A Study on the Standardization of Information for the Integrated Management of Researcher's Information

Abstract

The designated professional institutions are individually establishing and operating information systems to manage R&D projects and information of researchers; however, systems of each institution do not allow sharing of information, resulting in researchers entering their information and achievements multiple times in each individual system. This paper investigates and analyzes the factors that hinder the research, and designates duplicate entry of researcher information due to the current system designs as the cause. This paper proposes an integration of personnel information as a solution to the issue and suggests a standard for the subject areas and management items for the integration of information. Ultimately, this paper suggests an establishment of a standard database model that is based on the proposed standard, a model that enables the convenient establishment of an information system. According to the results, it is estimated that this process will be effective to over 30% of estimated researchers whose information is entered in duplicate in the individual information system.

연구관리 전문기관은 연구개발과제를 수행하는 연구자의 정보를 관리하기 위해 정보시스템을 개별적으로 구축·운영하고 있으나, 상호 정보공유가 되지 않아 연구자는 본인의 기본정보 및 연구업적을 개별 시스템에 중복으로 입력하고 있다. 본 논문에서는 이러한 저해요소가 발생하는 원인을 분석하여 근본원인인 정보시스템의 난립으로 인한 연구자정보의 정보 중복등록 문제를 극복하고자 하였다. 이를 위하여 연구자정보의 물리적인 통합이 가능하도록 연구자정보의 주제영역(Subject Area) 및 관리항목(Managed Item)의 표준화를 하였으며, 연구자정보를 통합관리 할 수 있는 정보시스템 구축을 위한 표준화 결과를 적용한 데이터베이스 개념 모델(Database Model)을 제안하였다. 이 표준화를 기반으로 한 연구자정보 통합이 이루어진다면 현재 개별 정보시스템에 중복되어 등록되어 있는 연구자로 추정되는 32.3% 이상의 연구자에게 효율적으로 작용할 것이다.
