A Study on the Determining Factors For Assessment Criteria of Project Performance Capability of CM(Construction Management) Considering Safety

Abstract

The construction industry has the most safety accidents of any of the domestic industries. Special care must be taken because disasters in the construction industry lead to social problems caused by huge property losses and casualties. As a result, there is a growing awareness of disasters occurring in the construction industry, and government departments are tightening their regulations on safety management. In particular, the OSHA (Occupational Safety and Health Agency) focuses on the expansion of protection targets and the clarification of responsibility in the full amendment OSHA. As a result, a study that focuses on the client's responsibility for safety management is needed. In this study, the project performance capability assessment of construction project management contractors, which is being carried out with uniform assessment criteria without considering the characteristics of the construction project, is considered and all the amendments to the OSHA are considered, and the factors were derived for improvement measures.

건설업은 국내 산업 중 안전사고가 가장 많이 발생한다. 건설업의 재해는 막대한 재산손실과 인명피해로 인한 사회적 문제로 이어지기 때문에 더 각별한 주의를 기울여야 한다. 최근 이로 인해 건설업에서 발생하는 재해에 대한 경각심이 높아지고 있으며 정부 각 부처에서는 안전관리에 관한 규정을 강화하고 있다. 특히 산업안전보건공단에서는 이번 산업안전보건법 전부개정안에서 보호대상의 확대와 책임 소재의 명확화에 중점을 두고 있다. 이에 따라 발주자 책임강화에 따른 건설사업관리자 선정 시 안전을 고려하는 요인 중심으로 분석한 연구가 필요한 실정이다. 따라서 본 연구에서는 먼저, 성장하고 있는 건설사업관리 시장에 비해 증가하고 있는 건설재해에 대한 저감 대책 중 하나인 산업안전보건법 전부개정법률을 참고하였고, 다양한 건설사업의 특성과 안전 요인을 고려하지 않은 획일화된 건설사업관리용역업자 사업수행능력 평가기준을 개선하기 위해, 발주자의 입장에서 건설사업관리자를 선정할 때 안전에 대한 항목을 참고할 수 있도록 관련 요인을 도출하고 중요도를 분석해 새로운 평가의 기준점을 제시하고자 한다. 이를 위해 법령, 국내 논문 및 문헌, 해외 사례 등을 바탕으로 기존 연구와 문헌을 고찰하고, 전문가 면담을 통해 항목을 선정하였다. 선정된 항목은 4가지 상위요인 그룹으로 분류하여 총 19가지의 하위요인으로 정리하여 공공기관 및 민간사업 잘주처 관계자 및 건설사업관리업 종사자, 안전관리자에게 쌍대비교설문을 실시하였다. 수집된 설문조사 결과 데이터를 바탕으로 계층 분석적 방법인 AHP기법을 활용하여 상대적 중요도를 비교하고 우선순위를 분석해 최종적으로 안전을 고려한 건설사업관리 사업수행능력 평가기준에 필요한 요인을 도출하였다. 본 연구의 결과가 발주자 입장에서 건설사업관리자를 선정함에 있어 안전관리 요인을 고려할 수 있도록 도움이 되고 건설 산업 전체의 재해 저감에 기여할 수 있는 기초적인 자료로 활용되기를 기대한다.
