Poverty Alleviation Effect for the Old Aged of Public Pension in Advanced Capitalist Countries : a Difference in Difference Approach (선진자본주의국가 공적연금의 노인 빈곤완화효과 : 이중차분접근)

  • There have been many studies on the relationship between welfare states and the poverty. Yet, only a few studies have been addressed the poverty alleviation effect of public pension using difference in difference(DID). This study aims to analyze poverty alleviation effect for the old aged of public pension in 10 OECD countries using DID considering welfare states regimes. The empirical analyses are based on panel data of individuals aged 50 and over from two sources: SHARE in Europe(wave I~II) and HRS in USA(2004~2006). As a result of simple DID, this study provides evidence that the poverty rate of the old aged who has not been received the pension is increased, while the poverty rate of pensioner is sharply decreased. The anti-poverty effect of public pension using DID is 45.6% which is bigger than that of pre/post approach. The policy impact used by pre/post approach in conservative welfare regime is underestimated while those in liberal and socialist regime are overestimated. In last, GDP growth rate has not significant while public pension contributes to poverty alleviation effects of the old aged. Poverty alleviation effects of public pension are also varied with welfare state regimes. The poverty alleviation effects of public pension in conservative welfare and social democratic welfare state regime are significantly bigger than that in liberal welfare state regime.

  • The purpose of this study was to find out the development of old people welfare facilities according to the changes and distribution situation of the Welfare Law for the Aged in Korea under the social conditions of 'aging society', to reveal the location and plane characteristics of old people welfare facilities in the terms of architectural plan, and to suggest basic materials for improving old people welfare facilities in community.

A study of the income inequality of the aged in OECD 10 countries - Focusing on the life course perspective (OECD 10개국 노인의 소득불평등에 관한 연구 -생애주기관점을 중심으로-)

  • This study views the aged inequalities according to the inequality hypothesis of the life course perspective in OECD 10 countries. Focusing on educational level which is early social status and welfare state regime which is social structure factors of inequality, this study analyzes income inequality for the aged who have transformed into old age period from non-aged period. The analysis is based on the data SHARE of Europe and HRS of USA. The main results of this study are summarized in four points. First, the income inequality is quite high by welfare system and the educational level. Second, the income inequality is somewhat reduced in case the people move from the period of non-aged to the period of aged. However, gini coefficient is still high(0.475). Considering welfare state regimes, although the income inequality is high in conservative regime of non-aged period, this would be higher in aged period. This result supports cumulative advantages/disadvantages hypothesis. The liberal regime remains high income inequality which supports the theoretical argument of status maintenance. Social democratic regime provides evidence to offer some support for the status leveling hypothesis. In there, income inequality is lower in aged period even though income inequality of non-aged period is low. Third, the cumulative advantages/disadvantages of disposable income according to educational level are strengthened and heterogeneity is grown in case people transition from the late period of non-aged to aged period. But public pension has been more equally distributed than gross income. Fourth, seeing welfare state regimes, public pension of aged-period is more inequally distributed than that of non-aged period in liberal and conservative regime. Specially in conservative regime, inequality of gross income is very high and public pension is also inequally distribute So this might show that the social security system strengthens the cumulative advantages/disadvantages. However, in the social democratic regime, public pension is more equally distributed than gross income and it could be much more equally distributed in aged period, which can support the status leveling hypothesis.

A Survey Study on the Utilization of Welfare Facilities for the Aged in Apartment complex (아파트단지 내 노인복지시설의 이용실태에 관한 조사연구)

  • Our country, korea, has become the aged society in 2000. Thus, the problem of the old assumes an aspect of wide scope and variety, and it becomes a social problem. the world does its utmost to settle the welfare of the old, and international action plan and UN principle for the old have been established in recent years. keeping pace with this trend, our country carries forward a middle and long term plan of welfare of the old. However, facilities for the old in apartment complexes are established not in a level of the welfare of the old, but in a level of relief work or the protection of the old. Therefore this study suggests a series of reform measures of the facilities for the old and the direction of the plan of welfare facilities for the old, by studying the present situation and actual conditions of facilities in apartment complexes.

A Study on the Factors Affecting Subjective Health Index of the Aged in Daejon Area (일부지역 노인들의 주관적 건강수준에 영향을 미치는 요인에 관한 연구)

  • This research is aimed to define how the depression, performing ability of IADL and muscular-skeletal pain of the Aged, according to their residential circumstance, sex and age, can affect the subjective health index and how all these are related and associated with. For the period of June 1 to July 31, 2000, in order to study and define how the depression, performing ability of IADL and muscular-skeletal pain are related to the subjective health index of the Aged, we have conducted an enquete through a direct interview with 693 persons over age sixty-five (65) in Daejon and in other adjacent areas, divided into three different residential types “The Aged living at home”, “The Aged living at welfare facilities” and “The Aged living alone”. We have studied all the data and information obtained through this enquete and have analyzed χ²-test, t-test, ANOVA, analysis of simple correlation, analysis of factor. by SPSS10.0/PC+. The results were as follows: Generally, the four (4) factors depression, IADL performing ability, muscular-skeletal pain and the subjective health index of the Aged, are a lot influenced by and related to their residential circumstance, their sex and their age. With regard to the depression of the Aged by their sex, it was analyzed that, on an average, the female-Aged gains 48.3 point which reflects comparatively the higher points and the female-Aged is more depressed. In analyzing depression of the Aged by their age, it appears that the Aged between eighty (80) to eight-four (84) years of age, gains 49.2 point which is the highest points and simultaneously we could realize that depression follows age, - the more the age gets, the more the depression is increased. In analyzing depression of the Aged by their residential type, it shows that “the Aged living alone” gains 50.9 point and is most depressed. With regard to the IADL performance of the Aged by their sex, it was analyzed that, on an average, the female-Aged gains 23.8 point, which shows the performance of the female-Aged is less independent. In addition, it was also found that the IADL performing ability is becoming less and less independent following their age increasing. In analyzing IADL performance by their residential type, it appears that “the Aged living at welfare facilities” gains the lowest 21.5 point and is least independent. We conclude that some assistances from others are required for the Aged living at welfare facilities in their performing IADL. With regard to the muscular-skeletal pain of the Aged by their sex, it was analyzed that, on an average, the female-Aged gains 3.0 point and the female-Aged suffers from this pain more severely. In analyzing this pain by their residential type, it was found that, on an average, the 3.0 point goes for “the Aged living alone”, which explains the Aged living alone is having the most serious pain. With regard to the subjective heath index of the all Aged participated in this research, the analysis indicates 8.8 point and this is considered as a general standard (7-10 point). In analyzing this index by their sex, the female-Aged gains 8.6 point only and it explains a lot of female-Aged consider they are not really healthy. In analyzing this index by their residential type, “the Aged living at welfare facilities” and “the Aged living alone” gain the comparatively lower point, -respectively 8.4 point for the Aged living at welfare facilities and 8.8 point for the Aged living alone. The Aged of these two residential types express they are obviously in a bad condition of health, which makes us think a lot. With regard to the factors affecting the subjective health index of the Aged, it was analyzed that this index can significantly be influenced by their depression, their pain, their age and by how much they are satisfied with their current living conditions, and also analyzed that the correlative relation certainly exists between the depression and pain, and the subjective health index, - that is, the more the depression and pain are serious, the lower the subjective health index indicates. As for the IADL, it appears that the IADL's relation with this index is not that significant and even not important.

  • According to the statistics, Korea is expected to reach a super-aged society in 2025. In preparation for an aging society, The government is making efforts to improve in social activity and welfare for the elderly people. But in case of people who live in urban-rural mixed cities, They can not benefit from traffic convenience that is essential in social activities. For example, surveys and interviews show that, The dwellers(65+ of some urban-rural mixed cities) have many restrictions on social activities because of mobility disadvantage. Therefore, We propose that expansion for the people who need to use the voucher taxi, Increase of the public bus service and rebuilding of the bus stop terminal. We are looking forward to this study will be used as basic data for transportation policy of urban-rural mixed cities across the country.

A Study for the Development of Welfare Program based on the Characteristics of middle-or-old aged Woman Workers (중장년 근로여성의 생활특성에 기초한 복지 프로그램 개발을 위한 연구)

  • This study is to develop welfare programs based on the characteristics of middle-or-old-aged woman workers in manufacturing industry. 7cities and 2 counties in Kyunggi-Do were selected. for survey considering their accessibility. Total 471 woman workers were interviewed personally and the data has been analyzed using SPSS. First, the findings show that their family structure is characterized by nuclear family and they have school-aged children who need someone else's care, therefore they need child related services to help them such as after school care. Second, they have few welfare facilities in their work and they have never tried to find any outside their work. Thus, it is necessary to prepare welfare programs in their working place. The welfare programs they need most are discount stores, medical service, counseling service, and so on. In conclusion, the welfare needs of woman workers cannot be thought without considering family structure of woman workers, the degree of welfare facilities in the work, and their welfare needs.

Demographic Characteristics and Welfare Service Needs of Elders Utilizing a Welfare Center (일 복지관 이용 노인들의 인구학적 특성과 노인복지서비스 요구 조사)

  • Purpose: This study was done to provide statistical data for developing client-needs based welfare services in community welfare facilities. Method: The participants were 270 senior citizens, who visited a community welfare center in Gyunggi province, during the month of October 2005. They were asked to answer a structured questionnaire. Descriptive statistics, $X^2$ test and Fisher's exact test were used to analyze the data from 221 of the elders. Results: 1. More than 50% of the respondents were women aged between 60 and 75, who had education levels above high school and who lived in apartments. Among the respondents, 54.3% lived separately from their children. 2. 70.0% of the respondents considered their health status as "good", even though they had more than one disease. Also 41% of the respondents were supported by their children, and 76.8% wanted jobs. 3. The respondents pointed out several programs such as languages, computer, singing class, physical activities (dances, billiards, Tai-chi and table tennis), needed to be included in the welfare center programs. Conclusions: Elders aged 60-75, educated above high school, living in an apartments, live alone or with spouse, and having frequent contact with children, were the most frequent utilizers of the welfare center. They want the welfare center programs in variety, including languages, computer, singing class, and physical activities.

  • This paper was studied ell policy direction of information service for aged welfare. An element on social changes is as follow: economic problem, medical problem, leisure problem, alienation problem. Solution of this problem needs information service. Information service is Telecommuting service, home shopping service, medical support service, medical information service, telemedical support service, internet service, and knowledge studying support service. The results of this study is as follow: First, aged welfare oranization must be constructed. Second, Network foraged welfare must be constructed. Third an aged must be utilization of information service. Fourth, policy of nation must be changes. Fifth, information service of aged welfare must be developed.

A Study on Family Support and Self-esteem Among Middle-aged KoreanWomen Immigrants in Australia: Focusing on the Mediating Effect of Depression (호주이민 한인 중년여성의 가족지지와 자아존중감에 관한 연구: 우울의 매개효과를 중심으로)

  • The purpose of this study to derstand the relationship between family support and self-esteem among middle-aged Korean women immigrants in Australia with a focus on the effects of depression, which seems to likely mediate these two variables. For the purpose of this study, 147 middle-aged Korean women who live and work in Sydney, Australia, were studied. A statistical method was carried out using descriptive statistics, correlation analysis and reliability analysis by using SPSS ver.18.0. To verify the hypothesis of the research model that was suggested in this study, with the structural equation, AMOS ver.7.0 program was used. The analytical results are as follows. Firstly, family support had an influence on depression and self-esteem and depression had an effect on self-esteem. Secondly, family support had an influence on self-esteem by having depression as a mediation. This outcome not only offers information on self-esteem, which is the psychological welfare of Korean middle-aged women who live in Australia, but also enhances the self-esteem of all middle-aged Koreanwomen who abroad, not just in Australia. Therefore, the study provide basic data support a program related to the welfare of immigrant women who live overseas along with policies for those immigrant women to have successful lives as immigrants. In addition to this, an exploratory research on relevant variables that influence self-esteem will have significant implications even to policies on multi-cultural families that have immigrate into South Korea.
