Given the limited water resources and the presence of multiple decision makers with different and usually conflicting objectives in the exploitation of water resources systems, especially dam's reservoirs; therefore, the decision to determine the optimal allocation of reservoir water among decision-makers and stakeholders is a difficult task. In this study, by combining a fuzzy VIKOR technique or fuzzy multi-criteria decision making (FMCDM) and the Young's bilateral bargaining model, a new method was developed to determine the optimal quantitative and qualitative water allocation of dam's reservoir water with the aim of increasing the utility of decision makers and stakeholders and reducing the conflicts among them. In this study, by identifying the stakeholders involved in the exploitation of the dam reservoir and determining their utility, the optimal points on trade-off curve with quantitative and qualitative objectives presented by Mojarabi et al. (2019) were ranked based on the quantitative and qualitative criteria, and economic, social and environmental factors using the fuzzy VIKOR technique. In the proposed method, the weights of the criteria were determined by each decision maker using the entropy method. The results of a fuzzy decision-making method demonstrated that the Young's bilateral bargaining model was developed to determine the point agreed between the decisions makers on the trade-off curve. In the proposed method, (a) the opinions of decision makers and stakeholders were considered according to different criteria in the exploitation of the dam reservoir, (b) because the decision makers considered the different factors in addition to quantitative and qualitative criteria, they were willing to participate in bargaining and reconsider their ideals, (c) due to the use of a fuzzy-logic based decision-making approach and considering different criteria, the utility of all decision makers was close to each other and the scope of bargaining became smaller, leading to an increase in the possibility of reaching an agreement in a shorter time period using game theory and (d) all qualitative judgments without considering explicitness of the decision makers were applied to the model using the fuzzy logic. The results of using the proposed method for the optimal exploitation of Iran's 15-Khordad dam reservoir over a 30-year period (1968-1997) showed the possibility of the agreement on the water allocation of the monthly total dissolved solids (TDS)=1,490 mg/L considering the different factors based on the opinions of decision makers and reducing conflicts among them.

Because of the reason, the desirable water quality level of the Paldang watershed has been maintained regardless of its dense population. Paldang drinking water management policy is based on residents' understanding which is considered as a 'social capital'. The issue raised in the aspect of water quality management policy should be reviewed on the basis of the 'social capital' concept. One regarding semiconductor industry as a potential industry to export many products in 10 years insists that the industry not be a simple private business but be a prominent part for national competitiveness. There is no doubt about this opinion. However, a nation should support environmental right-to-life of its people prior to any other tasks. In other words, it is really risky to give up people's right due to economic benefits. Therefore, it should not happen to trade 'life', the dignity of man, with national competitiveness which is likely to be preferred in these days. In addition, coherent policy not to destroy 'social capital' promoting Paldang drinking water resource management policy should be maintained.
Cooling using the Han River has recently been spreading. The Ministry of Trade, Industry and Energy submitted a revised enforcement ordinance to include river water in renewable energy. Therefore, it is necessary to analyze the water temperature characteristics of Han River. Especially, it is necessary to investigate the effect on hot summer. In this study, we analyzed the water temperature of the last 11 years. It is intended to utilize the Han River for building cooling in the future.
Throughout the history, the people of Iran have battled the dryness by innovations to preserve every drop of water that lands from the rare clouds, or from a stream flowing out of distant springs. Water is precious and held with highest respect, whether stored for drinking at an Ab-Anbar, or for washing and farming at the Houz in the middle of their oasis homes and orchards, or sourced at a Qanat spring or Jooy under ground. How it is that drinking water as cold as a mountain fall is found in desert of Iran? Ab-Anbar is an ancient means of water preservation and cooling through anunderground building structure. These underground structures have been present in Khorasan and other desert provinces of Iran as public or private water storage facilities, widely used before the installation of public plumbing systems in the late 1950s. Although many of these structures are still functional, most have been protected by government for restoration or viewing by the public as historical heritage. Khorasan natural dry climate and the massive surrounding deserts have been a breeding ground for many designs of Ab-Anbars. Today the existing number of such facilities stands in the province of Khorasan. Usually these structures were built in populated areas, also there are some forms of such structures on old trade routes and roadways leading to and from populated towns. This paper considers the history of Ab-Anbars in Khorasan as well as other relevant aspects such as types, components, construction methods and materials, filling and withdrawal systems.
This study aims at testing a hypothesis that the resilience of agricultural water systems is characterized by trade-offs and synergies of effects from climate and socioeconomic change. To achieve this, an Agricultural Water System Climate Resilience Assessment (ACRA) framework is established to evaluate comprehensive resilience of an agricultural water system to the combined impacts of the climate and socioeconomic changes with a case study in South Korea. Understanding dynamic behaviors of the agricultural water systems under climate and socioeconomic drivers is not straightforward because the system structure includes complex interactions with multiple feedbacks across components in water and agriculture sectors and climate and socioeconomic factors, which has not been well addressed in the existing decision support models. No consideration of the complex interactions with feedbacks in a decision making process may lead to counterintuitive and untoward evaluation of the coupled impacts of the climate and socioeconomic changes on the system performance. In this regard, the ACRA framework employs a System Dynamics (SD) approach that has been widely used to understand dynamics of the complex systems with the feedback interactions. In the ACRA framework applied to the case study in South Korea, the SD model works along with HOMWRS simulation. The ACRA framework will help to explore resilience-based strategies with infrastructure investment and management options for agricultural water systems.
Ion exchange membranes have been developed from laboratory tools to industrial products with significant technical and trade impacts in the last 70 years. Today, ion exchange membranes are successfully applied for water and energy for different electro-membrane processes. Hydrogen could be produced by electrochemical water splitting using renewable energy, for example, solar, biomass, geothermal and wind energy. This review briefly summarizes the recent studies reporting the state-of-the-art anion-exchange membrane water electrolysis, especially focusing on the enhancement of the durability of anion-exchange membranes. Anion-exchange membrane water electrolysis could be used as inexpensive non-noble metal electrocatalysts that are capable of producing low cost of hydrogen. However, the main challenge of anion-exchange membrane water electrolysis is to increase the performance and durability. In this mini review, the limiting factors of the durability and the technology enhancing the durability will be discussed for anion exchange membrane water electrolysis.
This study analysed the economic feasibility per hectare of grow out phase production of Oyster farming by rising water temperature in Ocean. Elevated Water temperature by climate change had a bad influence for oyster production and economic feasibility. In the case of production units, the total output of oyster decreases from 213,840 to 205,594 units. Using cost-benefit analysis with discounting rates (5.5%), we estimated the net present value (NPV) and benefit cost ratio (BCR) until 2100 years. The model results showed that the NPV without water temperature rise was 1,565,619,893 won and the NPV with water temperature rise was 1,540,493,059 won. Also, BCR estimated that the former was 2.095 better than the latter was 2.077. To summarise, the economic effect per hectare of water temperature rise in ocean did the damage to the economic loss about 25,126,834 won.
Water footprint is defined as the total volume of direct and indirect water used to produce a good and service by consumer or producer, and measured at the point of production based on virtual water concept. The green and blue water footprint refers to the volume of the rainwater and the irrigation water consumed, respectively. Crop water footprint is expected to be used as the basic data for agricultural water resources policies at production, consumption and trade aspect. Thus, it is necessary to estimate suitable green and blue water footprint for South Korea. The objective of this paper is to quantify the green and blue water footprint and usage of upland crops during the period 2001-2010. To estimate the water footprint, 43 upland crop production quantity and harvested area data were collected for 10 years and FAO Penman-Monteith equation was adopted for calculating crop water requirement. As the results, the water footprint of cereals, vegetables, fruits and oil crops accounted for 1,994, 165, 605, and 4,226 $m^3/ton$, respectively. The usage of water footprint for crop production has been estimated at 3,499 (green water) and 216 (blue water) $Mm^3/yr$ on average showing a tendency to decrease. Fruits and vegetables have the largest share in the green water usage, consuming about 1,200 and 1,060 $Mm^3/yr$ which are about 65 % of gross usage. The results of this study are expected to be understood by the agricultural water footprint as well as by the total water footprint from both a production and consumption perspective in Korea.
Optimal supervisory control strategy for the set points of controlled variables in the central cooling system has been studied by computer simulation. A quadratic linear regression equation for predicting the total cooling system power in terms of the controlled and uncontrolled variables was developed using simulated data collected under different values of controlled and uncontrolled variables. The optimal set temperatures such as supply air temperature, chilled water temperature, and condenser water temperature, are determined such that energy consumption is minimized as uncontrolled variables, load, ambient wet bulb temperature, and sensible heat ratio, are changed. The chilled water loop pump and cooling tower fan speeds are controlled by the PID controller such that the supply air and condenser water set temperatures reach the set points designated by the optimal supervisory controller. The influences of the controlled variables on the total system and component power consumption was determined. It is possible to minimize total energy consumption by selecting the optimal set temperatures through the trade-off among the component powers. The total system power is minimized at lower supply, higher chilled water, and lower condenser water set temperature conditions.
Background: Water use efficiency (WUE) is an indicator of the trade-off between carbon uptake and water loss to the atmosphere at the plant or ecosystem level. Understanding temporal dynamics and the response of WUE to climatic variability is an essential part of land degradation assessments in water-limited dryland regions. Alternative definitions of and/or alternative methodologies used to measure WUE, however, have hampered intercomparisons among previous studies of different biomes and regions. The present study aims to clarify semantic differences among WUE parameters applied in previous studies and summarize these parameters in terms of their definition and methodology. Additionally, the consistency of the responses of alternative WUE parameters to interannual changes in moisture levels in Northeast Asia dryland regions (NADRs) was tested. Results: The literature review identified more than five different WUE parameters defined at leaf and ecosystem levels and indicates that major conclusions regarding the WUE response to climatic variability were partly inconsistent depending on the parameters used. Our demonstration of WUE in NADR again confirmed regional inconsistencies and further showed that inconsistencies were more distinct in hyper- and semi-arid climates than in arid climates, which might reflect the different relative roles of physical and biological processes in the coupled carbon-water process. Conclusions: The responses of alternative WUE parameters to drying and wetting may be different in different regions, and regionally different response seems to be related to aridity, which determines vegetation coverage.
