  • This study focused on the necessity and structural framework of tentative draft of "Act on Family Welfare". The background of this study started from the necessity that we need a holistic family welfare system to enhance the family function. The suggested act of family welfare is consisted on 4 parts, General Provisions, Arrangements of Basic Plan and Policy, Organizations and Facilities for Family Wefare and certified Personnel.

5월 여성가족부 발족, 보건복지업무 일부 이관

  • 2004년 12월 17일, 정부혁신위원회는 가족정책을 기존 보건복지부에서 여성부로 이관 할 계획이라고 밝혔는데, 지난 3월 2일 국회 본회의에서 이와 관련된 '정부 조직법'이 통과됨으로써 오는 5월부터 본격적으로 가동되게 된다. 이는 여성부가 여성가족부로 확대, 개편됨에 따라 앞으로 가족정책을 모두 총괄하는 기능을 갖는 다는 의미인데, 작년 사회복지제도가 격렬하게 반대의견을 내건 '건강가정기본법'과 '모.부자복지법이 이관된다. 이 같은 변화는 지난 2001년 여성의 권익증진, 차별개선 등 여성정책 시행을 위해 여성부가 출범하여 지난해 '영유아보육 업무'를 이관 받은 뒤 5년도 체 안되어 가족업무까지 맡겨져 여성부의 어깨를 한층 더 무겁게 하는 것이다. 정부혁신지방분권위는 작년 말 이 같은 계획을 발표하여 전통적 가족구조가 무너져 가족해체 현상이 크게 나타나며, 이에 대한 국가차원의 종합적인 예방정책의 1단계로 이같이 조정했다고 밝혔다. 그리고 이전부터 여성청소년가족부를 만들어 통합관리하자는 주장을 제기해 온 여성부도 이번 변화에 대해 굳은 의지를 보였다.

A Study on the Discourse of Family and Family Policy in the Legislative Process of Strong Family Act (건강가정기본법 제정과정에 나타난 가족 및 가족정책 담론)

  • This study explores the discoures of family and family policy in the legislative process of Strong Family Act. Critical discourse analysis was used. The results are follows. The Strong Family Act made family issue as a political agenda in spite of much critics. The characteristics of the family discourse in "strong family camp": 1) The emphasis on the moral principle in family 2) denial of deinstitutionalization of family 3) regarding the family problem as a moral and individual problem 4) regarding the state as managing and controling the family. The characteristics of the family discourse in "critical camp": 1) strong family discourse is related to "the family" ideology 2) regarding the family problem as a social, structural problem 3) regarding the state as subsiding, supplementing families. The characteristics of the family policy discourse in "strong family camp": 1) casual efficiency as justifying logics 2) family policy as means to recover family values 3) deunifying the family policy. On the one hand, the characteristics of the family policy discourse in "critical camp": 1) social consensus and academic discussion as justifying logics 2) regarding the family policy as a means of gender equality and strategical point of welfare state expansion. The discourse of family and family policy, especially 'Strong Family Discourse" resulted in conjugation of nationalism and neoliberalism.

Scale Development of Family Strength for Dual-Earner Families with Children (자녀가 있는 맞벌이가정의 건강성 척도 개발 연구)

  • This study aims to develop a family strength scale for dual-earner families with young children. Based on existing theories of family strength and a review of related literature, we draw on 80 items to measure the strength of dual-earner families. Using a sample of 747 people, all members of dual-earner families with young children, we examined the items' factor structures. Using the statistical method, we checked the validity and reliability of these items. The final scale consisted of four domains with a total of 49 items : basic foundation (basic structure, economic life, and resource management), parenting, social interest and participation (citizenship, volunteer, leisure, network), work-life balance (balance between work and family, sharing the family role, equal division of role). The developed scale can be used in the field, such as in the Healthy Family Support Center or Family Center, in the context of education, counseling, or consulting for dual-earner families. In order to enhance the usefulness and efficiency of the scale, the adequate education system for the professionals who handle this scale in the field and updated data are required.

Differences in Family Strength Based on Characteristics of Single-Parent Families (한부모가족의 특성에 따른 가족건강성 차이)

  • This study aims to analyze the differences in the strength of single-parent families based on family characteristics. Using a sample of 267 female single parents, we explore the factors that impact family strength. We found that several variables impact the strength of families headed by a female single parent: the length of time members had lived together as a single-parent family, co-residents, interactions with ex-spouses, full-time work, and household income. Based on these findings, we suggest that the length of time that single-parent families have lived together is an important criterion for planning and evaluating the family policies and services offered by healthy family support centers. Furthermore, in the context of family resource management, family policies and programs that address time management and family life planning for full-time single parents should be developed and implemented.

  • The Healthy Family Act was announced in February 2004 and has been in effect since January 2005. The purpose of this study was to determine some of the proper directions in the management of Healthy Family Centers based on the results of a six-month demonstration project. Family welfare services whose primary goal is to offer a system which support properly functining families and promoting their health, should be planned and provided from the perspective of the families involved, since they are the recipients of welfare services. furthermore, it's needed to stay abreast with rapid social changes that necessarily contribute to altering people's values. Healthy Family Centers will be placed in local communities and offer efficient education, counseling and family culture programs tailored to diverse family needs. In order to make, this work properly, all specialists and organizations associated with the project should make concerted efforts on a long-term basis.

  • Despite the diverse system development and improvement initiatives that have been created to improve the environments of child birth and nurturing, the birth rate in Korean society remains low. Some minor teenage single parents give birth and raise children. Teenage single parents are supported by the Single-Parent Family Support Act, but some of their needs are still not being addressed. As each single parent has different backgrounds and socioeconomic characteristics, an investigation is required for developing differentiated support in which they will be considered both parents and children. Therefore, this study identifies the unique problems encountered by teenage parents, focuses on single mothers giving birth, and explores measures that teenage parents can use to be independent members of civil society. Three suggestions are presented for the period from pregnancy and childbearing to parenting. First, there should be an education support plan that will enable them to finish tertiary education, and parent education. Second, measures should be created to initiate a change in direction in indifferent biological(real) fathers: these should enlighten and help them participate in rearing their children. Third, in addition to improvements of the current systems only targeting single parent-family support, which will help differentiate teenage parent support from adolescent single parent-family support, assistance should be given for teenage single parents to grow as a Subject of Rights through tailored independent support programs.
