Issues and Improvements Related to Barrier-Free Maintenance Standards of Small Scale Facilities from the View of Visually Impaired's Characteristics - Case Study of Kansai Region in JAPAN -

Abstract
In this research, issues and improvements related to barrier-Free maintenance standards of small scale facilities, and it aims at proposing the device of actually realizable barrier-free consideration. In Japan with rapidly aging population, New Barrier-Free Acts were enforced in 2006 and comprehensive measures are in progress for village construction. However, when looking into "spaces designed in consideration of the aged and the disabled", there are many areas that fail to reflect the need of users. Korea also, due to the rapid increase in elderly population, Barrier-free design and universal design has been recognized importance. The following things became clear as a results of investigation. 1) When reviewed "Report on Improvement Plan for small-scale facilities, etc." which is based on "Ordinance for Town Planning of Welfare", many cases were found where improvement standards have not been conformed to, including entrance of facilities; 2) There were many problems in the area of building shapes interior works such as improper circulation planning or fixture layout. In an effort to solve this kind of architectural problem, human ripostes to meet the users' need have been noticed in some areas including barrier-free menu.
