제품의 제조, 사용, 폐기 등 전과정에서 발생되는 환경부하를 평가하기 위해 국제표준화기구(ISO)에서 채택한 전과정평가(LCA)는 개별 제품뿐만 아니라 건축물이나 사회기반시설과 같은 복잡한 시스템으로 광범위하게 적용되고 있다. 하수처리수 재이용시설에 LCA를 도입하는 것은 수질오염물질의 처리뿐만 아니라 이와 관련한 다른 여러 활동의 상호 작용을 포함한 전체적인 시스템을 파악할 수 있게 된다. 본 연구는 전과정 평가기법을 적용하여 하수처리수 재이용시설에 대한 전과정 영향평가를 수행하였다. 전과정 영향평가의 결과, 수계생태독성이 88.3%로 가장 큰 환경부하를 가지는 것으로 나타났으며, 전과정에서 가장 큰 영향을 미치는 단계는 운영 및 유지관리단계로 나타났다. 본 연구의 결과는 종합적인 환경부하를 정량화함으로서 환경정책 수립자에게 환경 개선의 기회를 규명할 수 있는 정보를 제공해 줄 수 있으며, 건설 초기단계에서 친환경적인 설계를 위한 의사결정시 판단자료로 활용할 수 있을 것이다.
This study reviewed the current status and problems of sewerage system in Korea and then proposed possible methods to correct the problems. Also, evaluation of future development in sewerage system is included. It can be summarized as follows : 1. Investment in sewerage system is relatively low . 0.23% of GNP, Considering that the investment portion is 0.35% in OECD and 0.63% in Japan, it should be increased further. 2. The reasons wily the investment in sewerage system is low can be ' (1) Low priority is given to the investment in sewerage system. Local government builds and operates its own wastewater treatment plant. Local government as well as residents prefer to invest their money in roadwork, housing and parks to in wastewater treatment facilities because of greater investment effects. (2) Besides capital investment, more maintenance cost is needed for sewerage system. Proper operation of wastewater treatment facilities requires a well-trained operator. Because of public conception that operation of wastewater treatment facility is a dirty job, it is difficult to find a well-trained operator. (3) It is difficult to estimate the effect of sewerage system (4) Cost required to build and maintain wastewater treatment facility should be paid by people, who benefit from the facility. People to benefit are sometimes different from people to pay. 3. Advanced treatment is necessary to protect the bay aura and raw water source as well as to prevent eutrophication of lakes and ponds. 4. Wastewater treatment facility were mainly build in big cities during the decade of 1980. Followings should be solved first to expand the facilities. (1) Rapid repair and construction of sewer. (2) Technical development of wastewater treatment . Prevention of efficient and economical wastewater . Development of efficient and economical wastewater treatment techniques . Development of high-efficiency treatment using bioreactor . Reuse of wastewater treatment plant effluent (3) Sludge treatment and disposal . Composting of sludge cakes . Development of techniques to reduce the volume of sludge cake : incineration and reuse of sludge ash and slag. (4) Utilization of wastewater treatment facilities . Construction of community parks or sports families(ie, on the tops of the covered aeration tanks and sedimention tanks) Construction of wastewater treatment facilities under ground and of parking facilities and community parks above ground. (5) Education of wastewater treatment personal.
The frequent occurrence of sewer flooding and the intermittent discharge of non-point pollutions into the receiving water body are emerging issues recently due to the climate change and urbanization. These problems might be solved by introducing a multifunctional storage facility. Unlike a single-purpose storage facility, a multi-purpose storage facility should be operated at an instant to meet for flood prevention, reduction of non-point pollution and/or rainwater reuse. Considering various operational combinations it is suggested that prevention of sewer flooding coupled with reduction of non-point pollution is the most effective operational strategy for a multi-functional storage facility.
This study estimated response of water duality and pollutant behavior according to the discharge and reuse of treated wastewater by three-dimensional eco-hydrodynamic model, and suggest plan that water quality management and environmental restoration in the coastal area including urban stream of Yeosu, Korea. Dispersions of low-saline water and COD by treated wastewater loads (design facility capacity, about $110,000m^3/d$) were very limited in near of effluent site. Nutrients, however, increase compared to the other water quality factors, especially total nitrogen was very sensitive to input loads. When reuse some of treated wastewater to Yeondeung stream, nitrogen was big influence on estuarine water quality. Although current characteristics of treated wastewater such as discharge and water quality were negligible to the change of marine environment, effluent concentration of COD, TN and TP, especially 40% of TN, are reduced within the allowable pollutant loads for satisfy environmental capacity and recommended water duality criteria. Also, controls of input point/non-point sources to Yeondeung stream and base concentration of pollutants in coastal sea itself are very necessary.
Purposes of this study were to examine closely the extracellular polymeric substances (EPS) which was a membrane fouling contaminant, to control detected EPS by powdered activated carbon (PAC) dosage etc. and to evaluate the possibility of practical reuse facility. With high removal efficiency of general pollutants, when the PAC is added to MBR, improvement of removal efficiency of $COD_{cr}$, and color was expected and treated wastewater can be reused. It was judged that the correlation between EPS and membrane fouling was very high. Carbohydrate and DNA in the EPS were judged to be cause of membrane fouling. If EPS could be controled, not only membrane fouling would be decreased but also operation time would be extended. In experiment of powdered activated carbon (PAC), characteristics of the best PAC for membrane fouling control were the particle size of $7{\mu}m$, lodine Number of 1,050, surface area of peat of $1,150m^2/g$. In lab test, operation time of MBR by PAC dosage of 200mg/gVSS was longer than one of MBR by without PAC dosage. Because EPS, especially carbohydrate and DNA, was controled successfully by PAC, membrane fouling in MBR could be decreased.
Dewatering sludge using inorganic chemicals with polymer has been evaded for reuse on account of the risks of high heavy metals contained and soil acidification. Composting feasibility of coagulation & dewatering sludges produced from livestock waste treatment plant was investigated. The results of analysis prove that dewatering sludge is valuable matter with suitable elements for composting if high quality ferric chloride ($FeCl_3$) is used for coagulation & dewatering process. In pot-cultivation of harvestes, using effects of dewatering sludge improved with lime treatment was very effective. The results of pot-cultivation proved that harms of crops according to different acid tolerances were not detected. But it was not applied to crops with weak acid tolerance or greenhouse for free from gas damage. Also, Further studies and monitorings are necessary to use sludges because results of pot-cultivation were generated differently by characteristics of soil, nutrient demand of plants, mature degree of sludge, consecutive cultivation and etc.
For economic evaluation of integrated operation to sewage facilities, benefit-cost analysis was performed to watershed sewage works project in 7 watershed areas, 156 facilities. In this study, the cost before and after integrated operation was compared and benefits are calculated from the reduction of operators, increasement treated pollution loads, reduction cost through operation convenience, reduction water consumption through effluent reuse, and improvement of life benefit. The result showed that cost was 8,500million won and benefit was 16,747million won, so benefit was 49% higher than cost. B/C analysis result showed that B/C ratio was 1.97 and it is similar to other researches. The benefits of integrated operation included convenience of data management, increase of emergency response, decrease of complains with sewage which was not reflected numerically, so the benefits of integrated operation were expected much greater than this result
CKD 추출액은 시멘트공정에서 발생한 폐기물인 CKD를 시멘트 원료로 재사용하기 위해 공정 방해물질로 작용하는 KCl을 추출한 폐수이며, 폐수처리시설 증설 등의 문제로 추출액 무방류 및 이를 재이용하고자 하였다. 이온교환법을 적용하여 KCl을 제거한 결과, 이온교환 후 추출액의 pH는 12.7에서 pH 2 미만으로 감소하였으며 양이온교환수지의 H+가 이온교환을 거쳐 추출액에 용해되었음을 확인하였다. 이온교환의 선택성에 의해 Ca2+, K+ 순서로 제거되었으며, K+ 이온을 제거하기 위해 접촉시간의 증가가 필요함을 판단하였다. 이온교환수지와 직접접촉시간이 약 6배 높은 접촉시간을 갖는 회분식장치에서 연속흐름식장치 대비 4배 높은 K+ 제거 효율을, 7배 높은 Cl- 제거 효율을 확인하였다. 양이온교환수지의 H+가 음이온교환수지의 OH- 대비 1.2배 빠른 교환속도를 가짐을 추출액 pH 변화를 통해 확인하였다.
고밀도의 어류양식 순환수 처리씨스템 개발을 위하여 양식장의 수질특성 조사 및 생물학적 유동층 공정에 의한 모형 폐수처리 장치로 운영 실험한 결과를 요약하면 다음과 같다. 1) 단일어종을 양식하는 H 및 S 양만장 폐수의 경우 BOD $9.4{\sim}13.1\;mg/l$, COD(Mn) $14.5{\sim}20.0\;mg/l,\;NH_4-N\;1.1{\sim}2.3\;mg/l,\;NO_3-N\;15{\sim}21\;mg/l$이었고, 틸라피아 등 3종의 어류를 사육하는 B 및 K 양식장에서는 BOD $9.3{\sim}11.3\;mg/l$, COD(Mn) $8.0{\sim}11.1\;mg/l,\;NH_4-N\;7.3{\sim}20.2\;mg/l,\;NO_3-N\;26.9{\sim}46.4\;mg/l$의 수질특성을 나타내었다. 2) H 및 S 양만장 폐수의 BOD/COD 비율은 0.65로 거의 동질의 유기물 농도 값을 가지며, 틸라피아 등 3 종의 어류를 사육한 B 및 K 양식장 폐수에서는 크게 상이하였다. 3) 양식장의 여과조 및 동육조내 DO 농도를 기준으로 한 시간별 수질변동폭은 $1.5{\sim}2.0$ 배로 조사되었다. 4) 양만장 폐수의 탄소성 유기물 분해속도상수값은 $0.049\;d^{-1}$, 질산화반응 속도상수값은 $0.035\;d^{-1}$로서 미생물 분해작용에 의한 BOD 곡선식은 다음과 같이 나타낼 수 있었다. $y_T=14.1(1-10^{-0.222t)+30.9(1-10^{-0.035(t-8)})$ 5) BFB 처리 씨스템의 $0.014{\sim}0.075g\;NH_4-N/g\;BVS{\cdot}day$ 부하 조건 하에서 5 배의 암모니아성 질소 부하량 증가에도 질산화율은 $65{\sim}79\%$로 안정되게 나타났다. 6) BFB 처리 씨스템에 있어서 $0.014g\;NH_4-N/g\;BVS{\cdot}day$의 낮은 암모니아성 질소 부하조건에서는 공존 유기물 농도가 실산화 반응속도 저하 요인으로 작용하였다. 7) 부하율 변화 영향을 받지 않을 것으로 예측되었던 미생물 농도 $3.04{\sim}3.44\;g/l$의 무산소 BFB 탈질 씨스템에서 T-N 부하율 증가시 T-N 제거율 감소경향이 뚜렷하였던 바, 그 이유는 화기성조내에서 호기성 질산화 미생물의 증식이 억제되었기 때문으로 파악되었다. 8) 부하율 변화에 따른 처리율의 안정성과 반응조내에서 고농도의 미생물유지 잠재력을 확보하는 BFB 방법은 소요 부지면적이 작고 처리효율을 임의로 선택할 수 있는 실용성이 보장되므로 기존의 처리방법보다 설계 및 운영면에서 유리할 것으로 평가되었다.
