This study examines the socio-economic impacts of recent welfare reform in the United States. Based on the neo-conservative critique to the traditional public assistance system for low-income families, the 1996 welfare reform has given greater emphases on reducing welfare dependency and increasing work effort and self-sufficiency among welfare recipients. In particular, the welfare reform legislation instituted 60-month lifetime limits on cash assistance, expanded mandatory work requirements, and placed financial penalties for noncompliance. With the well-timed economic boom in the second half of the 1990s, the welfare reform seems to achieve considerable progress; welfare caseload has declined sharply to reach less than 50% of its 1994 peak, single mothers' labor force participation has increased substantially, and child poverty has decreased. In spite of these good signals, the welfare reform also has several potential problems. Many welfare leavers participate in the labor market, but not all (or most) of them. The economic well being of working welfare leavers did not increased significantly, because earnings increase was canceled out by parallel decrease in welfare benefits. Furthermore, most of working welfare leavers are employed in jobs with poor employment stability and low wages, making them highly vulnerable to frequent layoff, long-time joblessness, persistent poverty, and welfare recidivism. Another serious problem of the welfare reform is that a substantial number of welfare recipients are faced with extreme difficulties in finding jobs, because they have severe barriers to employment. The new welfare system with 5-year time limit can severely threaten the livelihoods of these people. The welfare reform presupposes that welfare recipients can achieve self-reliance by increasing their labor market activities. However, empirical evidences suggest that many people are unable to respond to the new, work-oriented welfare strategy. It may be a very difficult task to achieve both objectives of the welfare reform((1) providing adequate income security for low-income families and (2) promoting self-sufficiency) at the same time, because sometimes they are conflicting each other. With this in mind, a possible solution can be to distinguish welfare recipients into "(Very)-Hard-to-Employ" group and "(Relatively)-Ready-to-Work" group, based on elaborate examinations of a wide range of personal conditions. For the former group, the primary objective of welfare policies should be the first one(providing income security). For the "Ready-to-Work" group, follow-up services to promote job retention and advancement, as well as skill-training and job-search services, are very important. The U. S. experiences of the welfare reform provide some useful implications for newly developing Korean public assistance policies for the able-bodied low-income population.
The purpose of this study is to explore the lived experience of aging of the poor elderly and to identify suitable welfare policies on their behalf. For this purpose, I selected 16 participants from the criterion sampling of the impoverished elderly and conducted in-depth interviews, after which the collected data was analyzed using the phenomenological approach of Cloaizzi(1978). As a result, 27 themes, 10 clusters of themes, and 4 categories were pinpointed. The 4 categories are 'Facing death,' 'Becoming despondent in heart and mind,' 'Living a hard life,' and 'Going with the flow of life.' By integrating the meanings of these findings, the essence of the lived experience of aging of the poor elderly was to be, 'Self-sufficiency despite receiving welfare benefits from the government.' The lived experience of aging of the poor elderly was revealed as not being entirely based around dependency but rather around strongly independent and positive life attitudes. But also found were difficulties due to lack of living expenses required for survival, deep death anxieties, and life attitudes in the context of Confucian culture. Based on the study results above, I presented welfare policies for the poor elderly as outlined: implementation of social activities in order to encourage independence and positivity among the poor elderly, actualization of payment that meets at least the minimum costs of living, consolidation of psychological-emotional assistance, implementation of death-related education programs, and the compilation of a welfare policy manual for the impoverished elderly.
The purpose of this study is to examine the effects of the organizational characteristics and interorganizational network level on social welfare organizationas' effectiveness using structural equation model. For achieving this purpose, this study defined organizational effectiveness as financial, human and physical resource capability according to resource systems approach. Organizational characteristics variables included the number of qualified staff, degree of resource dependency, the proportion of government subsidies, the main organizational philosophy, establishment year, the attitude of top manager and the number of informal ties. Interorganizational network variables were divided by outdegree centrality and indegree centrality. The data collected from women's welfare organizations in Seoul through survey method. The analysis tools used the UCINET 6.245 for the network analysis and AMOS 18.0 for the structural equation model. The results of this study are as follows. The factors affected on the financial resource capacity were the number of qualified staff, the proportion of government subsides and the indegree centrality. Meanwhile, only indegree centrality directly influenced on the human resource capability. The significant affecting factors on physical resource capacity were the number of qualified staff, the attitude of top manager and informal ties. Based on these results, the implications of this study and the ways to enhance social welfare organization's effectiveness were discussed.
The aim of this study is to examine the factors influencing network centrality on women's welfare organizations, and to investigate how the level of network centrality influence the effectiveness of the organization. To achieve this goal, this study conducted a survey on women's welfare organizations in Seoul from March to June, 2009. Network analysis method was used to get each organization's network centrality value. Also, through the Structural Equation Modelling, organizational characteristics predicting network centrality and effect of network centrality on organizational effectiveness. The main results are as follows. First, the significant affecting factors were different between three types of centralities with regards to the type of organization, recognition of resource dependency, attitude of top manager, and established year. Second, the common factors affecting three network centralities were the number of informal ties, accepting feminism as the main organizational philosophy, and the number of qualified staffs. Third, only closeness centrality positively predicted the level of organizational effectiveness among three types of centralities. The faster the organization reaches to other organizations in a network, the organizational effectiveness becomes higher, which means high closeness centrality is more important factor than high degree centrality or high betweenness centrality to increase organizational effectiveness. This result shows social welfare organization should consider changing inter-organizational network strategy from quantity-focused to quality-focused.
The theory of psychotherapy was established by a single case study. Even though it was lack of generality, it must have been a basic important role in the clinical field. Under the above assumption, the therapist had only one client as a case study that couldn't be well adjusted and had many conflicts because he not only had many complexes, but could'nt recognize complexes themselves. The chief problems to the client who complained the psychosomatic symptoms and anxieties were assumed dependency and inferiority complex. In order to recognize these complexes, therapist had 30 interview section with him. The major goal of therapy was the maturation by which the ability of recognition of complex was obtained. The measurement of effect as to whether the client was matured or not was the advancement of schoolwork result and the progress of sociometric rating. Besides, the therapist exerted all the possible effort in interpreting psycological problems was found in every section of interview. The result of this therapy was known as a full progress in academic credits and in the development of human relationship as same as therapist's expectation. In this study, the therapist used the psychoanalytic insight therapy and the client-centered therapy as the therapeutic method for the client.
The attention of case management currently has been highlighted and its importance has been highly emphasized in mental heath field. At this point, We conducted a qualitative study on the experience of case managers from the Suwon Community Mental Health Center where it has implemented the ACT model. Through the result of this study, we verified feasibility of ACT model into Korea. and it has shown that assertive service and team approach has been a critical ingredients of ACT and it extended case manager's ability and brought improvement in relationship between clients and them. the clients has brought a positive changes. However case managers have experienced the dilemma between experts initiatives and clients dependency, and they empathised the importance of the familism and mental health system in Korea. In order to implement ACT extensively, we suggested several implications.

The purpose of this study was to examine the effects of peer attachment and parental abuse on adolescents' dependence on mobile phones and the mediating effect of self-esteem. For this study, I used the panel data of the 7th year of the 1st grade of the elementary school for the Korean Children and Youth Panel Survey provided by the Korea Youth Policy Institute. A total of 1,937 adolescents were selected to analyze causal relationship among variables, and SPSS 26.0 and AMOS 26.0 were used to verify research problem. As a result of the study, First, the better the relationship with peers, the higher the self-esteem and the less the dependence on their mobile phone. On the other hand, the more severe the abuse, the lower the self-esteem and the higher the dependence on mobile phones. Second, Self-esteem was found to have a significant effect on peer attachment and abuse on mobile phone dependence. Based on these results, I would like to provide them as basic data for helping positive development of adolescents.
The purpose of this study is to investigate what factors affect cyber-delinquency after examining the previous research focusing on the general strain theory and the delinquency opportunity theory in the existing studies. And as adolescents move from middle school to high school, this study is intended to analyze what factors affect cyber-delinquency from a longitudinal perspective using KCYPS(Korea Child and Youth Panel Survey) elementary 4th grade fourth and seventh data. The adolescence cyber-delinquency probability of occurrence were analyzed through the panel logit fixed-effect model using STATA. And then the cyber-delinquency frequency of adolescents were analyzed through the panel tobit random-effect model. As a result of analyzing the factors affecting cyber-delinquency frequency, Adult media commitment, computer use time, and cell phone dependency increased cyber-delinquency frequency. On the other hand, among the parenting attitudes, the attitude of supervising attentively and adolescents' age-increasing decreased cyber-delinquency frequency.
This study aims to review and evaluate the changes of the British social housing policy under the Conservative government(1979-1997), and to get some implications for the Korean case. The Conservatives tried to diminish the role of state in the realm of social welfare :in general, and to retreat the social housing policy in particular as a reaction to the' welfare state crisis' started from the early 1970s. In the realm of housing policy, privatisation and marketisation including the massive sale of council houses were driven enthusiastically. Public expenditure cut and redirection of the housing subsidy scheme were also implemented according to the changed policy orientation. The clear visible results of the policy changes can be seen as follows; radical changes of the housing tenure distribution, changing role of local authorities, and the worsening housing problems- housing shortages, residualisation, affordability problem, deepening dependency and the negative distribution of housing subsidy etc. Furthermore the goal of public expenditure cut, in fact, was not accomplished successfully. The results of this study support the argument that the Neo-liberalistic approach to the 'welfare state crisis' have resulted in reconstruction and redirection rather than total abolition of the role of state in welfare provision. This conclusion could provide important implications to Korean case, especially concerning the role of state in the social housing policy.
This study is to identify the relationship in non-profit social welfare organizations(SWOs) between financial sources and service delivery. Especially the impact of the former to the latter is its main concern. For this purpose, gathered are the 1992, 1999 financial reports of those study organizations, and some qualitative data on a number of the organizations collected by the author is also used for verifying and interpreting the data. Gronbjerg's study(1992) provided an analytical tool for decomposing financial structure of human service organizations, and resource-dependency perspective was a theoretical framework for interpreting the impact of financial composition to service delivery. The findings are as follows: (1) Between 1992 and 1999, there was a noticeable change in financial composition among SWOs. Government subsidies has increased in terms of both amounts and percentages, for residential facilities 75% to 82% and for nonresidential facilities 37% to 47%. Funding from donations shows no abrupt changes, although absolute amounts were slight increasing. Fees were sharply decreasing, especially for the non-residential facilities which previously enjoyed them as valuable resources for preventing unnecessary influence from government. (2) The funding sources of SWOs and their strategies to acquire them has impact on service delivery. Although non-government fundings(donations and fees) were found to give elasticity to SWOs, various problems associated with acquiring them (i.e., changing the clientele) would prohibit SWOs from fully concentrating to those fundings. Meanwhile, government fundings are characterized as stable, and, as such, most of the SWOs prefers. Limited elasticity, red-tape, 'sacrifice of quality of service' over efficiency, etc. are referred to the problems.
