 기업의 행태를 분석한다. 규제자의 강제 수단은 벌칙의 수준과 벌칙이 주어지는 기간으로 나누어 볼 수 있다. 벌칙의 강도와 벌칙이 주어지는 기간간의 관계는 사회후생을 고려한 경우 독립적이지 않고 서로 trade-off의 관계에 있다. 따라서 규제자는 벌칙의 구조를 결정함에 있어서 이러한 관계를 고려하여야한다. 크게 두가지의 선택이 있을 수 있는데 하나는 높은 수준의 벌칙과 짧은 벌칙 기간이고 다른 하나는 낮은 수준의 벌칙과 긴 벌칙 기간이다. 본 논문에서는 벌칙이 사회에 미치는 왜곡을 고려한 최적 벌칙 구조에 관한 분석을 목적으로 한다.

가택침입이나 물리적인 납치 강도 등의 위협을 당할 경우, 개인은 외부와의 소통이 단절된 상태에서 생명의 위협과 함께 금융자산 유출의 위험에 쉽게 노출될 수밖에 없다. 본 논문에서는 이러한 상황에서 금융 계좌의 비상용 비밀번호를 이용하여 개인의 긴급한 상황을 외부에서 인지할 수 있는 고객상황 인지시스템을 제안한다. 제안하는 고객상황 인지시스템은 비밀번호 인식기, 비상상황 인식기, 경보 발령기, 비상상황 처리기로 구성된다. 제안한 시스템은 고객의 긴급 상황을 인지하여 적절히 대처할 수 있을 뿐만 아니라, 금융자산 강탈을 목적으로 하는 범죄 심리를 사전에 예방하는 효과가 있을 것으로 예상된다.

최근 개인정보보호에 대한 인식이 높아지면서 기업뿐만 아니라 국가적 차원에서도 많은 노력을 하고 있다. 하지만 이러한 현실 속에서도 운송업계는 고객에 대한 개인정보 관리가 매우 미흡 하다. 특히 운송장을 통한 개인정보 노출은 심각한 수준이며, 노출된 개인정보는 보이스 피싱, 택배 기사를 사칭한 강도, 물품 가로채기와 같은 범죄로 이어지고 있다. 따라서 본 논문에서는 운송장 정보를 키 교환방식으로 암호화한 바코드 운송장을 제안하고, 개인정보 노출로부터 안전한 배송 서비스 모델을 제시한다.

The Hawkes process is a point process with self-exciting characteristics. It has been mainly used to describe seismic phenomena in which aftershocks occur due to the main earthquake. Recently, it has been used to explain various phenomena with self-exciting properties, such as the spread of infectious diseases and the spread of news on SNS. The Hawkes process can be flexibly modified according to the characteristics of events by using various types of excitation functions. Since it is difficult to implement a maximum likelihood estimator numerically, estimation methods have been improved until recently. In this paper, the conditional intensity function and excitation function are explained to describe the Hawkes process. Then, existing examples of Hawkes processes used in seismic, epidemiological, criminal, and financial fields are described and estimation methods are introduced. I analyze earthquakes that occurred in gyeongsang-do, Korea from November 2017 to December 2022, using R package ETAS.

Finding the blood left at a crime scene is very important to reconstruct or solve a criminal case. Although numerous reagents have been developed for use at crime scenes, luminol is the most representative. Bluestar Forensic has been used in recent years, but is expensive and cannot be stored after preparation. This study aims to develop a new luminol reagent that can be stored for a long period of time while maintaining the chemiluminescence intensity at the level of Bluestar Forensic. Because luminol dissolves well in aqueous alkaline solutions, the use of sodium hydroxide in the preparation of luminol reagents can promote the decomposition of hydrogen peroxide. Magnesium sulfate, sodium silicate, and potassium triphosphate have been used as hydrogen peroxide stabilizers. The effects of the addition of these substances on the chemiluminescence emission intensity and the storage period of the luminol reagents were confirmed. The addition of a hydrogen peroxide stabilizer was shown to have no significant affect on the chemiluminescence emissions intensity or stabilized pH of the luminol reagent during storage. It also greatly increases the shelf life of the reagents. The use of magnesium sulfate as a hydrogen peroxide stabilizer is the most appropriate. When sodium perborate is used instead of hydrogen peroxide as an oxidizing agent, there is no significant change in the sensitivity and chemiluminescence emissions intensity, but the storage period is shortened. However, after the reaction with blood, the pH of the mixed solution does not increase significantly, and is judged to be more suitable than a reagent made of hydrogen peroxide.

Endless criminal act has serious effect on safety of the nation and lives of the citizens and it is causing major disorder in ruling of the nation and the society. Also internet generalization in public put country's information foundation on the latest trend on the other hand, due to lack of security concept, cyber crime is on the rise such as hacking and viruses. But with various crime occurrence and increased desire for safety of citizens, there is limit to provide high quality public security service with just police force and equipments. To solve the problems, advanced crime prevention system, not on the nation's level but on the private level was activated private security business some time ago. And now it has its firm place as a corresponding existence with crime prevention capability of police force. Still private security industry of Korea has relatively many weak points when compared with advanced countries and it should be backed up with improvement of the law and the system.

Tapes are usually used in violent crimes and may contain important evidence. Separating adhesive side should be preceded to collect these evidence. In this study, we researched a novel dual-purpose reagent that can separate the tape without damaging and develop the fingerprints on porous surface when the tape is attached to A4 paper. As a result, the reagent of 1:2 ratio of 1,2-IND stock solution and HFE-7100 can separate without damaging the adhesive surface and develop fingerprints on separated A4 paper.

Buildings that have been long neglected can suffer severe durability reduction due to factors such as rebar rust and concrete quality deterioration resulting from exposure to outside air. Furthermore, the issues associated with these suspended buildings, including safety accidents, social crimes, and environmental pollution, are becoming increasingly serious. This study investigates the current status of these buildings in the Jeju area, identifies the problems, and examines the durability of the structure in a specific location to assess the possibility of future use. Aesthetic surveys(visual and slope inspections) as well as non-destructive tests(compressive strength tests, neutralization tests, and rebar detection tests) were conducted to assess durability. The analysis revealed that the structure maintained satisfactory durability and the building's condition was good in comparison to the years of neglect.

The purpose of this study is to explore keywords within stalking-related news articles according to political orientation through the text network analysis, and then to examine the implicit intentions. Selecting total 1,607 articles including 824 articles of the conservative press(The Chosun Ilbo, The Joongang Ilbo) and 783 articles of the progressive press(The Hankyoreh, The Kyunghyang Shinmun) reported from January 1, 2018 to December 31, 2022, this study explored the aspect of topic category drawn through the topic modeling technique based on LDA(Latent Dirichlet Allocation). In the results of this study, the common topics of the conservative and progressive press were improvement of the perception of gender-based violence, personal protection & intensity of punishment, and disclosure of stalkers' personal information. Regarding the topics differently shown in those two press, the conservative press showed stalkers' harmful act, and outline of 'murder case at Sindang Station' while the progressive press showed request for aggravated punishment on the 'murder case at Sindang Station', and eradication of sexual exploitation crime (in cyber space). The results of this study imply that there are changes in the type of reporting according to ideological opinions about stalking in news articles.

Serial violent crimes have occurred more frequently. Additional attention is paid to relevant areas in which discussions has also increased. This study analyzed Young-cheol Yoo, serial killer case. Two of Yoo's crimes were studied for modus operandi. The cases selected were the premeditated break-in homicide of upper-class elderly people and the impulsive homicide of the Hwanghak-Dong street vendor. Crime motives, targets, times, places, means and methods were analyzed. Profiling techniques in Young-cheol Yoo cases were evaluated and the problems discovered during investigation were discussed. The followings are the findings of the analysis of the serial killer Yoo cases. Yoo exhibited a hatred toward the rich, the elderly, and women as well as a fear of diseases and death. Yoo's crime targets were the elderly residing in wealthy houses, street vendors and prostitutes. The numbers of victims were: 3 men and 5 women victims in 4 homicide cases involving the elderly residents in wealthy houses; one man in 1 street vendor homicide case 11 women in 11 prostitute homicide cases, so total 20 persons were murdered in 16 cases. The time of the crimes were between 10 am and noon in the homicide cases of the elderly and very late at night or early in the morning in the prostitute homicide cases. Means and methods facilitated include the use of a knife as a threat and a hammer made by Yoo to strike the head and face of victims. In the homicide cases involving the elderly, he attempted to disguise the crime scene as a burglary or committed arson to destroy the evidence; in the prostitute homicide cases, bodies were mutilated and buried in secret. 1) Generally each serial killer case has different characteristics, motives, and purposes; while some serial killer cases involve similar methods, others use different methods. Unlike other crimes, serial killers' characteristics and tastes are very different, so it is difficult to explain serial killings based on a specific model. It is important to accurately capture modus operandi of each serial killing and for detectives to familiarize themselves with them. The process of tracing and use of imagination which follows a serial killer's psychology and thought must be used to find out what kind of thoughts pushed the killer to commit the crime. In order to investigate and research difficult subjects such as serial killing, various methods, skills, and relevant knowledge should be studied, and institutional endeavors should go hand in hand with individual efforts.
