Improvement Ways of Operating Method of Tools for Evaluating the Energy on Building System based on Analysis of EPC System in Europe

Abstract
It is a global issue to lower the environmental impact of building by reducing the building energy consumption. Fortunately, the effective use of energy on building came to be possible with the update of the system for evaluating the energy consumption in accordance with advancement in the technology of energy control. Thus, there are a lot of changes in the field of building energy policy, legislation and regulations. How to reflect the changes into the system as fast as possible is one of the important issues these days. It should be equipped with the efficient operating method of evaluating tool in order to apply the future changes and supplement factor to the system rapidly. There are two evaluating tools related to building energy legislation. ECO2 and ECO2-OD softwares are used respectively as Energy Efficiency Rating System and Regulation of Total Consumption of Building Energy. Those softwares are compliance with ISO13790. However, there are no disclosed algorithms of those softwares in the Republic of Korea. Each system uses the only one evaluating tool which was provided by the designated management agency. This kind of the closed system, especially as an evaluating tool, can be an obstacle to cope with the changing policy. The paper is to suggest some advanced approaches to the current operation of the system in the Republic of Korea.
