  • 'JOBLESS GROWTH' is a word to explain the world's common problem of unemployment. But, 'highly educated youth unemployment' is the unique condition that Korea society is facing. In this paper, we determine the cause of the problem with causal loop diagram and reach the conclusion. It is the paradigm to be highly educated person and that paradigm became permanent after the Korean War. People think that only highly educated person can bring wealth and honor, so they spend much money for their children's private education to enter university. Though young people receive bachelor's degree, they spend much money to get job. To solve these problems, this paper suggest three solutions. The first is to shift the paradigm to be highly educated person. The second is to expand the opportunities of public education as education system of Finland. And the third is to support the youth aptitude.

  • Despite continuous efforts of the government, youth joblessness in Korea has remained as a top policy priority. At this end, the study focuses on the causes of youth labor market problems and tries to seek for policy directions. While the previous research attempted to explain youth joblessness based on the labor demand and supply, this study follows a job search model which emphasizes a job matching process. A theoretical model and empirical results predict that a mean duration of unemployment could decrease if an implicit income of unemployment declines or a rate of job offer rises. From policy point of view, it is advisable to raise incentives for labor demand and to strengthen employment services because a policy to lower an implicit income of unemployment may not secure policy target efficiency.

The findings are discussed in terms of their general implications for understanding the importance of culture in employment seeking settings.

Main analysis result and policy imply, is as following. First, although youth employed's non-standard employment shows some decrease, employment youth hierarchy was construed that youth of our country is consisting very changefully because appear great turnover that is converted by unemployment or Not economically activity population same period. Specially, non-standard employment phenomenon of woman or low in scholarship person appeared notedly, and because phenomenon that is converted by unemployment or Not economically activity population is expose that is deepened, discriminating policy of government dimension is required for employment stabilization of these class. Second, show result that danger to escape to non-standard job risk trap which seeking employment activity of youth class is arranged case or company which is formed by official path is suitable becomes low, must formulate path of employment about youth class and improve qualitative level of employment through suitable job placement education of youth class or function (technology) level. Third, when was construed, but take into account that the although large enterprise have low risk in non-standard job, recently employment of youth class consists very limited, rather small scale business or smaller enterprise's competitive power preferably need to be plan. Finally, danger to non-standard job youth employed's company form is government connection wonder was expose that high, Such result can do that it is difficult by limited research period, but reflect actuality that youth unemployment policy of our country is enforced laying stress on public labor or unregular job employment such as internship system. Therefore, current youth unemployment policy may have to change by employment policy that can secure stable work record by youth class or act as bridge-building that promote conversion by full-time job.

  • Initially entering into the job market during hard times with unfavorable market institutions has a persistent, negative effect on young workers' subsequent employment. This paper analyzes hysteresis in youth unemployment by using a composite fixed-effect panel data model. Data sets for the age-cohort unemployment rate and for labor market institutions are constructed from OECD statistics from 21 advanced economies, including Korea, from 1985 to 2017, and are then readjusted to match with the peculiarities of the Korean market. In Korea, with a less-aggressive stance on active labor market policy spending, a male worker who experiences a one percentage point higher youth unemployment rate when he was 20- to 29-years-old has a 0.146 percentage point higher unemployment rate at the ages of 30-to 34-years-old and a 0.035 percentage point higher unemployment rate at the age of 35- to 39-years-old. These figures are larger than those in most countries that have more aggressive spending schemes. These findings point out that hysteresis in the Korean labor market can be mitigated by expanding active labor market policy spending more aggressively and more effectively.

  • Introducing a concept of 'the Effect of My Mom's Friend's Son'(MMFS Effect) into the conventional job search theory to develop it further, we try to estimate its effects on the hazard rate of youth pre-employment duration with some proxy variables such as his/her parents' schooling, monthly temporary/daily workers ratio, monthly average wage differentials between the workers of large and small firms. The results confirm us the fact that so called 'MMFS Effect' has been strengthened gradually up to recently. Their policy implications are as followings. Firstly, from the standpoint of shortening job searching period of youth and raising the hazard rate of their unemployment, the trend that the differentials of wages and quality of jobs in the labor market are expanding continuously is not desirable at all. Secondly, the problems of youth unemployment cannot be solved easily only by providing correct and relevant informations about the labor markets simply.

  • This study examines the effects of the "youth unemployment bonus" program implemented in 2004. We view this program through the lenz of search-matching models and apply a quasi-experimental approach to an administrative unemployment insurance database of Korea. This episode is particularly useful because the program aims at long-term unemployed youths and the size of public assistance is large enough to subsidize employers for a year with a monthly subsidy of about $600. The main effects are found to be as follows: (i) the search period gets shortened by 18 days, (ii) the subsequent wage has increased by about three percents, and (iii) a conservative benefit-cost analysis reveals the validity of this program. We interpret these results in the context of general equilibrium models.

  • Recently domestic youth unemployment rate has increased continuously. The cause is due to construction recession. As a result, the youth unemployment rate was approximately 8.0% in 2013. In particular, graduates of civil engineers and architecture engineers are difficult to find a new job. Major construction companies also prefer new employees rather than career employees. Therefore, the employment rate of construction-related university graduates is continuing decline. Accordingly, construction and technical engineers will be aging. Therefore, this study was looking for ways to promote the overseas expansion of young construction engineers. And this research has suggested the ways which young engineers can find a new job through improving the system.

  • Prolonged recession has caused the youth unemployment rate in Korea to remain at a high level of approximately 10% for years. Recently, the number of unemployed Koreans in their 30s and 40s has shown an upward trend. To expand the government's employment promotion and unemployment benefits from youth-centered policies to diverse age groups, including people in their 30s and 40s, prediction models for different age groups are required. Thus, we aimed to develop unemployment prediction models for specific age groups (30s and 40s) using available unemployment rates provided by Statistics Korea and Google search queries related to them. We first estimated multiple linear regressions (Model 1) using seasonal autoregressive integrated moving average approach with relevant unemployment rates. Then, we introduced Google search queries to obtain improved models (Model 2). For both groups, consequently, Model 2 additionally using web queries outperformed Model 1 during training and predictive periods. This result indicates that a web search query is still significant to improve the unemployment predictive models for Koreans. For practical application, this study needs to be furthered but will contribute to obtaining age-wise unemployment predictions.
