A Study on the Road Facilities Use Characteristics of the Transportation Vulnerable by AHP Analysis (AHP분석을 통한 교통약자의 도로시설 이용특성에 관한 연구)

  • Pedestrians have been exposed to dangerous traffic environments, in which walking spaces in a city decrease without improved facilities even though cars increase. Such poor walking environments are deadly dangerous to the vulnerable as well as the non-vulnerable. This study analyzed the road facilities use characteristics according to a type of vulnerability in order to improve traffic safety and walking environment for vulnerable pedestrians. This study surveyed the vulnerable in terms of issues that they encountered on existing walkways and conducted the analytic hierarchy process (AHP), which took all quantitative and qualitative variables into account. The results of Level-3 analysis were showed that the elderly and the disabled were partially similar; both felt most inconvenient at enter-exit sections, steep walkway and bad paved walkway. Unlike those results, people with children and/or infants answered that overpass or underpass walkways without lifting facilities were most inconvenient walking environments.

Exploratory Study on Selecting Priority Regions for the Expansion of Public Child Care Centers (국공립보육시설 확충을 위한 우선설치지역 선정의 탐색적 연구)

  • The purpose of the current study was to select vulnerable regions with insufficient child care services based on an in-depth investigation of diverse regional characteristics and to establish a practical goal for the expansion of public child care centers through identifying priority regions in foremost need of public child care centers out of the vulnerable regions. The vulnerable regions were selected from both urban and rural areas with particular criterions to determine their critical situation. First of all, the number of children aged zero to five, private and public child care centers, and capacity and enrolment of the regional child care center were selected from towns (Eup) and townships (Myeon) within rural areas and neighborhoods (Dong) within urban areas to calculate the capacity fulfillment. Specifically, a dense population of low-income families inhabited within urban areas defined the region's vulnerable status for the analysis, whereas poor accessibility of a child care center within rural areas correspond to the lack of child care services. The analytical result displayed that a total of 456 towns and townships did not acquire child care centers. Out of 456 towns and townships, 162 were selected as priority regions. On the other hand, 546 neighborhoods corresponding to upper 30 percentiles of urban area where children receive basic subsidy for low income families were selected as vulnerable regions. Out of 546 neighborhoods, 243 were selected as priority regions according to the analytical result.

Distribution of High Mountain Plants and Species Vulnerability Against Climate Change (한반도 주요 산정의 식물종 분포와 기후변화 취약종)

  • This work aims to select the potentially vulnerable plant species against climate change at alpine and subalpine belts of Mts. Sorak, Jiri, and Halla, from central, southern, southern insular high mountains of the Korean Peninsula, respectively. The selection of global warming related vulnerable plants were performed by adapting various criteria, such as flora, endemicity, rarity, floristically specific and valuable species, species composition at mountain summits, horizontal and vertical ranges of individual species, and their distributional pattern in the Korean Peninsula. Line and quadrat field surveys along the major trails from all directions at height above 1,500 meters above sea level of Mts, Sorak, Jiri and Halla were conducted each year during spring, summer, and autumn from 2010 to 2011. Based upon above mentioned eight criteria, high level of climate change related potentially vulnerable arboral plants, such as Rhododendron aureum, Taxus caespitosa, Pinus pumila, Oplopanax elatus, Vaccinium uliginosum, and Thuja koraiensis are noticed from at subalpine belt of Mt. Sorak. Species of Abies koreana, Rhododendron tschonoskii, Oplopanax elatus, Taxus cuspidata, Picea jezoensis, and Juniperus chinensis var. sargentii belong to climate change concerned vulnerable species at subalpine belt of Mt. Jiri. High level of climate change related species vulnerability is found at alpine and subalpine belts of Mt. Halla from Diapensia lapponica var. obovata, Salix blinii, Empetrum nigrum var. japonicum, Vaccinium uliginosum, Juniperus chinensis var. sargentii, Taxus cuspidata, Rhamnus taquetii, Abies koreana, Hugeria japonica, Prunus buergeriana, and Berberis amurensis var. quelpartensis. Countermeasures to save the global warming vulnerable plants in situ are required.

Methodology of Extraction of Crime Vulnerable Areas Through Grid-based Analysis (격자망분석을 통한 범죄발생 취약지역 추출 기법)

  • The urban crimes that threat individual's safety are parts of the serious social problems. However. the information of crime in Korea has only been provided by forms of hot spots around place of crime, or forms of crime statistics without positional information. Those could not provide enough information to users in identifying the vulnerable areas for substantive crimes. Therefore, this study suggested a methodology of extraction in criminal vulnerable areas by using the spatial information, the statistical information and the public sector information. The crime vulnerable areas were extracted through the grid-based spatial analysis and the overlapping analysis from each of the information. In fact, the extracted areas were able to provide detailed vulnerability information than the traditional hot spot-based crime information. Following the study, the extracted results in crime vulnerable areas have displayed highly coincide with Korea safety map, provided by national disaster management institute, which regards to be able to provide crime risk rating in terms of administrative business in future.

Meal and Food Provision Services for Community-dwelling Vulnerable Older Adults Perceived by Health & Welfare Service Providers in Seoul (서울 지역 건강·복지담당자가 인식하는 취약계층 고령자를 위한 지역사회 식사·식품지원서비스 실태)

  • The purpose of this study were to identify the dietary practices of vulnerable older adults and to assess the foodservice and food provision service programs perceived by the health and welfare service providers in the community. A survey was conducted on health and welfare service providers working in outreach community centers and community health centers in Seoul. A total of 260 nurses and social workers participated in the survey and 224 responses were used for data analysis after excluding significant missing data. The respondents consisted of nurses (58.5%) and social workers (41.5%). In terms of the dietary life of the vulnerable older adults, they perceived that the food cost was burdensome to the older adults and poor dental conditions prohibited them from eating various foods. The health and welfare service providers rated highly for 'home-delivered meal and side dish services are effective for checking older adults' conditions' but rated low for availability of menu choices. In targeting vulnerable older adults for food and nutrition service programs, the home-delivered meal service was found to be suitable for older adults living alone, those over age of 80 years, those with mobility difficulties, and those with economic difficulties. The food provision service was appropriate for older adults living with their spouse or other family members. Vulnerable older adults are a heterogeneous population with diverse needs related to food and nutrition. Home-delivered meal/side dish service and food provision services will achieve their goals when they reach the correct targets with a customized service.

A Study on the Efficient Utilizing of Information Media for Vulnerable People to Disaster : Focused on Foreigners Workers in South Korea (재난약자를 위한 정보매체의 효과적인 활용방안 : 국내 체류 외국인 근로자의 인식을 중심으로)

  • Korea is increasingly vulnerable to disasters due to changes in economic and social structure. In particular, there are a number of disadvantaged people, such as elderly people, disabled people, basic livelihood recipients, foreigners, multicultural families, etc. who are vulnerable to social problems due to aging, polarization and internationalization. These vulnerable people to disaster have difficulties in acquiring disaster information and to respond promptly by self-help. Of course, recent studies on vulnerable people to disaster have been steadily increasing, but discussions about foreigners have been relatively inadequate. This has led to a lack of understanding about the actual situation of disaster and coping methods. Once general situations set in, foreigners staying in Korea will suffer from a vicious cycle of policy-making from the viewpoint of Korean and difficulties in obtaining relevant information. In this study, we conducted in-depth interviews on the recognition and acquisition path of disaster information for foreign workers living in Korea. Based on the results of the interviews, we derived implications for practical information, such as ways to understand and actively utilize information media frequently visited by foreign workers in Korea.

A Study on the Rebuilding Existences of Saethul Maul Project and Landscape Composing of Gestalt Psychology in the Vulnerable Villages - Focused on the Vulnerable Villages Consulted by Experts - (취약지역생활 여건개조 사업현황과 마을 경관구조의 형태심리학적 연구 - 컨설팅대상 마을을 중심으로 -)

  • The purpose of this study is to rediscover the gestalt psychological value of the Landscaping structure and architectural landscape in the vulnerable village consulted by experts in 2021 year. For this study, nine villages called of Saethul Maul were surveyed, and two of them were analyzed for landscape composing of gestalt psychology. The two villages, Yulwon and Jeonchon, included the case where the landscaping structure of residence was viewed from outside the village and the case from within the village. Psychological distance of the villages is analyzed by D/H ratio for the scenery seen from lanes. There are three expected conclusions. First, in terms of gestalt psychology, the buildings mean a figure, and the rice field in front of the village, the mountains behind the village, and the lanes represent a landscape structure consisting a background(ground). It captures the unique landscape aesthetics of the vulnerable village. Second, the landscape seen in the village shows various differences in horizontal distance and vertical height of the lane, so even if the psychological distance gives a sense of closure, it gives a sense of rhythm and change. However, considering the psychological distance (D/H ratio) when the roads are expanded for the fire car, the village landscape can be re-formed by safety and function. Third, the architectural landscape of Yulwon village is characterized by the harmonious arrangement of traditional houses, Narack-Doiji (rice barn), and wooden building (agricultural barn) in the background of chestnut tree hill behind the village. It is necessary to reduce the use of industrial materials and restore the valuable architectural landscape of the vulnerable village.

  • Most accidents at construction sites are occurring in vulnerable groups such as new workers, foreign workers, and elderly workers. These vulnerable workers often lead to accidents due to the lack of awareness of risks. Therefore, in order to reduce accidents, it is necessary to pay attention to and manage vulnerable workers. This study attempted to identify the level of safety awareness and safety management priorities for vulnerable workers through IPA analysis. New workers should be able to adapt to the field as soon as possible, and foreign workers were found to need frequent check-ups due to language communication problems. In the case of older workers, it was analyzed that it was necessary to check their health and to check whether they were performing other tasks than the prescribed ones.

  • Approaching to aging society with increasing transportation vulnerable, most developed countries has positively promote low-floor bus. Such circumstance in Korea has plan to introduce low-floor bus to intra-city bus system which accounted for 30 percent of total number of buses however there is no specific operating plan for this matter. According to the revealed preference study on bus service, the study shows that the efficiency of low-floor is relatively low than that of other buses, therefore, it is necessary to establish feasible plan for bus route selection. Thus, this study is to conduct research on analyzing trip characteristics of transportation vulnerable and establish bus route selection measures for low-floor bus. The result from the survey in Jeollabuk-do Province reveals that the trip purpose of transportation vulnerable is mainly for welfare and medical service, which was made less than 6 times a week. Futhermore, 37.6 percent of transportation vulnerable use buses, thus, it is essential to improve its service quality for enhancing user's convenience and safety. In that transportation vulnerable O-D needs to be established and forecasts future demand for selecting optimal bus route. According to the estimation, route passing through densely populated areas with transportation vulnerable should take the first priority, city circular and other route would be next. Moreover, it is economically efficient that areas populated more than 200,000 with fixed route and less than 200,000 with limited route responsive to demands would be feasible plans. This study will have greater an impact on transportation planning and further research on transportation vulnerable.

A Study on the Method of Creating a Safety Vulnerable Class Distribution Diagram for Non-Structural Countermeasures in the Comprehensive Natural Disaster Reduction Plan (자연재해저감종합계획 비구조적 대책의 안전취약계층도 작성방안에 관한 연구)

  • The comprehensive natural disaster reduction plan, the highest plan in the disaster prevention field, was implemented by local governments. second plan is currently being formulated. In order to minimize human and property damage, structural and non-structural measures for each of the nine disaster types are established and implemented for 10 years. Structural measures are based on engineering and quantitative analysis, and the criteria for setting reduction measures are clear. Non-structural measures, however, currently lack the set criteria. the basic disaster and safety management law included the safety vulnerable class in 2018. Currently, the safety vulnerable class of the detailed establishment criteria of the comprehensive natural disaster reduction plan is being established, including children, the elderly, and the disabled. However, due to the lack of data securing and database construction by local governments, it is difficult to prepare a location map for establishing reduction measures for the safety vulnerable. Therefore, in this study, OPEN API data of the safety vulnerable class were collected and statistical information and GIS of SGIS information services were used. The distribution diagram of the safety vulnerable class in Samcheok, Gangwon-do, which is a sample area, and the distribution diagram of the safety vulnerable class in units of the output area (OA) in Geundeok-myeon were prepared.
