A Case of Policy Implementation: Operation of Coordination and Adjustment System for IT Project

It is prerequisite for information initiatives to succeed that departments and agencies in government coordinate their policies and thus eliminate duplication relating to e-government implementation. But, the degrees of coordination among projects or programs is varied with the interest of organizations which participating at coordination process. So, for design of desirable coordination systems, it is important to understand that how the coordination systems is perceived by departments and agencies involved in and thus what they do actually. Through this study, We compared and analysed the differences of perception and behavior among central and local governments participating at ｢Coordination and Adjustment System｣. It is asserted that the linkages of operation between organizations is one of the major factors for explaining IORs in Coordination and Adjustment System. We, also, pointed out that existing research is primarily focused on the function and role of central government, so decentralization approach is neglected or disregarded excessively. Finally, policy implications is proposed to improve the Coordination and Adjustment System.

정보화사업 협의조정제도 운영에 관한 정책집행사례

전자정부 및 전자지방정부 구축과 관련하여 행정기관이 추진하는 다양한 정보화사업의 상호 조정을 통한 중복방지는 정보화 정책이 성공하기 위한 필수 조건이다. 그러나 정보화사업의 조정은 조정작업에 참여하는 정책참여기관간 이해관계에 따라 적극적으로 추진되기도 하고 방임되기도 하는 갈등의 장이기도 하다. 따라서 조정제도에 참여하는 각 기관이 제도의 틀 안에서 어떻게 제도를 인식하고 행동하는 가를 이해하는 것은 바람직한 조정제도의 설계를 위해 중요하다. 이에 본 사례연구는 중앙부처와 자치단체간 정보화사업의 중복을 방지하기 위해 운영되고 있는 협의조정제도에 참여하는 행정자치부 및 여타 중앙부처와 자치단체가 제도운영에 대해 갖고 있는 인식의 차이와 행태를 비교․분석하고 있다. 이를 통해 협의조정제도의 조직간 관계에서는 특히 업무연계성이 중요 요소라는 점과 정보화사업 추진체계에 대한 그간의 연구가 분권적 관점을 소홀히 해 온 점 등 정책집행에 관한 이론적 함의를 제시하고 동시에 향후 협의조정제도의 개선과제와 관련한 정책적 함의를 제시하였다.
