  • As many systems depend on electronics, concern for fault tolerance is growing rapidly. For example, a car with its steering controlled by electronics and no mechanical linkage from steering wheel to front tires(steer-by-wire) should be fault tolerant because a failure can come without any warning and its effect is devastating. In order to make system fault tolerant, there has been a body of research mainly from aerospace field. This paper presents the structure of predictive smoothing voter that can filter out most erroneous values and noise. In addition, several numerical simulation results are given where the predictive smoothing voter outperforms well-known average and median voters.

  • In this paper, a novel algorithm for adaptive majority voting using additional information is described. The novel algorithm increases the reliability of adaptive majority's history. The novel algorithm assists adaptive majority voter to select the result of the most reliable module. The performance of the proposed voter is evaluated through a series of fault injection simulations. The results are compared with those of adaptive majority voter. The empirical results show that the proposed voter has higher safety and availability levels than the adaptive majority voter

An Analysis of Operational Stability of the KOSPI-listed Energy Public Enterprise from the Perspective of Median Voter Theory (상장 에너지 공기업 경영 안정성 분석: 중위투표자이론의 관점에서)

  • This paper investigates the management stability of KOSPI-listed energy public enterprises from the perspective of median voter theory. We analyze the profitability and stability of five energy public enterprises during the period 2011~2022, and conduct an empirical analysis to determine whether they are related to the preferences of median voters who can represent the general public. Our analysis of the profitability and stability of the energy public enterprises shows that the stability of their has been deteriorating in recent years. The results of the empirical analysis also show that the management stability of the energy public enterprises is related to the preference of median voter. Specifically, they indicate that when the median voter's income is smaller than the average income, the profitability of the utility decreases and the debt ratio increases. This paper suggests that from the median voter's point of view, excessive utility and energy bills may strengthen the incentives for governments and politicians to suppress rate increases, leading to lower profitability and higher debt for public enterprises.

Gender, A Neglected Variable: An Analysis of a Gender Gap in Voter Turnout (여성, 간과된 변수: 투표율에서의 성차(Gender Gap) 분석)

  • This study attempts to analyze gender gaps in voter turnout for three different types of elections held since 2017 at the aggregate level using the Central Election Management Commission's turnout data, paying attention to the importance of women's voting. The findings are as follows. First, modern gender gaps in voter turnout at the aggregate level are confirmed in most regions regardless of election types. Second, the gender gap in turnout varies with age. The gender difference is verified in the "widowhood effect," where turnout decreases in the oldest-old. In the new voter group, modern gender gaps appear in most regions. The reversed gender difference in turnout in the late 20s, which reflects the Korean society's characteristics, is confirmed in all elections. Third, it is unclear whether the reverse gender gap in turnout becomes more pronounced in urbanized districts. As urbanization progressed, modern gender differences in voter turnout across age groups are observed at the population-based size level. Paradoxically, the modern gender gap tends to be weak and turns into the traditional gender gap in younger age groups (in the late thirties) in Gangnam-gu and Seocho-gu, the most modernized districts in Seoul. These results show that the modern gender gap in turnout is now a common phenomenon and continues to be strengthened by newly recruited voters in Korea. Thus we should pay more attention to female voters' political behavior and a new approach beyond the developmental theory to understand the causal mechanism to generate the modern gender gap in voter turnout.

Design and RAMS Evaluation of embedded AVTMR System with Fail-safe Output Voter (고장 안전 특성을 가지는 내장형 AVTMR 시스템의 설계 및 RAMS 평가)

  • In this paper, we design AVTMRWFSV(All Voting Triple Modular Redundancy With Fail-Safe Voter) System with a fail-safe output voter architecture and analyze RAMS(Reliability, Availability, Maintainability, Safety) as system failure rate. This system is compared with AVTMR system for RAMS(Reliability, Availability, Maintainability, Safety) with Markov modeling, and we can see that the system safety of AVTMRWFSV is more profitable than that of AVTMR. The dependability of AVTMRWFSV system is higher than that of AVTMR. Especially, safety is very profitable. So, this kind of system can be applied to embedded communication system and life critical systems - railway, airplane, ship, nuclear control system and so on.

  • How do mixed legislative systems shape voter behavior and public perceptions? Through an analysis of the electoral systems in Japan, South Korea, and Taiwan, this paper evaluates the extent to which the public in these three countries understand their mixed systems and whether claims of voter ignorance translate into irrational voting behavior based on the institutional effects of mixed systems. Through a multi-method approach including data from outside of East Asia, this analysis seeks to determine whether these three cases exhibit patterns consistent with other mixed systems. Empirical analysis affirms levels of strategic voting consistent with comprehension of electoral rules. Furthermore, this analysis suggests a disconnect between practical knowledge and electoral expectations.

  • The Global IT revolution is growing rapidly. Government and business have to be ready to meet the increased demand for effective and secure online services. With the E-Government practicing, day-by-day the public demand is also increasing simultaneously. Now this present moment, one of important research part is secure E-Voting for E-Government service, but for this important factor or Government Issue, it needs information privacy for secure information transaction of citizen’s opinions and secure authentication. This paper has analyzed several approaches E-voting protocols, those are implemented with many digital signature mechanism and maintained many types of cryptographic rules, which are main factor for information privacy. In this paper we have discussed them with a view to voter anonymity and protection from manipulations. The paper then developed an algorithm designed to guarantee anonymity of the voter and to avoid the risk of manipulation of votes. In this paper the proposed algorithm is based upon the strict separation of voter’s registration and submission of votes, which means that certain information has to be stored on a secure storage media.

  • This paper shows two models of the TMR system- fail passive system - having a fault tolerant system characteristic used in airplane and railway system. We design the single system, single-voter TMR system and triplicated voter TMR system based on MC68000 and calculate the failure rate of components using MIL-SPEC-217F and evaluate the reliability and MTTF(Mean Time To Failure) of the designed systems by Markov model.

  • This paper presents the idea of staggered voting for the efficient TMR implementation of shift register chains for improving the yield of Poly-Si TFT-LCD driving circuits. The paper discusses the characteristic features of staggered voting and performs a quantitative evaluation of its effectiveness. Staggered voting allows us to improve the reliability of a single-voter TMR chain significantly when the probability of a voter failure is not negligible.

The Smart Contract based Voting Model for Internet Community Election (인터넷 커뮤니티 선거에 적합한 스마트계약 기반 투표 모델)

  • As Internet voting can take place regardless of a voter's location, the participation rate of the voters would be increased and economic costs will be reduced. But the drawback of it is that all participants have to trust the election management server. If the server colludes with the specific candidate, the other candidates cannot prove rigged election. In addition, majority of researches on Internet voting are mainly focused on the voting restricted by the region and the country. Thus, it's not appropriate for the election in Internet community such as YouTube channels. As the Internet community is composed of members from all around the world, the new type of voting model is needed. In this study, we propose the smart contract based Internet voting model applicable on the blockchain network. The proposed smart contract model consists of candidate registration, voter registration, voting and counting stages. In the proposed model, anonymity of the voter is assured in the voter registration and voting stages, and all candidates can confirm the fairness of the election in the counting stage.
