Analysis of Success Factors and Importance of Highly Skilled Meister Training Degree Course Operation

Abstract
Based on the work and study in Parallel law, the Highly Skilled Meister Training Degree Course (HSMTDC) is being operated as a pilot education project in order to establish a virtuous cycle learning system for parallel work-learning. This course aims not only to earn a master's degree and work and studying in Parallel L6 qualification at a regular four-year university but also to rise technology assessor, and nation certified workplace trainers. Therefore, in order to cultivate human resources who can perform these roles smoothly, the successful operation of educational institutions that operate high-skilled master courses and quality of training is very important. In this study, success factors for operating high-quality, high-skilled master courses were derived and the importance of each success factor was derived. To this end, we collected literature studies, FGI, similar performance indicators, and data on the performance of pilot operating institutions over the past five years. After then derived a total of 133 success factors, and based on these, a 4P-based success factor hierarchy model was designed. As a result of conducting an AHP survey of business and industry experts, the "training efficiency and value" factor was identified as the most important factor at 0.37 within the 4P level. And the success factor index belonging 4P level were of relatively high importance by ordering as "Improve participant competency" (0.176), "corporate performance" (0.101), "training program development management" (0.086), "training evaluation management" (0.082), and "Off-JT training management" (0.074). This study will provide a theoretical basis for the selection of the institution to be operated and the evaluation of the performance of educational institutions when activating the high-skilled master course, and the importance of each indicator is expected to increase the suitability of practical uses.
