초록

2002년 6월 11일 총무성은 이동통신분야에 있어서 경쟁을 촉진하고 한층 다양하면서도 저렴한 서비스의 제공으로 이용자의 이익을 실현하기 위해 기존 이동통신사업자의 무선네트워크를 활용하여 다양한 서비스를 제공하는 MVNO의 진입을 촉진하기 위한 $\ulcorner$MVNO에 관한 전기통신사업법 및 전파법의 적용관계에 관한 가이드라인$\lrcorner$ (안)을 책정ㆍ공표하였다. 본 고에서는 일본의 MVNO 등장배경과 MVNO 규제제도 현황을 검토 한후 시사점을 도출하였다.

To increase consumer benefit and to expand the competiveness of the mobile telecommunications market, the Ministry of Public Management, Home Affairs, Posts and Telecommunications (MPHPT) announced guidelines of MVNO in June 11, 2002. Thus, this paper examines the MVNO regulations in Japan and its implications.
