A Case Study on the U.S. GSA(General Services Administration) Design Excellence Program Focusing its Features and Developments

Abstract

The purpose of this study was to analyze features and development process of the U.S. GSA Design Excellence Program. Precedent researches on the GSA Design Excellence Program were conducted to propose improvement of the public architecture design selection process, introduction of a public building design guideline and establishment of an agency involving peer professionals. However, the GSA Design Excellence Program has not been discussed comprehensively but was mentioned as a part of comparative studies. Only evaluation of certain period of Design Excellence Program was included to support necessity of new policies and institutions without investigating transformation and development process of the system and the organization. This study focuses on the case study of GSA's Design Excellence Program from 1994 till 2014, based upon exploration of courthouse projects initiated with inception of Design Excellence Program, GSA Design Award winning projects including the notable San Francisco Federal Building and Eisenhower Memorial Competition. With this research, uniqueness of GSA Design Excellence Program can be discovered with its evolutionary developments in its detailed guidelines for transformative procedures, policies, building types and design values.
