The Impact of Family Planning Program in Lowering Fertility (가족계획 사업이 출산율 저하에 미치는 영향)

  • Since the end of the World War II, the population explosion of developing countries has been a global concern. However, the impact of family planning program effort to reduce fertility is difficult to measure, as the effort level is endogenously determined. This paper studies if the family planning program impact is substantial and statistically significant in fertility reduction using fixed effect analysis. The fixed effect estimate shows that there is little impact of family planning program effort on fertility. Only the higher income countries showed significant negative impact.

  • 다음 글은 금년 6월 19일부터 24일까지 세계보건기구가 태국수도 방콕에서 개최한 국제회의-"가족계획의 윤리와 인간가치:개인과 사회의 권리와 책임에 관한 국제대화"-에 부진 교황성하의 연설문가운데 일부분, '자연적 가족계획의 윤리와 인간가치'부분을 발췌한 것입니다. 방콕회의를 위한 교황성하의 연설문은 오늘날 전세계에 유행하고 있는 갖가지 가족계획에 관하여 그들의 윤리문제와 인간가치문제를 제기하면서 각국 지도자들이 올바른 인구 및 가족계획관을 갖도록 촉구하고 있는데 여기 소개하는 부분은 교회가 단지 세계적 인구문제에 대해서 깊은 관심을 갖고 있을 뿐 아니라 가장 윤리적이고 인간가치를 높히는 자연적 가족계획방법을 구체적인 대안으로 제시하면서 각국이 이를 보다 널리 보급하고 관심있는 의료인, 과학자들이 이를 좀 더 연구할 것을 권하고 있는 것입니다.

Modernization Project of Korean Society and Family Politics: on the Basis of Family Planning Programs (한국 사회의 근대화 기획자 가족정치 : 가족계획사업을 중심으로)

  • This paper focuses on the process of national family politics through the project of family planning which became one of the main factors that brought the structural change in Korean families after 1960's. The family planning was established under the national project which was tightly driven by the government, and the new families were built artificially and coercibly by the plan rationality. The various and diverse forms of the national family politics were revealed in the process of the project. For example, the image of the modern families was forcedly adopted in order to justify the project, the families in this period were under microscopic surveillance in order to accomplish th e project effectively , etc. Modern nuclear families were derived through the economical and social support on the families only with a few number of children, and the structural change was made through the medical technique and support. Consequently, during the forty years after the project, the size of the families were reduced drastically, various and diverse forms of families were generated, and the modern family action and value were wide spread and generalized. Through the project, the government has been establishing th family patterns and norms which were so suitable to the modernization project that the families were able to be pulled into public sphere. The family problems in this process became very serious. However the government repeatedly forced the families to be the reoresentative of welfare state through new-modern political discourses. The welfare through the family is coerced to replace the weakness of welfare state. However the family is not the subject of the welfare, but the object of the welfare. The governmental family politics must make more efforts to gave the families to be the object to the welfare.

  • The purpose of this study was to investigate the influence of family-friendly policies on married female managers' desire for an additional child and the mediating effects of family-friendly supervisor support and work-family conflict. The analysis included 480 married female managers from the 7th survey of the 2018 Korean Women Manager Panel. Family-friendly policies were found to have an indirect effect on the desire for an additional child via family-friendly supervisor support and work-family conflict. These findings emphasize the importance of not only implementing family-friendly policies, but also creating a culture that supports them. Based on the results, approaches to interventions in the workplace to reverse the current trend of low fertility are discussed.

A Study on the Relationship of Gender Equity within Family and Second Birth (둘째 출산 계획의 결정요인과 가족내 성 형평성)

  • This research explores the relationship between gender equity within family and second birth in Korea. For a factor analysis on the intention of having additional children for women with one child, I have used the data from the 2005 National Survey on Marriage and Fertility Trend" of the Korea Institute for Health and Social Affairs. Among 516 samples(year of 20-44), women planning to have second birth are 54.7%, and others have answered that they have no intention to have second birth. As a result, main causes affecting progressing to second birth seemed to be family planning on family cycle, such as controlling age gaps between first and second child, composing children genders as they wish etc. The variable of "gender equity between couples" in progressing to second birth are of significant only with married working women group. In case of married working women, more the husband's houseworking hours increase, the more prone to progress to second birth. However, in case of housewives, gender equity level, such as husband's housework hours or share of housework are not of significant influence in progressing to second birth. Not only working mothers but also housewives need the realization of gender equity within the family and the expansion of social support system for work-family life balance.
