A Study on Industry-University Cooperation Based the Link Strategy of Localization Project: Focusing on Chungcheong-Provincial Research Town Characterization Linkage Strategy (지역특화 전략에 기반한 산학협력에 관한 연구: 충청권 연구마을 특성화 연계 전략을 중심으로)

  • Innovative cluster theory promotes cluster growth as the tacit knowledge and know-how approach becomes easier through industry-academia cooperation. Industry-academia cooperation is an innovation network policy that supports joint research between industry and academia. In this respect, The Flow of recent government policy is activating I-U support office in university & research institute for enable I-U Cooperation ecosystem. Then SMB Administration was first performed "research village support program", to support SMEs in industry-university cooperative research capabilities by integrating the research, development and commercializatin of the university or research institution with excellent research base in 2013. However, I-U Cooperation R&D must be based the link strategy of Localization in order to be better composition at research village. In the case of research villages where specialized discovery strategies are well reflected, integration of similar companies in specialized fields will naturally create clusters and create synergy of research. This study searching and summarizing through a recent Hanbat National University research village. Finally, we propose the implications of government policy.

Strategies for Improving Communities of Practice in Korea by Cooperating with Residents Autonomy (주민자치와의 협력을 통한 한국형 공공도서관 실행공동체 활성화 방안 연구)

  • The study is to find the possibility of cooperation between civil servants as a mediators for changing a society in a region into community of practice. "Community" is the value-oriented concept and exists in a local community, a community of practice and a organization that have the characteristic of "Community." Public libraries as "Community" have both characteristics of local community and community of practice. And public libraries as community gives public services for neighborhood region problem-solving to people. But in Korea, Residents autonomy system in Dong gives the service to people. They all conducts the business for changing a society in a region to community of Practice. Therefore the study conducted a survey about sense of community and necessity of cooperation in the business. The results are following: The group of higher awareness on community feels less needs to corporate the work in community than the group of lower awareness on community; The group of higher awareness on community or the group having more experience on community have lower job satisfaction. Therefore the motivation on working for community is needed for the mediator.

  • Discussion of Economic Community in East Asia are active. This trend began in the late 20th from the EU and North America's regional economic integration is in response to the movement. East Asia in the late 1990s to the actual for the FTA, it was not very active. As East Asian Economic Community became one of agendas for ASEAN+3 Leaders' meeting since 2004. Japan has been positioned itself as a leading country in East Asia. However, the emergence of China in the East Asian economic community have been changes. Moreover, East Asian countries began concerns over regional economic community with frequent conclusions of FTAs and China is leading the discussion on strengthening economic cooperation in the region. Some of it in terms of economic community in East Asia will not be smooth. First, East Asian countries do not have a common goal. Second, East Asian countries have a lot of diversity. Third, China and Japan are expected to compete in the championship. Therefore, East Asian economic community should be approached in the long-term perspective.

Status and Participation Plan of Economic Coorperation in Border Region of N.Korea and China (북·중 접경지역 경제협력 현황과 참여방안)

  • North Korean leader Kim, Jung-Il visited Beijing, China, May 2010, when he made a common recognition with Chinese President Hu Jintao on construction of the Rasun SEZ and the Hwanggumpyong-Wyhwado SEZ for development of Economic cooperation between N.Korea and China and accelerating establishment of SEZs in N.Korea. However, after N.Korea's third nuclear test on Feb. 2013, the relationship between N.Korea and China became a little worse. Recently, three nations' border region near Rasun in N.Korea is reconsidered that it is very important place for collaboration between and among 2, 3 or 4 countries, S.Korea, N.Korea, China and Russia. This thesis examined these changes of cooperation and plans among the countries near the border region and proposed some measures for participation of S.Korea on the projects in the Rasun region.

  • This study categorized the viewpoint of cooperation between schools and communities into marketability and publicness, and the viewpoint of school education and lifelong education. The perspective of school education consider to utilize local resources for the growth of students. The lifelong education perspective sees cooperation between schools communities to support the learning of residents. While the marketability perspective pursues individual choices and diversity of opportunities, the publicness perspective focuses on ensuring citizens' right to learn and evenly distributing learning opportunities. From the point of view of school education, it seeks to utilize local resources for the growth and development of students, and in the view point of lifelong education schools are understood to support the learning activities of residents. Cooperation between schools and communities could be presented by categorizing them into private organization-led, educational authorities-led, and provincial authorities-led depending on the subject of the promotion. Recently, local governments and educational governments, schools and communities are developing to a stage where they cooperate to realize the vision of a educational community. For the cooperation between schools and communities the local community, cooperation between local government and educational government and the harmony between publicness and marketability are emerging as tasks.

Governance of Regional Innovation Policies of the Ruhr Area in Germany (독일 루르지역의 지역혁신정책 거버넌스 연구: 혁신주체간 협력관계를 중심으로)

  • The Ruhr region used to be a large industrial area, working as an engine of economic growth of the Germany. However, the region has been suffering from economic and social problems originating from de-industrialization. Since the 1970s, various levels of governments have attempted to solve the problems with policies of regional innovation, e.g., establishing technology parks, competence centers, and business incubators to promote start-ups, technology transfers, and networks between governments, businesses, universities, public research institutes, and the public. In this context, this paper attempts to analyse governance of regional innovation policies of the Ruhr area, based on an analytical framework developed by a groups of researchers, i.e.. Bae et al (2006), The paper concludes that the roles of governments are important in creating and implementing regional innovation policies of the Ruhr area, the policies heavily rely on the R&D capacity of local universities and public research institutes; and various levels of governments have different roles to play.

  • This study intends to research model to nation-wide Library Cooperative System in Korea and to make legal and institutional devices. For this purpose, it analyzes and investigate theories, types and model of Library Cooperation; and current status and problems in operations of major Cooperative System in all library types. The results developed new model of national wide Cooperative System on the basis of region Cooperative System.

The Comparative Analysis on Performance of the Patrol Division System (순찰지구대 운영성과에 대한 지역경찰의 인식분석)

  • This study aims to empirically analyze the police officers' recognition on performance of the patrol division system. For this purpose. Firstly, the study discusses the theoretical aspects of the patrol division system and its performance. Secondly, the analytical framework is formulated based on three levels developed for performance of the patrol division system such as efficiency of the patrol division system, partnership between police and citizen, and police officers' job satisfaction. The major findings of this study could be summarized as follows; Firstly, The level of the efficiency is below the average in all factors. Secondly, In relation to partnership between police and citizen is below the average in the level of the citizens' preference and partnership. Thirdly, the level of job satisfaction is normal. Fourthly, compared in the level of the areas, there is a difference in the recognition on four factors in efficiency and three factors in partnership. Finally, the direction of raising the level of performance of the patrol division system is explored.
