An Exploratory Study on Inhibiting Factors and Enabling Factors of the Integration of Business Planning and Information Systems Planning

사업계획(Business Planning)과 정보시스템계획(Information Systems Planning) 통합의 저해요인 및 성공요인에 관한 탐색적 연구: 한국의 보험산업을 중심으로

Abstract

It is necessary to assess and reap the benefits of integrating BP(Business Planning) and ISP(Information Systems Planning) in creating competitive advantage and ensuring superior financial performance. Securing and maintaining of integration between BP and ISP is frequently cited as a critical concern of IS managers. In general, however, BP and ISP are not integrated, and organization's strategy isn't supported effectively. Therefore, this paper identifies the current stage of BP-ISP integration of Korean insurance industry based on the survey and then reveals inhibiting factors and enabling factors for BP-ISP integration through the interview with IS managers of type 3 and type 4 companies. The results of this paper suggest factors to accomplish BP-ISP integration successfully for companies which are considering BP-ISP integration.

최근에 경쟁우위를 창출하고 보다 나은 재무적 성과를 확보하는데 있어서 정보시스템 계획과 사업 계획을 통합시키는 효익을 평가할 필요성이 증대되고 있다. 이러한 사업 계획과 정보시스템 계획의 통합유지가 정보시스템 관리자들에게 중대한 관심분야로 자주 언급되고 있지만, 조직의 사업 계획과 정보시스템 계획이 통합되지 못하고 있어 조직의 전략을 효과적으로 지원하지 못하고 있는 것이 일반적인 현실이다. 또한, BP-ISP의 연계에 관한 연구는 많이 행해졌지만, BP-ISP 통합의 필요성이 선행 연구에 의해 명확하게 제시되고 있음에도 불구하고 BP-ISP의 통합에 관한 연구, 특히 완전 통합을 이루기 위한 방안에 관한 연구는 이루어지지 않고 있는 실정이다. 이에 본 연구에서는 Teo와 King(1996; 1997)이 제시한 바와 같이 BP-ISP 통합 단계를 별개의 관리적 통합(type1), 일방향 순차적 통합(type 2), 쌍방향 상호적 통합(type 3), 완전 통합(type 4)으로 구분하여 이를 토대로 설문조사를 통해 우리나라 보험산업이 현재 BP-ISP 통합 단계 중 위치한 단계를 살펴보고, 쌍방향 상호적 통합(type3) 또는 완전 통합(type 4) 단계에 있는 기업을 대상으로 인터뷰를 실시하여 기존 연구들이 간과한 BP-ISP 통합의 저해 요인 및 성공 요인을 밝히는 연구를 수행하였다. 본 연구의 결과는 BP-ISP 통합을 고려하고 있는 기업들에게 통합을 성공적으로 이루기 위한 요인을 제시해주고 있으며, 앞으로 우리나라 기업을 대상으로 BP-ISP 통합 단계를 진단해 보고, 실제로 BP-ISP 통합이 조직의 성과에 기여하는가, 또한 본 연구에서 제시한 저해요인과 성공요인이 실제로 통합에 중요한 영향을 미치는가 등에 관한 연구를 진행할 수 있을 것으로 기대된다.
