수상레저안전법 하위법령 개정방안 (A Study on Reform for Subordinate Laws of the Marine Leisure Safety Act)

  • 개정 수상레저안전법은 주5일 근무제의 확대시행과 더불어 수상레저활동의 대중화로 수상레저기구와 수상레저활동자가 급속하게 증가함에 따라 현행 제도의 운영과정에서 나타난 미비점을 보완하고자 2005년 3월에 개정$\cdot$공포되었다. 이 법은 수상레저기구를 이용한 수상레저활동의 안전에 관한 가장 중요한 규정들을 대부분 포함하고 있는데, 특히 수상레저기구의 등록 및 안전검사제도의 신설 도입과 수상레저활동자에 대해 보험가입을 의무화 한 것이 가장 주목할 만 하다. 본 논문에서는 수상레저안전법 개정에 따른 수상레저안전법 하위법령의 개정안과 수상레저기구관련 보험제도의 도입방안에 대하여 살펴보았다. 또 수상레저안전법에서 등록 및 안전검사와 관련하여 적용범위에서 상충될 여지가 있는 선박법 및 선박안전법에 대하여 문제가 되는 부분을 지적하고 이에 대한 해결방안을 제시하였다.

학교건강증진사업의 실천정도, 중요성 인지도 및 개선방안 (A Study on the Performance Level, the Awareness of the Importance, and Improvement of School Health Promotion Programs)

  • Purpose: This study was carried out to suggest methods for improving school health promotion programs by investigating the daily activities and the performance level of environment management, the awareness of importance, and opinions on the revision of and knowledge about laws and regulations related to school health promotion programs. Method: The subjects of this study were 289 school nurses in Gyeongsangbuk-do. The survey used a questionnaire containing 90 questions developed by the present researcher. Data were collected from July 5 to July 21, 2006 and analyzed using SPSS 12.0 for Windows. Result: 1. Regular check-up and drinking water management got the highest score in performance level. Sexual health and drinking water management got the highest score in the awareness of importance. 2. School nurses were aware of laws and regulations related to their clients (0.93), and the revision opinion was high on the whole (3.58). 3. According to general characteristics, the more educated school nurse were (F=6.80, p=.001) and the fewer students their school had (F=4.66, p=.010), the higher their performance level in daily activities was. The shorter their career in their work was (F=4.86, p=.008), the fewer classes their school had (F=5.04, p=.007) and the fewer students their school had (F=3.83, p=.023), the higher their awareness of importance was. 4. There was not any difference in the performance level of environment management according to general characteristics. The awareness of importance was highest in school nurses with experience less then ten years (F=3.66, p=.027). 5. There was not any difference in knowledge about laws and regulations according to general characteristics. The revision opinion was high in school nurses at schools with less than 18 classrooms (F=6.04, p=.003) and less than 500 students (F=4.24, p=.015). Conclusion: When school nurses perform school health promotion programs actively and vigorously, the students can be healthy and national health promotion can be actualized fundamentally.

  • 본 연구는 미국 주정부의 환경정책과 축산업의 규모 및 입지 선정과의 관계에 대한 분석을 시도하였다. 분석은 업종별이 아닌 소규모, 중규모 그리고 대규모의 세 가지 규모별로 미국의 487B 주의 29년 자료를 이용한 Panel 분석을 이용하였다. 결론을 보면 일반적으로 축산엽에 대한 규제는 축산업의 구조변화에 기인한 것으로 판단된다. 산업부문으로부터 외부효과를 정부정책의 틀 안에서 내재화하기 위한 노력인 것이다. 그러나 단순히 제도의 존재 여부는 산업부문의 행위에 결정적인 영향을 주지 못하며 주정부가 규제에 대한 집행의사를 가질 때에만 영향을 줄 수 있었다. 그러나 산업부문의 급격한 구조변화가 있는 경우 주정부의 제도 존재 여부도 영향력이 있는 것으로 판단된다. 특히 축산규모에 따라 그 영향이 달랐으며 대규모 농가가 소규모 농가보다 민감하게 반응하는 것으로 나타났다.

수질 배출기준 및 세제 안전기준에 적합한 산업용 알칼리 세탁세제의 세척성과 세탁조건 연구 (A Study on the Washability and Washing Conditions of the Industrial Alkaline Laundry Detergent Suitable for Water Discharge Standards and Detergent Regulations)

  • Laundry industry has traditionally been considered an industry that generates large amounts of wastewater and Volatile Organic Compounds(VOCs). This is still the case until now. Household laundry detergents are produced and distributed within the safety regulations on the amount of harmful substances detected. While industrial laundry detergents are often distributed without safety regulations, and even laundry workers manufacture and use them on their own. This contaminates water and air and also threatens the safety of workers. This study is a basic study for distributing eco-friendly detergents(EFD-A) developed through previous studies to the laundry industry. Safety, washability and wastewater quality of EFD-A are evaluated. Three existing commercial detergents(PD1, PD2, LD4) are also evaluated to compare with EFD-A. The safety of detergents is confirmed by the content of optical brightener, VOCs, and arsenic. Washability is evaluated by the difference in reflectance of washed and unwashed artificial soiled fabrics according to detergent concentration, washing temperature, and washing time. TOC is used as the index of assessing the wastewater quality. The results are as follows; EFD-A doesn't contain the optical brighteners, VOCs, and arsenic. The optimal washing conditions for EFD-A are 3 g/L concentration, 40 ℃ washing temperature, and 30 min washing time. The soil removal efficiency is about 71 %, which was similar to or somewhat superior to that of PD1, PD2, and LD4. TOC is 63.5 %, which is about 15 % lower than the discharge limit. Through this study, the developed detergent EFD-A can be used as a safe and eco-friendly detergent for the human body and the environment.

  • This paper describes the development of THC reduction technologies compliant with SULEV regulations. Technologies embodied by the developmental work include improvement of fuel spray atomization, quick warm-up through coolant control shut of, and acceleration of fuel atomization for the fast rise of cylinder head temp inside the water jacket as well as the improvement of combustion state. The technologies likewise entail reduced HC while operating in lean A/F condition during engine warm-up with the cold lean burn technology, individual cylinder A/F control for improvement of catalytic converting efficiency, after-treatment such as thin-wall catalyst, HC-adsorber and EHC and etc, through vehicle application evaluation in cold start. We carried out an experimental as well as a practical study against SULEV regulations, and the feasibility of adopting these items in vehicle was likewise investigated.

  • Many port states such as New Zealand. the USA. Australia and Canada have strict regulations to prevent ships which arrive in their port from discharging polluted ballast water which contain harmful aquatic organism and pathogens. They are notified that transfer of polluted ballast water can cause serious injury to public health and damage to property and environment. For this reason. they perceived that the ballast exchange in deep sea is the most effective method. together with submitting the ballast management plan which contains the effective exchange method. ballast system and safety consideration. In this study, we make an effort to develop optimum ballast water exchange management and in result of that. it provide more convenient and stable process to prepare ballast water management plan for Bulk Carrier.

에너지 자립형 MBR, A/O 공정의 효율 평가 (Efficiency evaluation of MBR, A/O processes utilizing self-sufficient energy)

  • A pilot plant (Q=5 $m^3/d$) study was implemented for small and medium sized personal wastewater treatment plant effluent to evaluate MBR and A/O processes utilizing self-sufficient energy composed of wind and solar energy. The removal efficiencies of BOD, SS, turbidity and color were sufficient for legal water quality standards for gray water. However, those of nitrogen and phosphorus could not meet legal regulations which suggested that further removal of those contaminants were needed for reuse of the treated water. Self-sufficient energy rate was 100 % for the pilot plant due to excessive design capacity. In this research, wind and solar energy system was applied considering geological characteristics, which significantly improved energy self-sufficiency. Substantial improvement on energy self-sufficiency can be obtained by optimized investment and operation at a full scale wastewater treatment plant.

  • In the recent years, various studies have presented stable and economic methods for increased regulations and compliance in sewage treatment plants. In some sewage treatment plants, the effluent concentration exceeded the regulations, or the effluent concentration was manipulated. This indicates that the process is currently inefficient to operate and control sewage treatment plants. The operation and control method of sewage treatment plant is mathematically dealing with a physical and chemical mechanism for the anticipated situation during operation. In addition, there are some limitations, such as situations that are different from the actual sewage treatment plant. Therefore, it is necessary to find a more stable and economical way to enhance the operational and control method. AI (Artificial Intelligence) technology is selected among various methods. There are very few cases of applying and utilizing AI technology in domestic sewage treatment plants. In addition, it failed to define specific definitions of applying AI technologies. The purpose of this study is to present the application of AI technology to domestic sewage treatment plants by comparing and analyzing various cases. This study presented the AI technology algorithm system, verification method, data collection, energy and operating costs as methods of applying AI technology.

  • The number of fires in the Korean distribution warehouse increased by about 350 from 1,070 in 2014 to 1,416 in 2020. In addition, the fire load increases with the scale of the distribution warehouse, and even if the automatic sprinkler operates, there is a limit to the direct intrusion of the water source into the ignition source, and the detector is often installed on a high ceiling. The sensing time is often delayed. In order to improve the fire safety of such distribution warehouses, the US NFPA stipulates in detail the contents related to the facility, such as sprinkler water discharge standards, rack-type warehouse installation height restrictions, and regulations on collection and equipment. However, in Japan, the goods loaded inside the distribution warehouse are not classified in detail, and it is considered that the fire safety for the distribution warehouse is low due to the relaxation regulations of the fire prevention section. Therefore, in this study, common problems are classified into material, spatial, and safety management characteristics through the cases of distribution warehouse fires that occurred in Korea and abroad, and the problems related to distribution warehouses in Korea and abroad are compared and analyzed. And present basic materials for improving the life safety standards of future distribution warehouse facilities.

한국의 상황과 비교한 네팔의 수질 관련 현재의 문제 및 향후 과제 (Current Issues and Challenges Related to Water Quality of Nepal in Comparison with Korean Situation)

  • 네팔의 천연 수자원은 풍부한 편이나 모든 인구가 안전하고 깨끗한 식수를 공급받고 있지는 못한 상황이다. 또한, 폐수 처리에 대한 상황 역시 매우 열악한 상태라고 할 수 있다. 최근, 도시로의 인구 유입이 증가함에 따라 안전한 물의 공급 및 공중 위생에 대한 관심이 증대되고 있으나, 수인성 질환의 발병률은 여전히 높은 상황이다. 본 논문에서는 네팔의 수질 오염, 식수에서의 비소 오염, 폐수 처리, 그리고 대중의 건강에 대한 수질 오염의 영향 등에 대해 검토하였다. 또한, 폐수 처리와 연관된 규제와 관련하여 한국의 상황과 비교하여 양국의 상황을 비교 고찰하였다. 이러한 내용들에 의거하여 대중의 건강 증진을 위한 현존 문제점들의 해결 방안들을 제시하였다.
