A Study on Application of Summary Procedure in Case of Software Appraisal (소프트웨어 감정의 간이절차 활용 논의에 대한 검토)

  • In copyright dispute on software, appraisal procedure is needed, which is regarded as an implementation of the right to fast trial. Considering that, in practice, there has been a long discussion of attempting to operate the software appraisal as a summary procedure. This was done usually by reducing the resources devoted to the summary procedure, however, this way inevitably makes difference in a result obtained through the procedure. Therefore, this research reviewed the previous operation of summary procedure in software appraisal, focusing on intrinsic nature of the summary procedure and role of software appraisal in the trial process.

  • PCBs는 잔류성유기오염물질(POPs) 중 하나로 변압기 절연유 등에 주로 사용되어 왔으나 환경 및 인체유해성이 밝혀짐에 따라 생산 및 사용이 금지된 물질로써 국내에서는 절연유 중 PCBs 분석이 전력산업과 변압기 절연유의 재활용 및 처리 분야에서 매우 중요한 문제로 대두되고 있다. 그러나 현행 폐기물공정시험방법은 분석절차가 까다롭고 고가의 분석비용이 소모되며 고도로 훈련된 분석인력이 필요하다. 이에 본 연구에서는 보다 저렴한 비용으로 신속하게 PCB를 분석할 수 있는 간이 분석법을 개발하고자 하였다. 현행 폐기물공정시험방법에 대한 기술적 검토를 수행하여 복잡한 전처리 절차를 축소하고 번거로운 정성 및 정량작업을 간소화한 결과, 분석비용은 약 1/2, 분석시간은 약 1/3로 줄일 수 있었다. 본 연구에서 개발한 간이 분석법을 현행 공정시험법과 적절히 병행하여 사용 할 경우 폐 변압기의 신속한 분석이 가능하여 분석비용 절감에 따른 큰 경제적 효과가 있을 것으로 예상된다.

  • The event of a Chemical disaster response personnel are causative events quickly Appearance & residual contaminant concentrations, should be identified accurately. In addition, the chemical disaster response procedure appropriate progress in the field of Chemical Composition and contaminant concentrations in order confirmation is essential. Use in the field to using the characteristics of each equipment. on-Site response equipment can not verify all the chemicals, materials detection, limited by each equipment. Detection range of equipment & specific materials should be considered complementary. In this study, using the equipment on-site detection of detection kit and detector tube, electronic detection equipment utilized for the rapid response procedure for helping a person to cope.

The Test Strip Reflectometer Method as a Quick Test Procedure for Soil Nitrate Nitrogen (토양의 질산태 질소 간이검정)

  • To find a quick test procedure for soil nitrate concentration, two methods, i.e. "Nitracheck 404" reflectometer (Eijkelkamp, Netherlands) with nitrate test strip and a portable colorimeter "Hanna Ion Specific meter(USA) with a color development reagent, were tested for twenty soils with different nitrate contents ranged between from $10mg\;kg^{-1}$ to $340mg\;kg^{-1}$. The standard deviation, coefficient of variability, and recovery from these quick test procedures were compared with those measured by conventional Kjeldahl distillation method and nitrate ion electrode method. The nitrate concentration measured by portable colorimeter method was higher in soils with low concentration and lower in soils with high concentration than those measured by conventional methods. However, concentrations measured by test strip reflectometer method was showed the similar coefficient of variability and recovery as those by conventional methods for all soil samples. From the experimental results in this study, the test strip reflectometer method was thought to be recommendable one revealed the satisfied results for accuracy, quickness, and simplicity for field test of soil nitrate concentration.

  • '09년 1월부터 환경영향이 비교적 적은 사업은 환경영향평가서 초안에 대한 주민 의견수렴과 평가서에 대한 협의를 동시에 실시하는 간이평가절차가 시행되고, 수질오염물질 신규지정 및 특정수질유해물질 관리가 강화되며, 제품과 서비스의 원료, 생산, 유통, 사용 등 전과정 동안 발생하는 온실가스 배출량을 소비자에게 공개하고 이를 통한 저탄소 소비문화 확산을 유도하여 온실가스 감축을 도모하는 탄소성적표지제도가 새롭게 시행된다. 2009년부터 달라지거나 새롭게 시행되는 환경행정 내용을 정리하였으니 참고하시기 바랍니다.

  • 가스계 소화설비는 소화약제의 특성상 방호구역내의 누설면적에 민감하게 영향을 받고, 누설면적이 너무 크면 제대로 된 소화성능을 발휘 할 수 없기 때문에 설계 및 시공, 그리고 설치 후 성능 검증 등에 주의가 필요하다. 이전 가스계 소화설비의 성능확인방법으로 종래에는 소화약제 전량을 직접방출하거나 극히 일부 저장용기의 소화약제만을 방출시키는 소위 간이시험을 실시하는 것이 보편적이었으나, 방출시험은 고비용, 일회성 및 시험절차의 난이성, 그리고 환경오염으로 인해 실제 방출시험을 통한 설비의 신뢰성 확인이 어려운 실정이다. 이러한 상황을 감안하여 가스계 소화설비의 성능검증을 위해 Door Fan Test를 활용하는 방안에 대하여 알아보고자 한다.

Optimal Two-Stage Periodic Inspection Policy for Maintaining Storage Reliability (저장신뢰도 유지를 위한 최적 2단계 주기적 검사정책)

  • In this thesis we propose a two-stage periodic inspection model for maintaining the reliability of a system in long-term storage. There are two types of tests available; a fallible test and an error-free test. The system is overhauled at detection of failure or when the storage reliability after inspection becomes less than or equal to the prespecified value. The expected cost per unit time until overhaul is derived and a procedure for minimizing the expected cost is suggested. The two-stage periodic inspection model is compared with the one-stage periodic inspection model for various parameters of the cost function when the failure time follows exponential and Weibull distributions. The proposed model is then applied to an existing missile system for comparison with the current inspection policy.

  • This paper has theoretically and practically reviewed the ISO (International Standard Organization) 17123-8 standard not only to raise the appropriateness for introducing performance criteria of GNSS (Global Navigation Satellite Systems) surveying equipment based on RTK (Real-Time Kinematic) accuracy but also to derive its proper test procedure by introducing the international standard. Field experiments have been performed to appreciate the GNSS-RTK accuracy of five selected receivers via the full testing procedure of the ISO standard, which statistically compares the so-called experimental standard deviations with themselves and with the reference accuracy. A series of statistical tests have revealed that the RTK accuracy of the same class receivers is not identical, whereas that of the different classes can be equivalent. Such a result evidences the urgency of adopting an RTK accuracy-based specification of the GNSS equipment to the performance standard, currently referenced to the static observation technique only. It is believed that this transition helps the maximization of a new generation of cost-effective receivers to legal surveying applications. Finally, this study proposes the ISO full test, comparing an experimental standard deviation with its referenced value, for a potential field verification procedure of the new performance standard.

A Study on Improving Concrete Quality Control using Customized Checklist (맞춤식 체크리스트를 응용한 콘크리트 품질관리 개선방안)

  • A concrete element is obtained through multi-steps, and its quality is affected by site conditions and control constituents of procedures. In these regards, in order to assure designed qualities of concrete and associated materials of the element good quality control method is necessary in various procedures. The existing quality control measures do not satisfy the requirements for the quality control activities at each production step. This study provides a more effective checklist for each phase of concrete work, which improves existing quality control checklist through extensive research on current practices and surveys from expertises. This paper also proposes the application of multi-facet codes to develop a customized checklist to improve the efficiency in field practices and the effectiveness in assuring the designed performance of concrete. This study finally provides a more effective checklist for each phase of concrete work by improving usability of the developed project sensitive matric quality control checklist through application experiments on construction project sites.
