A Study on Improving Management & Operation of TMC

ITS 교통관리센터 운영관리 방안 연구

Currently many Traffic Management Centers(TMC) have been constructed, there are in the process of operating and propelling. Although many TMC are constructed up to now, we have no discussion about positive operation plan and no many studies. We consider that the center should foster many experts for a qualitative development. So we provides to analysis internal and external operation system of UC and to Present the solution about a problem of government subject and an adequate scale of operation system. Also we Present a drawing up plan about regular and occasional educational plan and operation manual for activating the educational system. We suggest that many TMC and government should pay attention to those issues and invest money in operation issues and researches.

현재 국내에는 많은 ITS관련 센터가 구축또는 운영중에 있다. 그러나 대다수 센터가 구축되기까지의 과정만큼의 운영에 있어서도 적극적인 발전방안과 연구가 진행되고 있지는 못하고 있는 실정이다. 이에 센터 내 연구부서 및 전문인력의 활성화로 질적인 진화가 이루어져야 하며, 본 연구에서는 현재 구축 및 운영중인 국내외 교통관리센터 운영조직을 분석하고 직접관리 분야 및 유지관리용역 분야 등 관리주체의 문제, 운영조직의 적정규모 및 권장안을 제시하고자 한다 또한 교육체계를 활성화할 수 있는 정기 및 수시교육방안과 업무매뉴얼 작성방안도 제시하였다. 향후 이를 기반으로 많은 연구가 구체적이며 다각적으로 진행되어야 할 것이며 센터 주관기관 또는 지자체 또한 이에 대한 관심과 투자를 아끼지 말아야 할 것이다. 또한 적절치 못한 인력배치와 전면적인 위탁관리도 시스템의 성능을 저하시킬 우려가 있음을 유의해야 하며, 국내 교통관리센터 통합연구조직 등 각 시스템을 위해 보다 효율적이고 내실있는 연구를 진행할 수 있는 여건이 마련되어야 할 것이다.
