  • 본 연구는 이론적 계보가 다른 다양한 기술평가 방법론을 종합하여 어떠한 기술가치평가에도 적용할수 이는 방법론적인 일관성을 제시한 것이다. 실제 기술평가에 있어서 어떠한 가치개념이 분석 초기부터 설정되어야하고 이어 대상기술의 어떠한 측면이 평가되어야 하며 그에 따른 다양한 이론이나 기법이 어떻게 적용될수 있는지를 언급할 것이다 본 연구에서는 다양한 이론이나 기법의 적용은 공공기술과 민간기술이라는 분석대상의 구분에서부터 출발해야 함을 보였다.

A Critical Review of Research on the Economic Valuation of Libraries (도서관 경제성 평가 연구의 비평적 분석)

  • The value of the library has always been recognized positively. Economic valuation of libraries and their services uses a concrete methodology that enables the quantification of library value and communication of said value among library stakeholders. This paper presents a comprehensive review of literature on economic valuation of the library based on a total of 89 studies conducted over the last quarter-century. Research on library valuation began in the mid-1990's with the formal exploration of the value of public libraries from a theoretical point of view. In the 2000's, various theories and methodologies were reviewed and put into actual measurement studies. The comprehensive review and analysis point to the need for the development of consistent and reliable set of methods, which will facilitate further application of methods and comparison of results.

  • The importance of environmental resources has been recognized over the world after Rio declaration(1992). so it is moved to monetarize environmental resources. The studies on the evaluation of nonmarket goods began also in the early 1990 in Korea. In practice the preliminary feasibility studies(PFS) are carried out since 1999 in case of major public investments projects. In PFS the Benefit-Cost analysis is practically used. which is considering the evaluation of environmental resources. But the methods for the evaluation have not been fixed up. In this study It is introduced to the theory and major methods for the evaluation of environmental resources. In the theory the evaluation is handled in aspect of demand function and supply function. The optimum level can be extracted from the two functions. In the method. travel cost method(TCM), hedonic price method(HPM) and contingent valuation method(CVM) are introduced according to the market structures.

  • 본 연구의 목적은 실물옵션이론을 바탕으로 정유회사의 가치평가기법을 제공하는 것이다. 정유회사는 가치평가를 위해서 회계적 가치외에 관리적 유연성(managerial flexibility)을 고려해야 하기 때문에 기존의 DCF방법을 적용하기 보다는 실물옵션방법을 이용하여야 한다. 관리적 유연성은 회사관리자가 적용가능한 생산관리적 기법으로서 회사의 미래현금흐름에 영향을 주고 따라서 회사의 가치에 영향을 미친다. DCF방법은 이러한 관리적 유연성을 적절히 고려하지 못하여 회사의 가치를 저평가하는 오류를 발생시킨다. 반면 실물옵션방법은 관리적 유연성을 가치평가에 있어서 주요 변수를 인식하기 때문에 정확한 가치평가의 수단이 된다. 옵션가격결정을 위한 기초자산은 크랙스프레드(crack Spread)이다. 크랙스프레드는 경유(heating oil)와 무연휘발유(unleaded gasoline)의 가격과 원유(crude oil) 가격의 차이를 나타내며 정유회사의 정유순익(gross refining margin)을 대표한다. 실물옵션방법에 의한 정유회사의 가치는 DCF방법에 의한 가치보다 두 배가 크다는 결론을 제시한다. 즉 관리적 유연성이 존재하는 회사의 경우는 가치평가에 있어서 실물옵션방법을 이용하여 가치를 저평가하는 오류를 범하지 않아야 한다.

Appraisal of Lands Using Their Availability (농경지 및 임야지의 유용성과 감정평가)

  • This paper shows that the value of land can vary based on the future availability of the land. According to the Korean principles of land appraisal by the Ministry of Land, Infrastructure, and Transport (MOLIT), the value of a piece of land is derived mainly from the latter's fertility level or local environment. In practice, however, the values of lands may vary even though their fertility level is invariant. This paper investigates a fundamental question for many professional appraisers who argue that appraisal practices are different from the principles of appraisal. It highlights the appraisal practices for agricultural and forestry lands, which have similar agricultural productivity levels or environmental conditions. It is shown in this paper that even though the fertility level of lands is invariant, the values of lands may vary based on their locations. Therefore, this can complement the principles of land appraisal. In this paper, real cases in local areas in Gapyeong County, Kyounggi province are investigated. It can be seen from the cases in the local areas that two agricultural lands may have different values based on their locations even though they have almost similar fertility levels (e.g., their physical distance from each other is less than 0.5 km but their values differ by around 19%). This paper thus argues that the value of a piece of land can be determined by its availability.

  • A variety of methods of patent valuation are written in this paper. The typical methods such as scoring method, income approach method, market approach method, DCF method, real option method, are introduced in this paper and each of them is criticized respectively. A new method, so called "GVP Method", is introduced and shows how much effective it is when patent valuation is required. And specially MPEG patent licensing method is introduced in this paper.his paper.

A comparative study on the business value assessment of local government open data assets in China based on AHP technique (AHP기법을 활용한 중국 지방정부 공공데이터 자산의 상업적 가치평가 대한 비교연구)

  • This study is based on data ecology theory and takes Chinese local governments' open public data as the research object. Data asset value assessment methods are compared from a new perspective of data business operations. The results show that the assessment model constructed using the hierarchical analysis method (AHP) can more objectively reflect the commercial value of government open data assets than the traditional cost, revenue and market methods, has the advantage of a comprehensive assessment of data value index, and better reflects the findings of a comprehensive index of regional data value. The data show that the local government data value assessment index is positively proportional to the region's digital economy development index, highlighting the driving effect on the digital economy. The results of the study provide a good help for the identification of local government data value rights. The research and practice of promoting the construction of data innovation and data business operation models, improving social well-being and promoting the rapid development of the digital economy to achieve data realisation provides a good reference.

  • This thesis is performed to suggest an objective and effective optimization plan of appraisal for archival values. Even though saving all of archives and records and passing them to descendants would be a strong preservation method, but preservation expenses cannot be ignored. Additionally the appraisal for archives is completed by selecting and preserving high-value records, preserving all of records seems not to be effective. In this aspects archivists have tried to find the appraisal standard to ensure the objectivity of it, however, existing studies cannot bring out positive method because of focusing on analyzing only theoretical analysis on appraisal. This study divides appraisal for archives in 3 steps; inquiry for the records creators, appraisal of archivists, appraisal of appraisal experts, and suggests the standard to increase objectivity and confidency of appraisal. The optimization plan of appraisal for archival values with the results of this thesis would influence on the revitalization of reappraisal for the archives in repository and archive of Korea.

  • In this study, the concepts of integrated VE analysis assessment is introduced in order to achieve "Design for Deterioration performance" in design VE phase. For this purpose, a framework for fuzzy reliability based LCC and value analysis model using fuzzy logic based approach for breakwaters Projects is suggested. It is anticipated that the methodology Proposed in this paper can also be utilized in the design and maintenance phase of other facilities where decision making is made for the fuzzy reliability based life cycle cost and value analysis.
