자활사업 참여경험에 관한 연구 : 자활사업 참여자를 중심으로

A Study of the participation experiences of the Self-Sufficiency Program : Focusing on participants in Self-Sufficiency Program

본 연구의 목적은 자활사업 참여자의 사업 참여경험의 본질을 현상학적 방법을 통해 심층적으로 이해하는 것이다. 이를 위해 본 연구에서는 중앙자활센터의 "2015년 고용 복지 연계를 통한 근로빈곤층의 자립지원 강화방안 프로젝트" 내 질적 자료인 전국 지역자활센터 참여자 48명의 심층인터뷰자료를 사용하여 현상학적 방법으로 분석하였다. 연구결과, 214개의 의미 있는 진술 및 일반적인 재진술과 24개의 주제, 9개의 주제모음, 5개의 범주를 도출하였으며 이를 토대로 참여경험의 공통분모적 본질을 엿볼 수 있었다. 참여자의 자활사업 참여경험은 '강제된 근로활동'이고, '자활사업 내에서 소외'였으며, '위기만을 겨우 모면할 수 있는 일자리'라는 맥락적 본질을 보였다. 동시에 자활사업 참여경험은 '스스로의 삶에 변화를 위한 동기가 일어나는 기회'이고, '자립을 위해 앞으로 나아가기 위한 디딤돌'이라는 본질이 도출되었다. 연구결과를 토대로 자활사업의 긍정적 기대효과를 창출하기 위한 실천적 정책과제를 제안하였다.

The purpose of this study was to understand how participants' experiences of participating in self-sufficiency projects were. To do this, we analyzed phenomenological methods using in-depth interview data of 48 participants from the Central Self-Sufficiency Foundation, which is qualitative data of the "Project for Strengthening Self-Support for the Working Poor". The study revealed 214 meaningful statements and general re-statements, 24 themes, 9 themes cluster, and 5 categories. Participants' experience was found to be forced work, felt alienated from the self-sufficiency business, and could not receive a clear vision for the future. At the same time, the experience of participating is an opportunity for motivation for change in one's own life, and the essence of becoming a stepping stone to move forward for self-reliance has been derived. Based on the results of this study, we proposed a practical policy task to create a positive expectation effect.
