Gale Disaster Damage Investigation Process Provement Plan according to Correlation Analysis between Wind Speed and Damage Cost -Centering on Disaster Year Book- (풍속과 피해액 간 상관관계분석에 따른 강풍재해피해조사 프로세스 개선방안 -재해연보를 중심으로-)

  • Across the world, the industrialization has increased the frequency of climate anomaly. The size of damage due to recent natural disasters is growing large and fast, and the human damage and economic loss due to disasters are consistently increasing. Urbanization has a structure vulnerable to natural disasters. Therefore, in order to reduce damage from natural disasters, both hardware and software approaches should be utilized. Currently, however, the development of a statistical access process for 'analysis of disaster occurrence factor' and 'prediction of damage costs' for disaster prevention and overall disaster management is inadequate. In case of local governments, overall disaster management system is not established, or even if it is established, unscientific classification system and management lead to low utility of natural statistics of disaster year book. Therefore, in order to minimize disaster damage and for rational disaster management, the disaster damage survey process should be improved. This study selected gale as the focused analysis target among natural disasters recorded in disaster year book such as storm, torrential rain, gale, high seas, and heavy snow, and analyzed disaster survey process. Based on disaster year book, the gale damage size was analyzed and the issues occurring from the correlation of gale and damage amount were examined, so as to suggest an improvement plan for reliable natural disaster information collection and systematic natural disaster damage survey.

A Study on the Inhabitant-friendly Improving a Village Environment in Rural Disaster Villages (농촌재난마을 주민친화형 마을환경개선 콘텐츠 적용방안에 관한 연구)

  • Disasters that occur most frequently in rural areas are drought, flood, damages from wind and cold weather. In order to overcome the damage caused by natural disasters, various projects related to safety and disaster prevention. However, Government-centered disaster recovery operating system showed difficulties to utilize the natural scenery and ecological environment of rural villages. So the participation of the residents is necessary. Therefore, this study aims to find a more effective disaster recovery direction by suggesting the application method, Inhabitant-friendly improving a village environment contents in Rural Disaster Villages, for continuous disaster management. The research methods were literature analysis, interviews, and expert discussion. As a result, it was found that the rural disaster village environmental improvement facilities, inhabitant-friendly recovery system, and inhabitant-friendly village environment contents and suggests a application method of inhabitant-friendly village environment contents. The research will be used as basic data when preparing a guide for improving the environment for residents in rural villages.

An Observational Study on the Differences in Thermal Characteristics of the Upo Wetland and Converted Areas from Wetland to Paddy Field

  • This study intended to collect data for evaluating the meteorological value of Upo Wetland which is the largest wetland in the downstream of Nakdong River. The observations were conducted in summer at the Upo Wetland and its surrounding paddy field that is the converted areas from a wetland to a paddy field. The following results are obtained: 1) The temperature of Upo Wetland area was $1^{\circ}C$ lower than the surrounding area during the day while it was a little higher during the night.; 2) The maximum wind speed in the Upo Wetland area was 3.5 m/s which is stronger than 1.6 m/s of its surrounding area. The south wind was observed in the farmland for most of the day while north winds and south winds alternated between day and night in Upo Wetland.; 3) In heat budget analysis, Upo Wetland was wasted in the form of latent heat rather than sensible heat in daytime.

Performance Evaluation of Disaster Resistance of Plastic Greenhouse in Jeju Region according to 2017 Design Code Draft (2017년도 온실설계기준(안)에 따른 제주지역 비닐하우스의 내재해성 평가)

  • As the number of plastic greenhouses has increased in Korea, the damage from typhoons and snow has also increased. Structural design codes for a disaster-resistant plastic greenhouse have been revised over the last few decades. In particular, the revised code draft in 2017 have changed in many ways compared to the 1995 code. Nevertheless, There is no study of the effect of new design code on plastic greenhouse. Therefore, this study evaluated the safety of plastic greenhouse against wind load according to 1995 and 2017 codes for type 1 houses, which is most commonly built in Jeju, through comparing the analytical results of plastic greenhouses designed by 1995 code and 2017 code draft. The results are as follows. (1) The uplift load due to the negative pressure on the roof of the plastic greenhouse increased significantly in 2017 code draft. (2) Since the existing members could not meet the design requirements, the rafters had to be replaced with members of the same cross-section as the columns. (3) Due to excessive lifting, measures were also needed to prevent lifting at the foundation of the plastic greenhouse.

A new rotational force model for quasi-steady theory of plate-like windborne debris in uniform flow

  • The force coefficients of rotating plates in the acceleration stage will vary with rotation rate from 0 to stable rotation rate w0, which are important for quasi-steady theory of plate-like windborne debris to simulate the trajectory. In this paper, a wind tunnel experiment is carried out to study the effects of geometry and the Reynolds number on the variations of mean force coefficients of rotating plates. The rotational lift coefficients are sensitive to both geometry effect and Reynolds number effect, while the rotational drag and moment coefficients are only sensitive to geometry effect. In addition, new empirical formulas for the rotational lift coefficient and moment coefficients are proposed. Its accuracy is verified by comparing the predicted results with existing test data. Based on the experimental data of rotating plates, a new rotational force model for quasi-steady theory, which can be applied to a wider scope, is proposed to calculate the trajectory of plate-like windborne debris. The results show that the new model provides a better match with the tested trajectories than previous quasi-steady theories.

  • When oil spills occur in the ocean because of a ship collision or grounding, the oil in the sea will spread to the coastline. To effectively and promptly prevent such an oil spread, the prediction of the direction and speed of the spreading oil must be made. By applying the coastal wave diffusion theory with a consideration of the effects of wind and current, the oil spreading direction and speed can be predicted promptly so that the National Disaster Prevention System can effectively and promptly take countermeasures against the attack and contamination of the coastline by such oil bands.

Study on Disaster Prevention System for Long Span Bridge over the Sea (장대해상교량의 방재시스템 구축에 관한 연구)

  • Bridge types such as the suspension bridges and the cable stayed bridges maintained by cables present the dangerous possibility of a ship running through the bottom of the bridge. Due to hangers and main cables in the upper structural system, the bridge is also susceptible to disasters. However, these cable bridges are usually used for long span bridges over the sea. This structure is relatively more exposed to disasters, such as wind, hail, and earthquake, than other structures. This structure also has the potential to cause car accidents on account of the poor visibility due to foggy conditions. If a fire breaks out because of a car accident due to wind, a car explosion will likely occur.

  • 최근 세계적으로 기후변화에 따라 자연재해에 의한 피해가 대형화, 가속화 되면서 이를 예측하고 대응할 수 있는 체계적이며 국내 특성을 반영할 수 있는 피해예측 시스템의 필요성이 제기되고 있다. 국내에서는 경험적 통계기반의 강우예측에 대한 연구가 주로 진행되었으며, 강풍에 대한 연구는 부족한 상황이다. 본 연구는 기존의 연구와는 달리 모델링을 통한 예측이 아닌 실제 발생한 강풍 피해 자료를 기반으로 풍속에 따른 피해액을 예측할 수 있는 강풍 피해예측 단순회귀모형을 개발하는 것을 목적으로 한다.

An engineering-based assessment methodology on the loss of residential buildings under wind hazard

  • The loss prediction and assessment during extreme events such as wind hazards is always crucial for the group low-rise residential buildings. This paper analyses the effect of variation in building density on wind-induced loss for low-rise buildings and proposes a loss assessment method consequently. It is based on the damage matrices of the building envelope structures and the main load-bearing structure, which includes the influence factors such as structure type, preservation degree, building density, and interaction between different envelope components. Accordingly, based on field investigation and engineering experience, this study establishes a relevant building direct economic loss assessment model. Finally, the authors develop the Typhoon Disaster Management System to apply this loss assessment methodology to practice.

Seismic analysis of half-through steel truss arch bridge considering superstructure

  • This paper takes a half-through steel truss arch bridge as an example. A seismic analysis is conducted with nonlinear finite element method. Contrast models are established to discuss the effect of simplified method for main girder on the accuracy of the result. The influence of seismic wave direction and wave-passage on seismic behaviors are analysed as well as the superstructure and arch ring interaction which is mostly related with the supported bearings and wind resistant springs. In the end, the application of cable-sliding aseismic devices is discussed to put forward a layout principle. The main conclusions include: (1) The seismic response isn't too distinctive with the simplified method of main girder. Generally speaking, the grillage method is recommended. (2) Under seismic input from different directions, arch foot is usually the mostly dangerous section. (3) Vertical wave input and horizontal wave-passage greatly influence the seismic responses of arch ring, significantly increasing that of midspan. (4) The superstructure interaction has an obvious impact on the seismic performance. Half-through arch bridges with long spandrel columns fixed has a less response than those with short ones fixed. And a large stiffness of wind resistant spring makes the the seismic responses of arch ring larger. (5) A good isolation effectiveness for half-through arch bridge can be achieved by a reasonable arrangement of CSFABs.
